The title of Despot of New Constantinople was created by Emperor Demetrius II of Pantocratoria for his eldest son and heir, Prince Demetrius. The Despot rules directly over the "state within a state" that is the Despotate of New Constantinople - he is essentially the monarch of the city of New Constantinople.
