Hanabius XIII was ruled by a tyrannical self-styled "emperor" named Hanabius. Unfortunately, Hanabius was so paranoid that he trained no successors. In fact, his system of government became extraordinarily bureaucratic, with each civil servant trained in a very limited, specified area of administration. Hanabius himself was the only decision maker, the only true member of the Government, while millions of minions were involved in completing Hanabius-approved forms and enforcing Hanabius's proclamations and dictates.

The nation of Hanabius XIII was surprisingly prosperous and very stable during the life of Hanabius. Despite the cruel and oppressive leadership, the nation enjoyed a great deal of international good will and cooperation, in stark contrast to the neighboring nation of Gridley.

All this ended chaotically when Hanabius XIII was allegedly murdered by his lover, a young man of which little else is known. The motive has never been established, but autopsy revealed that Hanabius XIII died from a combination of alcohol poisoning and acute allergic reaction to both shellfish and peanuts. His stomach contents were entirely satay shrimp and overproof rum, though only briefly.
