Hispania Ulterior

The Russian Communist State of Hispania Ulterior is a massive, safe nation, notable for its punitive income tax rates. Its hard-nosed population have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of the Environment, Healthcare, and Education. A substantial private sector is dominated by the Book Publishing industry.

Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Hispania Ulterior's national animal is the horse, which frolics freely in the nation's many lush forests, and its currency is the neocoin.

The Government of Hispania Ulterior

Executive Branch:

The Chancellor: The Chancellor is head of state for the colony however it's powers are limited to the disgression of the Premier of Russia. The Chancellorship is an elected position. Along with the Viceroy, the Chancellor makes sure that all Russian laws are upheld. The Chancellor with the aproval of the Colonial Senate drafts laws which are specific to the colony and it's needs. The Chancellor's term is two years and can be re-elected for as many consecutive years as they may wish to.

The Viceroy: The Grand Governor is the representative of the colony within the Imperial Senate of NeoRome. Their duty is to inform the Imperial Senate of the Colony's needs and progress, always submitting a full report to the NeoCaesar. They are also required to ensure that all NeoRoman laws are being upheld within the colony and to ensure that the colony's needs are being taken care of. The Grand Governor is the NeoCaesar's and the Imperial Senate's voice to their colony and it's elected Grand Minister.

Legislative Branch:

The Colonial Senate:The Colonial Senate is designed much like the Imperial Senate of NeoRome. It is main body is made up of the Grand Minister and four colnial Senators. It's secondary body is made up of Colonial Mayors from all the towns within the colony. It is the duty of the Colonial Senate to draft laws which are specific to the colony's needs and deals with issues that standard NeoRoman laws don't apply to. When it comes to NeoRoman law, the Grand Governor is required to be present to ensure that those certain laws are upheld and not over ruled by colonial law.

'The Colonial Senators: The Colonial Senators elected officials who serve for life. They are the main voting body of the Colonial Senate. The four Colonial Senator positions are:

Colonial Senator of the people:whose job is to represent the populace in the Colonial Senate

Colonial Senator of the court:whose job is to make sure the law is upheld in all decision made by the Colonial Senate

Colonial Sentor of the Treasury: making sure all finances are in order

Colonial Senator of Foreign Affairs:whose job is to give insight on what other nation's opinions are on topics brought up in the Colonial Senate

Colonial Mayors: The Colonial Mayors have the power to bring up to the main body, bills of which only the main body votes on. However, the secondary body is often asked to vote on certain bills so that the manin body has a general idea of what the people of the colony want and from that they'll cast their vote.

Judicial Branch:

Colonial Supreme court:The Colonial Supreme Court is made up of the Colonial Senator of the court of whom is the Prime judge and six appointed Grand judges. The candidates for the position of a Grand judge are selected by the Grand Minister and are elected by the Colonial Senate. Each Grand judge term of service is life. It is the Colonial Supreme Court's duty to uphold and interpret colonial law. When it comes to matter of NeoRoman Law, the Grand Governor must be called in to uphold and interpret it.
