Capital Praetor is the heart of Eastern Europe's banking system. Capital Praetor maintains Eastern Europes largest, most powerful, most advanced Air force (also pertaining to regular aircraft and technology), and is a democratic society built on business and hard banking. The capital is Volgograd, which is situated in the southwest of the country. Citizens of Capital Praetor go by several names: Praetorians, Praetors, Capitalites, Capitalists, Praets, etc. The formal, and polite, title is Praetorian. However, once a Praetorian becomes a member of the government, such as a Senator or a Representative, the don the title of Praetor. A Senatorial Praetor would be titled as "Senate Praetor", and a House Of Commons Praetor would be titled as "House Praetor". The President of Capital Praetor is titled as "Praetor-Elect", and the Chancellor is "Praet-Authoritat".

Capital Praetor garners the largest and most successful banks in Eastern Europes. The banks of Capital Praetor operate in every nation in Eastern Europe, whether it is directly or through monopolization. Due to this fact, Capital Praetor also yields the most powerful currency in Eastern Europe. The Eastern Euro, distributed by the Grand Bank of Capital Praetor, is the most valuable currency in Eastern Europe. All major commodities are sold in Eastern Euros. The NBC Deutschmark is supposedly making the grounds to beat the Eastern Euro. However, the Eastern Euro is worth over 2 NBC Deutschmarks, so there is no real threat.

CPAF

CPAF, or Capital Praetor Air Force, is the main arm of Capital Praetor's defensive and offensive forces. CPAF maintains control over the Praetor Guard and the Capital Praetor Navy. CPAF orchestrates the armed forces of Capital Praetor, and is the first response to any threat in relation to Capital Praetor. CPAF utilizes over 15,000 single-seat jet fighters, over 2000 jet bombers, and over 5000 rotary aircraft. An estimated 13 trillion Eastern Euros is spent on CPAF alone, with the remaining budget filering down to Praetor Guard and CPN budgets.

There are over 650 active aircraft squadrons in CPAF, with well over 100 more in reserve and on rotational duty. Duty in CPAF, CPN, or PG is compulsory as soon as the Praetorian turns 16. After the Praetorian turns 16, 4 years of mandatory duty must be served. Failure to do so before the Praetorian turns 50 can result in a criminal record. 30% of Praetorians are actively involved in CPAF, and another 25% maintain a 4 year rotational duty. This means that every 4 years, the Praetorian will return to his CPAF squadron for 4 years of duty. This carries on until the Praetorian reaches the age of 52. After this, the Praetorian may enter elective retirement, where the Praetorian can choose to retire with full honours, short of a Praetorian Life Time Achievement Award, or may continue active military service for another 4 years. If the Praetorian chooses to continue his military service, he will complete it at the age of 60, where he will be honourably retired from the military with a Praetorian Life Time Achievement Award. Following this principle, the Praetorian will serve in CPAF a total of 4 to 5 times; if rotational duty is contracted.
