Salisbury is the provencial and national Capital, and largest city of Willink. Salisbury is a 10 point Alpha (Global) world city, and the economic and political heart of the nation.

Salisbury is situated on the Ariera Bay on the northern coast of Willink, bordering the Cerenerian Sea. Salisbury is a prime example of Economic liberalism, and is a global center of finance and trade (And is, according to the Pacitalian magazine The Economist, one of the world's ten global financial centers.)

Salisbury is a relatively modern city, not being founded until sixteen-twenty. The city and the surrounding metropolis are a Special Administrative Region (SAR) and has a modest degree of autonomy. Much akin to the "One country, two systems" policy, the city features its own cultural delegation, customs policy, and administrative divisions.

History

Unlike most cities of Willink, Salisbury does not date from classical times; the nearest ancient site of importance is some 150km away. The city was founded in 1620 by a Hellenic Trader, and soon thereafter became a haven for traders and journeymen. the city grew to a population of 60,000, before being captured by the Russians in 1721. Following only 30 years of Russian rule, the citizens of the city overthrew the Russian rulers, declared themselves independent and began re-instituting ties with the old Hellenic leaders. Soon thereafter, the Russians destroyed the entire city, during which time the city was rebuilt by returning residents and political representatives exiled from Russian territory.

The city quickly regrew, topping 100,000 people by 1835 and in the process becoming the largest-non Russian territory in Central Haven to have gained independence. Following the creation of Willink in 1850, the city became the Capital of the newly-founded nation. Following nearly a century of steady growth, the city is a modern global capital, and a worldwide symbol of economic strength, architectural achievement, and artistic flair.

Government

With its special title of SAR, the government of Salisbury is able to maintain itself as a near-autonomous municipality (Although due to the massive size of the metropolis this is more alike to a autonomous region.)

The City abides by the Вторая Конституция (Charter of Rights), while the city's council maintains a modified form of sovereignty over the SAR. The head of the administrative branch of the SAR is the Chief Deputy, an appointed role to a member or parliament hailing from the region. The administrative government maintains the right to functional constituency, and control over its own economical and legal infrastructure. The city maintains its own 75 member legislative council, elected by citizens of the SAR, tasked with interpretation and creation of local laws throughout the zone. Laws are enacted after consent from 50 members of the council, and following which the proposed ordinance is reviewed by the Chief Deputy.

The last Legislative Council elections were held 24, December 2006, resulting in the induction of nearly 18 new legislative councilmen from a verity of geographical constituencies. The election was renowned for the massive amount of public involvement and the resulting close, contested results. The next generally election is scheduled for sometime in winter 2007.

The government also maintains a branch of economic constituencies, featuring members of the areas largest economic investors and local big business leaders that provide input as to the economic viability of proposed ordinances and planned development. The 30 man council is elected once every five years by a body of investors, owners and leaders of commercial institutions, and local social activists.

Civil Service within the sector is known for its history of maintaining neutrality and equality whilst being discernibly an organization with the intent of supporting and protecting its people to the best of its ability, with the employee level of absenteeism being near-nonexistent. The majority of governmental organizations and institutions are located within the city center.

Salisbury is situated in northwestern Willink, some 250 kilometers from the northern expanses of the Fyre Sea. One of the largest conventional cities in the world, the statistical area of Salisbury covers some 65,000 square kilometers. The surrounding geography consists of rigid mountain ranges to the south, while the northern expanse was carved out by the last major ice sheet. The Yube River, one of the longest in Haven, and its dozens of tributaries are a main feature of the city.

The city has a humid continental climate, with four distinct seasons; the surrounding mountains directly influence the seasonal climate. The area, while generally mild in relation to the surrounding region, is know for its unpredictability. Snow is common near the middle of fall, and continues well into the middle of spring. Rain is common throughout the year, with the most falling in the late spring.

The Average temperature in Salisbury is 60.3 °F, with an average yearly precipitation of 18.51 in. Snowfall generally starts around November 2nd, continuing till about March 24th, with nearly 60in of snowfall over the period. The SAR receives and estimated 200 days of sunshine over the course of the year.

The Winters in Salisbury range from from mild to extremely cold. Large amounts of snow fall in the mountains to the south, the orographic lift deflecting the heaviest snowfall from the city center. Temperatures usually vary from the mid thirties down to the negative twenties in certain years.

During the mid-spring warm air masses from the south move in, melting the majority of the snow and causing temperatures to rise considerably. The first rain of the season occurs in early April, in which time temperatures rise into the 60's, and the start of many of the season long festivals.

Summer brings more moist air, with it frequent mid-day thunderstorms. Despite this, humidity levels stay rather low. The average temperature hovers around 82°F. Such weather continues till early November. The warmest month of the season is July.

With Autumn comes cool weather and a decrease in precipitation, with snow beginning to fall early into November. The reasonable temperatures create a wealth of outside activities to partake in during October. The massive build up within the city creates a microclimate that makes the temperatures within the city center 3°F warmer than the surrounding areas.

Economy

Salisbury is an internationally recognized world economic hub, featuring one of the worlds most highly developed free-market economies, and is one of the most developed cities in Haven, dwarfing regional urban centers in sheer size and development; It's gross metropolitan product of $20.5 trillion is one of the largest in the world (Roughly half as large as the entire economy of Spizania), and according to 2006 standards, exceeded the nominal GDP of the Blub Empire, 45% of the of the entire nominal GDP of Zukariaa, and 33% of the GDP of Aralonia. The City is one of the largest economic centers of the entire region, is home to some to several of the worlds largest financial and technological organizations, and is the media hub of Willink and northern continental Haven. Salisbury is the worlds 12th largest trading entity and 14th largest financial center. In 2007 new stock listings rose to a new-all time high as the city became the most popular economic center for new business' on the entire continent.

The City has a GDP per capita of $70,000, almost $20,000 higher on average than the rest of the nation and nearly twice as large as any country in Haven. [1] Such a domination of international economic influence is apparent by the number of consulates within the SAR; roughly 250 nations maintain representative offices within the municipal region.

Salisbury has one of the highest cost of living in the world, a trend which continues to increase. Note this is in relation to the actual city itself, rather than the surrounding districts, were it is substantially lower.

The Salisbury Stock Exchange, based within the city, is one of the largest in the world by terms of market capitalization, with nearly 40 trillion listed shares. The exchange has been in a sustained period of growth for nearly 26 years.

The city's business-friendly attitude has attracted tens of thousands of foreign workers from across the world; the city's economic generation of jobs is exceeding the population reaching working age, an extremely rare condition. Such creates employment for specialized fields in surrounding nations, and has created an influx of Ato-Sarans, Questerians, Izistanis, and Praetonians in technological and financial fields. The government is at the moment rewriting local law as to allow for easy movement between the said nation's to allow workers in high-value fields to move back and forth freely.

The economy is export-heavy, and a top producer of refined imported goods and advanced technological equipment. Aside from the said field, the city is a top producer of manufacturing goods, chemicals, and a haven for biomedical development. As of 2007 the refined manufacturing sector is one of the fastest growing in the world. In long-term development Salisbury is set to become Haven's foremost high-tech hub. The city's unemployment rate was 1.8% at the most recent survey and nearly 3 million new jobs have been created only halfway into the first quarter of 2007, a new high. Economic growth as of February 2007 was 1% in only a two month period.

To help diversify the current economic layout of the SAR, government began a pilot program in December 2006 to implement additional service and value-added good-based jobs and economic opportunities, of which nearly 40 billion dollars in development has already been put forth.

Another major industry important to the city is tourism; Salisbury attracts nearly 270 million visitors annually, with nearly half of these visiting the highly urbanized city itself, flocking to a wealth of tourist attractions.

Demographics

Salisbury is a global city, and the massive population is a reflection of such. Nearly 73 million people live within the SAR's twelve districts, and nearly 62 million people make the daily transit from outside the city for the workweek. This is most relevant during the spring and summer months when a bevy of seasonal jobs are available.

Education

Education in Salisbury consists of an immense number of private and public institutions spread across the city. Nearly 14 million students attend some 16,800 public primary and secondary schools, alongside some 12,600 private and college-preparatory schools. In terms of universities, Salisbury is home to among the most prestiges in the entire nation. Within greater Salisbury lay some 224 Universities and 675 Junior Colleges. The most relevant of these, the University of Salisbury, was founded in 1580 and is one of the oldest continuously operating degree-granting universities on the continent.
