History

New Ausha was discovered in 1337, by Klaus Ungefahr. He originally named the land after his daughter Ausha. Ausha began as a simple land, which attracted many farmers and woodcutters due to its feritle landscape, and lush forests. By 1347 Adolf Eufeur, of the powerfull Eufeur family, declared his family to be rightfull monarchs, and posses soverenty. Of course this claim was at first rebuked, due to many of the inhabitats being poor. However, eventually King Adolf I was sworn in, as King of the land, by the Pope, in 1348. the Eufeur famiyl rained for 360 years, passing from 6 different kings, until finally, in 1708, a civil war broke out. Those loyal to the Eufeur dynasty took to arms, against the Mundetter family, who now claimed the Eufeurs as poisoning such worthy land. An armed dispute arrose, and it is recorded that some 18,000- 26,000 Aushans died in the 4 months of bloodshed. In the end, the Mundetter family prevailed, and King Reynald I became sole ruler of the land. That is, until 1847. In 1847, the ideals of democracy and individual freedom, was very appealing to the average Aushan Citizen. Despite the monarchies around, many people decided on a "Land dictated by the people, for the general welfare of the people" King James III was deeply disturbed by these new ideals. In 1849, he declared such "godless and evil" thoughts to be a threat to his soverienty, and ordered the torture, exceution and imprisonment, of some 120,000 peasents. The people rose up, and tried to dethrone James. However, the Royal Aushan Army, armed with the most advanced weaponry of the time, was able to stem the tide. It was not until 1915 that The Kingdom of Ausha would be dismantled. At this time, many foreign wars were raging, causing a constant influx of immigrants of Ausha. Now, in 1915, some 10% of the population were recent immigrants. With a new wave of democratic ideals, and suppressed anger from the revolts of 1849, the people were ready. Meeting with his councul at the time, James III was startled at the sight of over 400,000 angry citizens at the palace gates. The guards, overun, abandon the king, as he was sentenced to exile, by an unknown council. A group known as the Stutkeil Party, officially declared the Kingdom of Ausha no more, and to now be the Peoples Republic of New Ausha. Since then, New Ausha has been very politically unstable. The 1930's-1940's New Ausha came under a semi-facist attitude. The Stutkeil party had become more and more dictatorial like. In 1948, the NAFCP (New Aushan Federal-Capitalist Union) took power, changing the direction towards bussiness and democracy. In 1956 the CCA (Conservative Christian Alliance) took power. From 1956-1992 Conservative held trong power in the New Aushan goverment. But 1992-1999 saw some of New Ausha's worst days. Surrounding Communist nations innfluence had been strong on New Ausha, untill the anti-communist movement exploded. Demonstrations, street brawls, and organized murder rampaged through New Ausha. It is expected that up to 190,000 suspected Anti-New Aushan Communists were wrongfully imprisoned. 1999 brought the end of the violence.

Mateel

Mateel is the Capitol of The State of New Ausha. It has a population of nearly 97 million. Located in eastern New Ausha on its own penninsula, Mateel was founded in 1832. It has been growing rapidly over the last few decades. Its current mayor is Gunter Tage, who is in his 13th year of office (after being renewed for a 3rd term.) in 5 years, he must give up his position. He is 64 years old.

Mateel attracts some 12 million foreign visitors daily. It is known for its beautiful view, of Scofield Bay. And of course its famous restraunts, amusment parks, art museumms, embassy district, soccer fields, fountains, and churches. These are only a few attractions.

Mateel is normally cold (as the rest of New Ausha is) with an average temperature of 59 degrees farenheit. There is a small channel that leads into Scofield bay. Ferrys and tour boats are another huge attractions. Alot of Eastern shipping comes into scofield bay, too deposit within Mateels shipping/reciveing district.

Political Structure

The New Aushan political structure is a strange, but highly effective system. Denounced and praised by Foreign Statesmen, Scholars, and Political Scientists alike, it can be concluded that the politcal systems is effective. Engineered by the Stutkiel Party, and put to action in 1916, it has lasted the 20th century, and looks strong going into the 21st century. This is how it works. The systems is borken into the powers of the nation:

Peoples Representation- Most Powerful

Elected Party- Powerful

Federal Goverment- Exceutive power that answers to the elected party. Appointed by the party.

State Appointees- Somewhat Powerful

Example. How a law is passed 1. A petition is begun, and the people (need at least 5.5 million signatures) send it to the PAC (Provincial Acceptance Comitee) The PAC may either accept or decline the incoming petition. If declined, then 35% of the number of people who originally signed, must be added (ex: 100 signature petition is declined, now 133 must sign, then the PAC can be overidden) 2. The petiton is now in the Peoples Parliment sub-(The peoples parliment consists of representatives. 1 from every provincial district (elected by popular vote). Each representative must be elected in his/her home province. They each serve 2 year terms, then they are either put up for re-election or they vie out of the campaign. The election works as a representative from each Provincial District is nominated. Out of the people nominated (this can vary, based on the provinces population), only 16 will prgress. Provincial votes are held. The 16 with the most votes progress.) The Peoples Parliment takes a vote. If 50% or more agree, then it becomes a bill, and advances. 3. Now we find the bill in the State parliment sub-(The State Parliment consists of appointees. Every 6 years, 5 major parties are declared. Depending on the election, and the popular vote, the parties may appoint based on that. ex: Party1: 60% party2: 20% Party 3: 20%. 6/10 senators may be appointed by appointed by party1. 20% by party 2, etc. For every for every 50 million New Aushan citizens, there is 1 seat in the State Parliment. Therefore, it constantly grows, every election year.) The State Parliment takes a vote. If 60% of the senators are in favor, then the bill passes to the Federal goverment. 4. Lets say this is a bill banning coughing without covering your mouth. The bill obviously falls under the health category, so it must be sent to the Ministry of health. If the Minister declines, the bill must now pass with 70% State Parliment support, to overide him. (This can work with any minister.) 5. Now either the Vice Chancellor or the Chancellor may take it from here. Lets say the Vice Chancellor declines it. Now, either the state parliment or the peoples parliment can consider forming the National Assembly. If this happens, both are merged, and a vote is taken. With 65% general support, the Vice Chancellor is overidden. 6. Now the Chairman of the elected party reviews the bill. If declined, then the National Assembly must pass it with 70% support to overide him. 7. The bill is now law. The Chairman or Chancellor can choose the law to be mandatory (every province must now enact the new law) or up for local debate. 8. If he didnt choose mandatory, then the law goes to every Provincial Congress (The provincial congress is elected by the people. Each congressman campaigns in thier district. Winner by popular vote, becomes a congressman). Each congress, must now vote 50% in favor for it to pass. 9. It is now on the governors desk. He can Accept or Decline. If declined, it goes back to the Provincial Congress. To become a law in the province it must pass with 60% support.

A bill can originate in the peoples parliment as well. If 75 representatives call for a vote, then it is taken. This can also happen, by the Chancellor or Vice Chancellor placing the proposed bill into the peoples parliment.

Every 2 years (3 times during the course of his term) the Chancellor will make an adress to the nation. This is simply known as the "State Adress" The last State Adress, had some 693 million domestic listeners (TV, Radio, Internet feed) and 2.3 billion foreign listeners. The Chancellor points out effective policies and decisions of his administration, along with improvments that need too be done. Normally, he points out all New Aushan services, and thanks them, for remaining loyal, and performing thier duties. This speech is meant too show the populace, the effectivness of the Chancellor, along with convincing the governing party (which appointed him)that he is doing his job sufficiently.

As for elections, every province elects at differn't times. Province A could be open for its 2 year elections, while Province B is still 4 months away.

General elections are held every 6 years. Voters may choose from the 5 major parties of the year. The party with the most popular vote, wins. They take thier respective percentage, and appoint senators to State Parliment.

Citizens vote for thier governor. In each province, a governor candidate must get the nomination, from one of the 5 major parties of that year. Voters vote for 1 of the 5 candidates. Candidate with most votes, wins.

The systems controversies include the accusations of the system being too hard for the people to overide. Evidence for this, includes, how it takes more than the moral majority, to override a political figure.

Provincial Congress members are elected from each provincial district.

Elections

Every 6 years 5 major parties are put on a ballot. Only registered Aushan citizens may vote. They may vote for 1 of the 5 parties, then they vote for there representative to go into the peoples parliment, who will represent thier district. (2-10 candidates may appear on the ballot) Now for thier district congressman. He is voted in the same as a parliment representative. Now, they may vote for a governor. In 1972, the electoral college was adopted for this process. Each distric (based on population) is worth a number of points. The scale is same from province to province. The candiate (There are only 3, by voting day) with the most points wins.

As an easy alternative, a voter can simply check "auto-vote" this votes for all members of the party, he/she chose to auto-vote for. For example, an ASP party member can check, "auto-vote ASP" this will automatically vote for all people, who are running under the endorsment/membership of the ASP.

Voters also vote for thier mayor (usually out of 2-4 candidates) whose may serve 3 6 year terms at most. As for city councils, they are appointed by the mayor.

10 days before the general election, the parties put fourth thier appointees as Chancellor (the appointment is based on a vote, in the higher ranks of the party). If the party is elected, the appointed Chancellor moves into office, and appoints his Vice Chancellor. From there, the Chancellor and Vice Chancellor appoint all the Ministers into thier administration.

As for impeachment, the Chancellor can be removed with a majority vote for the head of the governing (elected) party. The Party can be removed by an 85% vote of the national assembly.

Law and Order

New Aushan laws are being changed constantly. However, when it comes to enforcing laws, the New Aushan state agencies have proved highly effective:

State police, have been often accused of being too brutal, due to the fact they are less restricted than city or provincial police. Nevertheless, State police are often feared, with thier trademark red flashing lights, on thier vehicles. about 30% of the state police work undercover, in civilian wear.

In every major city, survilence cameras are now legal. These can be seen in most areas, proven with higher crime rates.

City police only operate within city limits, and provincial police are in charge of the entire province (usually provincial districts working as precints)

In times of riot such as the 1993 Anti-Communist demonstrations, the agencies work together, pooling resources together, in order to bring a safe, secure, resolution.

New Aushan laws have been stiff in the passed, but have recently eased, due to the new socialist changes.

New Ausha has a "New Aushan Citizenry Rights" began in 1923. Many additions have been made, as well as taken away.

There is no freedom of speech law. However, recently, the goverment has proven very leinent in this. Anti-State provokation over time however, can lead to a lawsuit by the province, state, or if bad enough, compulsary jailtime.

New Aushan prisons are well funded, well staffed, and well kept. In total, 1 out of every 20 citizens will go to a District, Provincial, or State prison. Life for prisoners in fairly harsh. In times of strike, or lack of staffing, Home Guard units are utilized instead. Prisoners are stripped of thier rights as a citizen, in thier entirity.

All forms of torture are banned. Even on POW's and Terrorists. However, any force less than lethal is allowed to be immplicated when a prisoner becomes "unruly".

New Ausha has a large legal system. Each province has its own court. (With dozens of district courts) and there are 2 New Aushan High courts. The Judicial branch is independant of the excenutive branch, with the exemption of funding.

Millitary

New Ausha has a proud multi-branched armed forces. All branches answer to the Chancellor, who is Commander in Chief of the armed forces. The Branches of the New Aushan forces include:

Army of the State- Primarily Infantry, supported by Tanks, Artillery, Armored Vehicles etc. Currently: 59 Million Enlisted Men, 21 million Ready Reserves.

Air Force of the State- Primarily pilots, maitenience, security personel, instructors. Currently: 16 million enlisted men/women, 4 million Ready Reserves.

Navy of the State- Sailors, Infantry, Maitenience Personel, security, instructors, pilots, some vehicles. Currently: 34 million enlisted men/women. 3 million Ready Reserves.

Home Guard (Added 1964)- Infantry. This branch contains solely reserves. Only 10% of the enlisted men/women are on duty at a time. Opeartes within the state. Currently: 20.5 Enlisted men/women.

Minimum elistment goes as follows:

Army- 4 years

Air Force- 4 years

Navy- 5 years

Homeguard- 10 years

Salary: (Rough estimate, soldiers paid in salaries, mailed to thier places of residency every 3 weeks, or added to a pre-determined account)

Army Private- 10.25 per hour

Air Force Private- 12.40 per hour

Navy Private- 9.85 per hour

Homeguard Private- 9.20- per hour (When activated)

The New Aushan armed forces is a center of pride in social life. Much respect is given the soldiers of the state. This is partially due to New Ausha, in its entirity, has never been defeated in armed conflict.

Life for the avergae soldier is fairly good. New Aushan soldiers, being some of the worlds highest paid, are also given excellent benefits. Soldiers live in fairly comfortable conditions, and are expected to give only about 11.5 hours of service, followed by 5.5 hours of free time, then a mandatory 7 hours of sleep. Other benefits include a 2.5% cut on income, sales, and shipping tax. Veterans who fully served thier terms are often, when applying for welfare, given more generously easy assignments. Often veterans with full service are given jobs when in competition with others.

Now the pay is differnt than most armed forces. Soldiers are payed thier hourly wages (listed above) when in a combat situation. When the armed forces command deems the situation they are in as less than hostile, soldier go too occupation wages. They are payed by the hour, every hour. Home guard forces are payed by the hour, when on duty.

Army Private- 1.50 per hour

Air Force Private- 2.30 per hour

Navy Private- 1.60 per hour

Conscription- In times of national crisis, such as foreign war, the Chancellor, with the 50% approval of the National Assembly, may activate all Men of legal millitary age (20-50) This has never occured, in New Aushan history.

Education

New Ausha has an illiteracy rate of .01%. Most people are well educated, and complete basic schooling. 1/4 schools in New Ausha are private, but are thoroughly regulated, by the Ministry of Education. Basic schooling is as follows:

Primiary Schooling (Ages 6-12)

Secondary Schooling (12-16)

Tertiary Schooling (16-19)

88% of all New Aushan children passed tertiary school, showing signs of a positive future, for New Aushan industry.

Each Provincial district must have 1 primary school and 1 secondary school. Every 3 provinces, with a physical barrier, must share a tertiary school. Required courses include Dutch and german in primary and Secondary school, then mandatory english in tertiary school. Physical education is required in all public school, with few exceptions.

New Aushan schools are stricly regulated. Uniforms are mandatory, but vary from province to province. With each higher level of education, students are given more freedom. Drivers licences can be obtained at 17. It is legal to smoke at 20, and to drink at 20. This is too eliminate all illegal substances in schools.

As for universities, New Ausha has at least 2 provincial universities for every province, and the New Aushan State University, one of the worlds biggest. It can provide for 360,000 students at a time. It is often mistaken for a small city, but is in fact, a campus.

College degrees are vital to success in New Ausha. About 40% of every native citizen will obtain some form of degree. New Aushan colleges are complained as being "too strenuous, and difficult".

Intelligence

New Ausha is well known for its international intelligence agencies. These include:

-External Intelligence Service (EIS)

Every conflict New Ausha has gone into, the intelligence services have always spearheaded the efforts. These organizations are goverment funded, and highly effective, using state of the art equipment. They shy away from internal intelligence, and focus more on foreign nations. New Aushan agents are listed in a resource disc (there is also a copy) in the Ministry of Intelligence. This disc is highly guarded, being nearly impossible too be stolen.

Taxation

New Ausha has had a state tax code, which fluxuated healthily throughout 1950-1980. However, with the current socialist popularity, a flat tax was initiated in 1997. It passed in the Peoples Parliment by 79% in favor, and in the State Parliment by 71% in favor.

Though it varies from Province to Province, the current flat tax, can be estimated at about 8.95%. Some complain this as too high. Others as too low. The new flat tax has benefitted the ecomony, but has scared away many larger bussnesses, and the very wealthy class. This has enraged conservatives, and pleased socialists.

As tax percentage varies from province to province, it can very sharply in some places. Current highest provincial tax: 13.20% Lowest: 6.37%

Social Welfare

New Ausha tried a strange system from 1993-1994. It was a expense cut system. Nobody could be fully exempt from things such as schooling. They could have 75% of the expense cut, on a full welfare plan. The policy failed miserably, as people often, could not pay the 25% difference.

Currently, full cut is availible, but extremely difficult to obtain. It is however easier to obtain for armed forces, veterans. 20%, 35% cuts are free to any citizen who qualifies. As soon as the 50%, 75% and 100% cuts are reached, the citizen is expected to perform civil service.

After a physical, at a loacl hospital, the citizen must be deemed, as "able bodied". If this is given, the citizen is faxed, e-mailed, phoned tasks. These tasks vary from individual to individual. These can include:

-Assisting the elderly

-Disaster area clean-up

-Management of State Posessions. (Parks, beaches, schools, etc)

-Student teacher (if qualified)

-Construction worker

-Custodian

If a person remains on a 50%, 75%, or 100%, for 3 years, and they are able-bodied, they are automatically enlisted into an armed services branch of thier choosing.

Failure to comply with civil service is a heavy offense, and is punishable by jail time.

Health Care

Universal healthcare was present for 20 years, but recently, now 80% of Aushans have total free health care. The 10% richest must pay. In addition, each province has its own hospital (about 80,000 capacity each) and the New Aushan state hospital has a 290,000 capacity. Everything else is owned by private medical corporations, bussnisses, churches, individuals, etc. These are regulated by the HRS (Health Regulatory Service)

Immigration and Emmigration

New Ausha has stiffened its immigration laws in the past 30 years. This is due to the fact that 15% of the population are illegal aliens.

Illegal Immigrants are immideitly if discovered in 34 out of the 39 provinces. In the other 5 provinces, an illegal alien may plead his case, in court.

140,000 people are deported a month from New Ausha. Border security has risen over the last few years. It is suspected that a bill to mobilize Home Guard units on the borders is expected to hit Parliment sometime in 2010. It is suspected to be rejected.

Political figures argue that the recent rise in unemployment, is due to illegal immigrants.

Language

New Ausha takes great national pride in thier native tounge. Thier was early conflict between those who spoke the Dutch Language and those who spoke German. Eventually, both where accpeted as the national language.

Religion

New Ausha is very religously free. All state certified religions are tax exempt, and special warrants are needed to search in places of worship. Most New Aushans are Protestant.

Culture

New Aushans have been mainly conservative. In the 20s, 30's 40's and 50's New Ausha was under heavy Communist influence. It was expected to become a communist state in 1949, but did not, and has never come so close. As for recnetly, New Ausha is under socialist inluence.

With this new socialist wave, the wealthy class has been uncomfortable. Many stations that depict luxurious living, and Ultra-wealthy celebrities, are unpopular. VH1 has considered leaving New Ausha. In the 2003 Video Music awards, celebrities were pelted with eggs, and had money thrown at them, as they entered. Surpirisingly, no arrests were made. This event marked the beggining of a slow, steady exodus of ultra rich celebritites and bussnesses. This has frightened economists, who have warned of possible dangers to the economy, in ther near future.


Geography

Roughly the size of greenland, (slighly bigger) New Ausha is an island nation, with other nations around.

New Ausha is a nation lush with forests, allowing a bustling lumber industry. New Ausha has many rivers, allowing the hydro-power industry to thrive. The forests are a huge tourist attraction, along with riversports. Ther frozen sea to the north is an excellent place for fishing, and leisure. Lush plains are ideal for parks and cities. Out of New Ausha's 19 major cities, 17 are located on rivers.

Many animals have been able to thrive in this climate of rain, and sun. Such as the national animal, the Timberwolf. Also, elk and deer are rampant in the many forests.

As for the climate, New Ausha is usually cold, usually getting about a good 4 months of snow out of the year, and another 5 of rain. The other 3 are mildly sunny, with winds at times. The highest temperature ever recorded in New Ausha, was 96 degrees farinheit. The coldest, -49 degrees farenheit. Most of the time, it is either cold, or chilly, causing high heating expenses for many citizens. The goverment, recently, pledged to cut 10% of all heating costs for every eligible citizens.

Snow is very typical. City services are more than often overwhelmed during winter, too keep the roads clear.

Exports/Imports

Major New Aushan Exports include, refined fuels, firearms, munitions, lumber, chemicals, fish, salt, dairy products and iron. Major imports include, automobiles, meats, agricultural utilities, concrete, stone, and rubber.
