Overview

The Confederation of Borrados is a fairly large nation in the Southern part of Namura. It is known for its human rights record, political freedoms and bureaucracy. Borrados is made up of 18 nations (or sosiha). The motto of Borrados is "Wohd at Adayruh" (peace in place) and its national animal is the raven, a symbol of independance.

Borrados lies in the southeast of Namura. It borders Avalia by land, but is sepperated from Sicinia Salis. The capital of Borrados is Savay-ub-Rait (Town on the Port). The largest city in Borrados is Preetneh, which is near Savay-ub-Rait in the centeral coastline of the Bay of Preetneh (Pretnah). Acrian is located on the northern tip of the country while Oda lies on the southern tip. The climate and terrain of Borrados varies from the hot desert of the northern peninsula to the moderate wet forrests of the central basin, to the frigid Zari mountains of the southeast. History

Borrados was founded in 1194, when the countries of Chulyay, Tokdod and Osecha were attacked and aquisitioned by Avalya. The neighboring countries of Brainsvee, Semandod and Peri joined thier military forces to win back the independence of thier firendly neighbors. In the war that followed, Preetneh and Kamai joined the alience. In 1209, with the indepence of the aquisioned countries, The Confederation of Borrados had grown to eight members. In 1304, the capital city of Savay-ub-Rait was built on the mouth of the Briansvee River between Peri and Preetneh. By 1357, the Confederation of Borrados reached its present number of eighteen shosiha (or countries). Since then, the national government has gained power, leading the creation of the civil branch of government known as the Assembly of the Confederation


Culture

Borrados has a mixed culture. The eastern sosiha have heavily Avalyc influences due to their proximity and the times that they were occupied. The northern sosiha are of the T'lazh ethnicity. T'lazh is a nomadic desert culture that slowly worked its way into the costal cities. T'lazh people worship the sun god who is also the god of war. The T'lazh language consists of mostly soft consonants and hard vouel blends. It is vaguely related to Avalyic, and its structure is very similar to that of Borriad. The Logarach culture comes form the southeast sosiha, in the the foothills, the forrests and the peaks of the Zari ("purple" in Borriad, called Kirglav in Logarachi) Mountains. The Logarach language is more harsh and gutteral than both T'lazh and Borriad. It is the basis for many of the letters in Borriad as well as some of the structure. The Logarachi are mostly a hunting and fishing people, though a large part of the economy of Zari and Oda comes from the timber and shipbuilding industries. They tend to live in small cities that are able to support a small number of specialists. The religion of the Logurach people is pagan, with a worship of the earth and the belief in creatures such as gnomes and giants as the guardians of the earth. The Borriad culture stems from a hybrid of Avalyic, Logurach, Sicinii (who enhabited the central plain), and T'lazh. Borriad peoples have a strong seafaring and farming tradition. The forrests of the southwestern plain is the bread basket of the country. Those who do not work on farms in the southwest live in large cities built on oceans and navagable rivers and serve as the shipping and comerence capitals of the bay of preetneh. These cities are fed by farms in the fertle inland region.

Government

The government of Borrados was created with the rights and sovergnty of each country in mind. This has been accomplished through a bureaucracy with two sepperate but similar governmetal branches.

The Assembly of the Confederation

The state governmnet is headed by the Assembly of the Confederation. The Assembly is responsible for all national laws. When the Assembly creates a law, it must be ratified by the government of eachsosi. Though vetoes are rare, this measure ensures that no sosi will ever be unfairly legislated against. This also encourages the Assembly to pass large omnibus laws in order to save time in the ratification process. Each sosi is given five members in the Assembly, though they are colectively given only one vote for each delegation. Each delegation has a speaker, who is the chief representative from that sosi The leader of the Assembly is called the Speaker General of the Assembly. The Speaker General is elected by the Assembly must be an active delegation speaker at the time of his of her election. The Speaker does not represent his of her sosi, but they are usually from less powerful sosi. The Assembly is divided into five comittes. The speakers serve on the Arbitration Comittee, the Borriad equivilent of the suprime court. The current Speaker General of the Assembly is Ozam Neech Taro from Zari.

The Council of Defense

The state branch of the government is run by the Council of Defense. The Council is in charge of the military, as well as disputes between sosiha. The Council consists of one deligate from each "sosi". The council also appoints a person to be its chairman. The Chairman of Defense is usually a war hero or general. Sometimes, the leader of a larger sosi is appointed. The Chairman of Defense is Giat nach Piton.
