Overview
Mount Carter was for many years, simply the border to the nations of Hammer2026, Holyboy and the 666s and Mindus. Then, after the initiation of the Carterian Pact, a neutral headquarters was desperately needed. The hollow, extinct crater of Mount Carter became the ideal location, due to its safe, remote (yet, easily accessible) location. Furthermore it bordered on three nations. The entire mountainside has been peppered with settlement since the pact was formed. The most critical operations are located within the mountain itself.
More recently, Mount Carter has also become the regional capital of Carteria, and this is the gathering place of representatives from all the sub-regions and nations, as well as the welcome centre for UN dignitaries.
Mount Carter is still rebuilding its primary radio communications tower, after it was destroyed by separatists in the Hammer2026 Civil War.

Each country in Carteria has the right to one (1) national representative (with the exception of The Melanesian Islands, in whose case the suzerain, Uzbekistan and Solomon, sends a representative on their joint behalf) in the Carterian Assembly:

Also, each sub-region of Carteria elects an additional representative, with added powers to administer a larger area:

Functions
The Carterian Assembly acts as a miniature UN, and it is also where UN delegations are hosted. The Assembly debates everything from national security to trade agreements.
