The Martian Defence Initiative, or MDI, was formed to replace the less effective MIDAS-II alliance, which, due to inactivity and several problems in the actual traty text, had become ineffective at serving its intended purpose of protecting Mars from threats, and improving relations between member nations in the hope of creating a stable and peaceful Mars.

Valinon and Pilon in particular were responsible for organizing the conference hosted in Mizar 3 where the treaty text for this new alliance was drawn up.

Other people who sent representatives included Kajal, Eniqcir, Tiburon, Mangala, Sunset, Pilon, Zero-One, Tarasovka, Weyr, and Wazzu. Though origanally called MIDAS-III, the treaty's name was quickly replaced with MDI. During the conference after quite alot of discussion a draft was finally approved and the MDI was formed.




Charter Text

Charter of the Mars Defence Initiative Being the First Resolution of the Third Summit for Martian Interplanetary Defense And Security (MIDAS)

Article I: Purpose

To further the goals expressed in the preamble of the charter, the Mars Defence Initiative shall exist to secure the national defence of each of its member states; combating terrorism against the citizens and governments of its member states; and to facilitate diplomacy among member states, between member states and other nations and organizations, and between itself and other nations and organizations.

Article II: Structure

Section 1: The main body of the Mars Defence Initiative shall consist of the Assembly of Allied States, with each delegation consisting of two representatives (one military and one civilian) from each member state.

Sub-Section A: Each nation shall get one vote in all matters brought before the Assembly of Allied States, and matters brought before the brought before the Assembly of Allied States shall be decided by a simple majority vote.

Sub-Section B: Any nation may bring any matter pertaining to the issues defined in Article I of this Charter to the Assembly of Allied States at any time.

Section 2: The decision agreed upon by the Assembly of Allied States shall be carried out by each individual member state.

Section 3: The Mars Defence Initiative shall have special charter provisions that do not require a vote by the Assembly of Allied States

Sub-Section A: If any member state is attacked or invaded by an outside nation, the member nation may chose to invoke the common defense provision of Article III, stating that an attack against any member state is considered an armed attack against all member states

Sub-Section B: No member state shall be permitted to attack or invade another member state’s assets. Disobedience of this provision shall result in the immediate expulsion of the offending member state from the alliance. The member states of the Mars Defence Initiative shall also act to remove all threats to its member in accordance with Article V, Section 2.

Article III: Common Defence

Section 1: The member states agree than an armed attack against one or more of them on Mars shall be considered an attack against all member states and consequently agree that, if such an armed attack occurs, the attacked member state or member states shall have the right to invoke the common defense clause.

Section 2: Should the common defence clause be invoked, each member state will assist the member state or member states attacked by taking forthwith, individually and in concert with the other member states, such action as it deems necessary, including the use of armed forces, to restore and maintain the security of the Martian area.

Section 3: Should one or more signatories to the present treaty initiate an armed attack against a third party or parties and, thus, provide the attacked member state or member states with a casus belli, the belligerent members of the Mars Defence Initiative shall be stripped of the right to invoke the common defence clause.

Article IV: Membership

Section 1: The parties present at the Mizar Conference for Martian Interplanetary Defense and Security that choose to sign the present Charter shall become the Founding Members upon the ratification of the present Charter by their national governments in accordance with their national laws.

Section 2: A member state may invite any other state with Martian holdings in a position to further the principles of this Alliance and to contribute to the security of the Martian area to accede to the Mars Defence Initiative.

Section 3: New memberships shall be subject to a qualified majority vote of the Assembly of Allied States. The interested parties shall become full members upon the acceptance by the Assembly of Allied States and the ratification of the treaty by their respective national governments.

Article V: Expulsion Clauses

Section 1: The member states or member states of the Mars Defence Initiative that do not fulfill their obligations in front of the alliance or violate the spirit and principles of the present charter shall be subject to expulsion by a vote of the Assembly of Allied States.

Section 2: The member state of the Mars Defence Initiative that engaged in an attack against another member state shall be immediately expelled from the Alliance. Furthermore, the members of the Alliance, individually or the Alliance as a whole, shall act to remove the threat to the attacked member state and take all appropriate actions to do so.

Article VI: Amendments and Statutes

Section 1: The Assembly of Allied States shall have the right to amend the present charter by unanimous vote of the member states.

Section 2: Statutes shall be made by the Assembly of Allied States in a majority vote to deal with elements of the Alliance’s activities that are not directly mentioned in the Charter. The Statutes shall be confined to the spirit and principles of the Charter and shall neither go beyond them nor violate them.
