Marquish

The Nation of Marquish is currently known as THE PEOPLE'S REPUBLIC OF MARQUISH[1], however it has also been known as The Boarderlands of Marquish and The Rouge Nation of Marquish

Population

Language

The Official language is English; however, Spanish, French, and Russian are all very prevalent, and the majority of citizens can speak at least two languages.

Religion

The Government does not currently recognize the existence of a religious organizations, however, widespread outcry has forced Parliament to debate several pieces of legislation regarding this practice.

Civil Rights

The people of Marquish have total freedom to do what they please with their lives, and prejudice is almost non-existent (aside from contempt for those with religious beliefs). Approximately 22% of Marquish’s population identify themselves as homosexual, and Supreme Chancellor Kay announced prior to his appointment to office that he is a homosexual and has had a male partner for several years.

Marquish has a uniqly complex government, which many people attribute to the number of Revolutions and Civil Wars the nation has seen in the past few decade.

The Government consists of a Parliament, which then appoints a Supreme Chancellor, who can be recalled at any time by a vote of Parliament. During Elections (held every two years) the population votes for mayors, city council members, etc directly. For Parliament, voters cast their ballots for a particular party, which then sends its representatives based on the percentage of votes received.

Parliament

The number of members in Parliament is determined by population of the four administrative districts, and the capital city. Currently there are 240 Members of Parliament (15 from the Capital City of New Haven; 65 From the Leninstal Administrative District, 65 From the Sabago Administrative District, 70 from the Southern Administrtive District, 25 From the Central Administrative District). Members of Parliament have 6 year posts, with 1/3 of the representatives up for election every two years. Members of Parliament can propose legislation and foreign policy, which must be passed by a 68% vote, and endorsed by the Supreme Chancellor. Legislation or policy passed with a 85% ‘yea’ vote cannot be vetoed by the Chancellor, and is considered rule of law with or without the Chancellor’s endorsement.

Office of the Prime Minister

The Prime Minister is the head of Parliament, but not the head of state. He or She is appointed by a vote of the majority party, and has responsibilities similar to that of a “speaker of the house” in other governments.

Office of the Supreme Chancellor

CURRENT CHANCELLOR:Logan Kay

The Supreme Chancellor is appointed by a vote on nominations made in the Opening Session of Parliament for the new decade. Usually the party who holds the most seats in Parliament gets their nominee appointed. Unlike the President in a Constitutional Democracy like the United States, the Supreme Chancellor can both submit, and debate legislation in Parliament. If Legislation is passed by less than an 85% vote, than it can be vetoed by the Chancellor. If approved by 90% of Parliament, The Chancellor may be granted emergency power, allowing him or her to enact legislation and foreign policy without a vote, however such legislation is immediately voted upon when emergency power is relinquished.

The Chancellor is also Commander-In-Chief of the Armed forces, and usually holds the title of Master General.

In the case of the current Supreme Chancellor, he is also chairman of his party (The Marxist Revolutionary Party) which has caused criticism because it makes it difficult for party members to move that he be recalled form his position.


Political Parties

Marxist Revolutionary Party (MRP): Currently holds 86% of seats in Parliament The MRP was formed during the Revolution of 2001 in what is now the Capital City of New Haven. It was formed with the belif that the current Revolutionary Socialist Party (now the Old Socialist Party) had become a tool of the bourgeoisie. Its leadership consisted of all the leaders of the major Labor Organizations, and Many enlisted Soldiers. Membership in the MRP consisted of thousands of farmers, soldiers, and ‘blue collar’ workers. Through armed insurrection the MRP forced the Presidium of the Old Senate to flee into the mountainous regions.

Old Socialist Party (OSP): Currently holds 4% of seats in Parliament The Old Socialist Party came to power first in the early 1970’s after the assassination of then President Smiths. It is believed that the OSP actually carried out the assassination, however no proof of this exists. After a small coup’d’etat; the small group of party leaders took control of the government. For the next 20 years the country was plunged into civil war.

Zionist Party (ZP): Currently holds 4% of seats in Parliament One of the most despised group of people in the nation, the ZP is supported only by the GOP. Several members of the ZP have been arrested on terrorism charges; however, investigators have been unable to implicate the party’s leadership.

Grand Old Party (GOP): Currently holds 2% of seats in Parliament The GOP is a remnant of the old Capitalist Democracy. They are both socially and finically conservative. They are supported by what is left of the former ruling class, and various capitalist counter revolutionary forces.

Workers Party of Marquish (WPM): Currently holds 2% of seats in Parliament Socially Liberal, this group supports capitalism.
