In NSwiki, our primary activity is chronicling the world of NationStates.  Therefore, NSwiki policy is that "official" NS names take precedence.  In the case where a name is shared by a Region and a Nation, the Region gets the "official" NSwiki page, and the nation should be renamed ''pagename'' (nation).
