Currently the leaders are Pope John Paul IV and Paul Brockmann. They are both elected, but not the same ways. The cardinals meet and basically lock themselves into a chapel for days at a time until they agree with a Pope.
The Alpha Male is elected by the people, who have one vote per citizen, and the two major political parties, who each have twenty percent of the votes that are casted by the people.
