The Republic of Cuarto is run by one Philip Sangre the III, a man who served compulsory time in the military as all Cuartans do, with few exceptions. His current policies are in-step with public opinion, being:
- We are all one people, as such, we should all be treated equally.
- Violence is a last resort, and a last resort for a reason. This reason is that violence ends things quickly and messily.
- Education is our boon to future generations, who will in turn, give us boon through intelligence and societal and economic strength.
- We must not hesitate to strike back when someone strikes at us with the will to destroy us -- this has happened before and we have suffered.
- The government is both servant and guide of the public, as advisors for the old kings and queens were. As such the first priority of the government is the need of the people, the second the good of the people, the third the request of the people.
- Everyone deserves a leg-up, to this extent rehabilitation of criminals is important.
- As a servant of the people the government must not act on the belief of one man, women or person; it must act upon the will of the many.
History
Cuarto started out as natives who initially rejected the advances of many other peoples who tried to take over their land and influence their culture. After a period of societal inactivity and isolation they mysteriously came to Monkey Island. Many Cuartans have a saying, "If it weren't for the outsides we would have never come outside." Because of this the Cuartans have been very receptive to outside ideas, fairly considering them against tradition.
Culture
The people of Cuarto are oddly generic in appearance, it is said that this came from their time abroad from wherever they came from, no one's quite sure. While Cuartans are not black, are not white, are not yellow or red or tan, they seem to incorporate all these aspects in their skin color, coming out oddly mottled. Their common outlook on life is something akin to, "Welcome my brother, don't look at me so strangely; we are all brothers." However, this does not seem to clash with the total lack of mercy they excercise in their military action.
Foreign opinions on Cuarto
Monkey Islanders: Cuarto is a relative newcomer to Monkey Island, although it as a nation has brought up many new ways to the people. Once you get past their sometimes aggressive, seemingly ignorant and definitely bombastic stance you find a people both intelligent and welcoming. Though they do seem tos how it in strange ways, and have a Platonic ideal about teaching.
Friendly Non-Monkey Islanders: They talk a lot. A whole lot. But they have things to say, different things.
Neutral Non-Monkey Islanders: Who? Oh, yeah, I've heard some things. Obstinant, instigators, friendly and hostile at the same time, quite strange. But the Islanders seem to listen to them when they speak and take some of it to heart, apparently finding something in what they say.
Enemy Non-Monkey Islanders: Punks.
