The Theocratic Principality of Nuekallaya is a huge, devout nation, notable for its compulsory military service. Its compassionate, pious, intelligent population of 801 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it devotes most of its attentions to Defence, with Education and Religion on the agenda as well. The average income tax rate is 100%. A large private sector is dominated by the Uranium Mining industry.

Crime -- especially youth-related -- is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Nuekallaya's national animal is the felketh, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Rigino.

History

Two thausand seven hundred years ago, Rigin was ruled by barbarians, with a few civilized city-states dotting the west. War and chaos were the norm. It was not until a wandering Zoroastrian propet entered Rigin that unification would begin. Several warring tribes found a common truth in the prophet's words, and formed the kingdom of Ashastan.

A century later, Cyrus I was born. He inherited the kingdom, and became it's greatest ruler. King Cyrus I led his people on numerous campaigns of conquest, bringing nearly all of Rigin under the control of Ashastan, either as a provinve or vassal. For one thaysand years Cyrus's empire stood strong.

Zoroastrianism spread throughout Rigin, the conquored city-states have civilized their masters, and peace was at hand. However, the empire had grown weak, had rotten from the inside because of corruption. Barbarians on the border saw their chance, and those chafing under imperial rule begin to envision a world with no empire.

Wars ravaged Rigin once again, and the Ashastani Empire fell. However, one province remained: Nu'kala'yah. The province had been conquored by Ashastan long ago, but the Zoroastrians saw it as a sacred place, and many migrated there from other parts of the Empire. Ashastani culture and Zoroastrian belief lingered in Nu'kala'yah long after they had been wiped away in toher parts of the world.

the Kingdom of Nu'kala'yah held throughout a dark age, and only grew in power in the 14th through 17th cunturies. Nu'kala'yah even reclaimed the nation of Alfaara, occupying it for several hundred years before having to withdraw. By the late 18th century, Nu'kala'yah had waned in power. Foreign traders and officials began taking more power in Nu'kala'yah, exploiting the weakening land.

In the begening of the twentieth century, more and more people began backing opposing factions: those who wanted a return to traditional ways, and those who wanted to modernize the nation. All factions agreed on one thing though: the foreigners must go. For this reason, Kamaran Siyamak rose in power. He was a modernist, but he faught hard to expell the foreigners. In 1922, he even gained enough power to take control of the government in a coup. He had the king executed for betraying the people to foreigners, and became dictator of the nation.

His government lasted for fifty years, but in 1971, it came crumbling down. The government faced opposition from too many of it's own people. Some opposed him because of his civil rights violations, others for his lack of respect for Zoroastrian doctrine, and still others for his pro-buisness polocies at the expense of the workers. When Siyamak died, his regime did not survive him nore than a few months, and the interm government was torn apart by factionalism.

Nuekallaya spent 29 years fighting a bloody civil war before a popular militia, The Fist of Zarathustra, took power. It was the years of bitter fighting and the hard faught victory that forged an iron spirit and a will to fight into the people of Nuekallaya.

After five years of peace and isolation, Nuekallaya faced an insurgence of Qatari rebels. The insurgence was crushed after several months of gurilla warfare, but the Empire of Xirnium got involved in the conflct after a Nuekallayan gunboat accidently opened fire on one of their ships. The Xirnium navy wiped out the Nuekallayan navy and air force, but were unwilling to invade and a peace was established.

After this incident, Nuekallaya opened it's door to foreign polotics. Soon after, as a result of foreign pressure and domestic pleas, Nuekallaya set up a system where the citizens were allowed to vote for the members of parliament.

Despite the recent victories and reforms, Qatari rebels continued to plauge the nation. Eventualy they rose up and attempted to overthrow the nation again, and the Soverigh had to act. A hard campaign was faught by Nuekallayan forces to wipe out the threat once and for all. This brutal strategy startled many nations, but after Qatari rebels kidnapped an Ekram Kiros dignitary, international support was sent to Nuekallaya. After Nuekallayan victory, a number of officers and enlisted men were tried of war crimes committed during the campaign.

Later, in a monumental decision, free enterprise was allowed into Nuekallaya once again. After the civil war, the nation had taken a totaly commnist form of government, but social inequality existed nonetheless, as it alwase does, and the economy was barely even working. To pick the country back up, Soverign Zathuri allowed some capitolism to return. Since then, the standers of living and national coffers have seen a dramatic improvement. With a combination of free enterprise and socialism, Nuekallaya has seen a great deal of success.

With a stable government at home Nuekallaya fianaly had the freedom to look abroad, and the Soverign did not like what he saw. Ethnic Nuekallayans were being oppresses in the neighboring country of Alfaara, a former province of Nu'kala'yah, and the Nuekallayan government demanded a stop. When the Alfaaran government continued, Nuekallayan troops took the country in les than 24 hours with minimal bloodshed, and Nuekallaya began building a better nation.

There was international outcry at the Nuekallayan occupation of Alfaara, many felt that the Soverign had resorted to force too early. To this day, Soverign Zathuri feels that he did the right thing, Nuekallayans were suffering; and he could not allow it. After a number of concessions were made to the international community, Nuekallaya was allowed to continue efforts to re-build Alfaara. At several points, war nearly broke out with the Holy Republic of Gilead Zion, which bitterly opposed Nuekallayan gains in the area, but diplomacy endured, and peace was maintained.

However, not every one enjoyed this peace, there were some who felt the Soverign had deviated too much from the country he had built five years previous. A few high-ranking military officers and public officials formed a cnspiracy against tthe Soverign. During a visit to the newly formed People's Republic of Gilead Zion, Soverign Cyrus Zathuri's car was struck by a rocket propelled grenade, nearly killing him. The attack was attributed to terrorists supporting the "True Church of Jah Allaelohim" from Gilead Zion, and in response, parlament declared war on the Holy Republic of Gilead Zion, which is loyal to the "True Church".

The war quickly spread, and Nuekallaya found it's self fighting both Gilead Zion's Salvation Army and soldiers from the Dominion of Feldmarschall Charls. The combat was intense, bloody, and indecisive. Nuekallayan ships also faught with Peuto Royalean pirates, suffering defeat with more frequency than victory. Eventualy the Nuekallayan navy worked with the navy of Norris Land to hold the pirates at bay. With war all around, the protectorate of Alfaara requested Nuekallayan annexation for protection, and it was granted without opposition. However, some observers claim that annexation was Nuekallaya's plan all along.

When the Soverign awoke from weeks of unconciousness, the conspiracy against him was revealed. It bacame known that the assassination attempt was actualy the work of high-ranking Nuekallayans who wished to destroy Gilead Zion and see a return to more extreme politics. Once the conspiracy was crushed, Soverign Zathuri set about organizing peace. Treaties were signed with the Dominion of Feldmarschall Charls and the Holy Republic of Gilead Zion, and Nuekallaya sponsered the Perspolis Convention, a gathering of all nations within the Honor Guard to hamer out a set of rules for internal warfare.

Nuekallayan Religion

The official state religion is Zoroastrianism. The people are almost totaly Zoroastrian, with a few athiests, members of other religions, and moderate Zoroastrians forming the Secularist movement, which is barly tolerated by the government. This tolerance is due mostly to the membership of Dr. Ian Kandiru, a good friend of the Soverign.

Zoroastrianisn preaches goodness and truthfulness instead of worship. The beliefs of Zoroastriansm include a single god Ahura Mazda who is supreme. Communication between Himself and humans is by a number of Attributes, called Amesha Spentas or Bounteous Immortals. Within the Gathas, the original Zoroastrian sacred text, these Immortals are sometimes described as concepts, and are sometimes personified.

One school of thought promotes a cosmic dualism between an all powerful God Ahura Mazda who is the only deity worthy of being worshipped, and an evil spirit of violence and death, Angra Mainyu, who opposes Ahura Mazda. The resulting cosmic conflict involves the entire universe, including humanity who is required to choose which to follow. Evil, and the Spirit of Evil, will be completely destroyed at the end of time.

Dualism will come to an end and Goodness will be all in all. Another school of thought perceives the battle between Good and Evil as an ethical dualism, set within the human consciousness. Asha is a form of righteous, all encompassing, natural law.

Soverign of the People

The position of Soverign is the supreme office in Nuekallaya, givin a great deal of power. Cyrus Zathuri was made Soverign after leading his faction to victory in the Great Civil War. Now he rules over his people totaly, but more or less benevolently.

As he is the first Soverign, it is currently unsure how he will be suceeded, if the next Soverign will be voted in, appointed, or if the title will be heredetary. However, most are certain that the next Soverign will be Admaral Darius Zathuri, Curys's nephue who is very popular among the people and has much support among Parliament.

Parliament

Parliament is a body of 50 men and women who hold office for six years. Every two years Nuekallayans vote on their new parlamentarians, but the cadadits are chosen by the Soverign and his staff.

The job of parlament is to debate and vote on new laws; they are the only branch of government with this power, but the Soverign may veto any agreed apon laws.

Parliament was dominated mostly by clergymen initially, and a recent law has made membership of the Zoroastrian church a prerequisite. Several parliamentarians, including former Prime Minister Ian Kandiru, were forced to resign.

The current prime minister is Bijan Beyon, a clergyman and vetran of the civil war. His wisdom and moderate policies have made him a popular figure in Nuekallayan polotics.

Political Parties

Traditionalists seek to return Nuekalaya to traditional values seen bofore the Siyamak regime. It is known for it's conservarism and wish for a traditional economy.

Progressives look towards the future, and Nuekallaya's position in the world. Civil righhts are important to the progresives. A more centerist aproach to government and economy are persued by the Progresive Party.

The Communist party seeks to bring Nuekallaya to a stricter communist government. It cares less for civil rights, but more for social equality. The communist party has suffered recent setbacks despite early success in the Nuekallayan parlament.

Economy

Nuekallaya's economy is mostly socialist in nature, however, limited free enterprise is allowed. All buisnesses in Nuekallaya are required to follow the Standard Buisness Ethics Laws to ensure fairness in the Nuekallayan market, even foreign buisnesses trading in Nuekallaya.

The automobile industry is soaking up government handouts, Nuekallayas atempt to ensure successful private enterprise in the face of heavy restrictions. Environmentaly-friendly automobiles are one of Nuekallaya's main exports.

Oil is pumped from offshore platforms in the sea between Alfaara and Nuekallaya Proper, and then taken to newly built refineries. These were built mostly thanks to Herspegovan investments. Uranium and iron ore are also being mined in Nuekallaya, mostly for export due to a lack of refineries. Seafood also serves as a major export.

Nuekallaya is lacking in many modern technologies and factories, and depensds on imports of steel, information technology, irrigation technologies, and robotics.

Nuekallayan National Holidays

Day of Peace- December 25, a holiday with roots in ancient pagan rituals, the Day of Peace is very close to many other holidays in other nations that are celebrated at the same time. Remembrance Day- December 14, this is a holiday to honor those who made sacrifices during the Civil War to bring peace to Nuekallya, it is celebrated on the birthday of Dr. Ian Kandiru, a noted war hero. Unity Day- July 22, this day celebrates the date when the last opposition surrendered to Zarathustra's Fist, and on the same day the victorious militia signed a treaty with the Adishan Brothers (a communist militia led by Dr. Kandiru) and two smaller factions to unite Nuekallaya for the first time in decades. Soverign's Day- September 16, the SOverign's birthday is celebrated as a national holiday in recognition of his toil in the name of Nuekallaya.

Military

All citizens of Nuekallaya are required to serve in the armed forces. Despite conscript status, these soldiers show genuine dedication, disciplin, and tenacity. The largest problem facing the Nuekallayan ground forces is a lack of modern military technology. However, most air and naval technology is imported to ensure te highest quality.

The infintry is armed with mostly Kalashnikova rifles. Their most important weapon, however, is the MG3 machinegun. RPG-7 rocket launchers serve as the infantry's most effective anti-tank weapons. The PPSh is issued for lose-quarters fighting. The soldiers travel in MT-LB armored transports, and scouts travel by motorcycle. Nuekallaya's infantry it known for their distinctive field gray uniforms and black helmets.

The airborn cavalry mostly uses Blackhawk helicopters as a means of transportation, and is given support by attack helicopters. The 3rd airborn is Nuekallaya's premier unit, givin the most dificult assignments. The airborn forces generaly use the AKMS instead of larger Kalashnikovas, and use FG42 MkII light machine guns because they are unable to carry heavier MG3 machine guns. The airborn soldeirs have pixilated camoflauge uniforms and black healmets.

The armor division uses T-90. This main battle tank has classic arrangement, with rear placed engine and transmission. Tanks crew consists from commander, gunner and driver-mechanic. -90 armor is made from filled multi-layer combined armor, with built-in dynamic defense "Kontakt-5", which consists from eight sections in upper hull's frontal armor and three anti-cumulation screens from each side. Low silhouette turret has built-in seven blocks and one container. 20 more containers are placed on the turret roof. Last mentioned provide protection from helicopters, attack aircrafts and perspective anti-tank missiles, defeating tank threw it's turret's roof.

The Nuekallayan navy has been growing in recent years due to conflict with Puerto Royalean pirates. It consists mostly of La Fayette-class frigates as well as numerous gunboats. The heaviest ships in the Nuekallayan navy, other than carriers, are Type 45 destroyers. Nuekallaya has two aircraft carriers: the NSS Zoe Zathuri, and the NSS Zarathustra.

Nuekallaya lacks an air force, but it's carrier-based fighters fill the role most of the time. For this reason the F-16 Fighting Falcon and F-22 Raptor are used against enemy ground forces frequently. Nuekallayan fighters serve a primarily offensive role, with anti-aircraft systems picking up the defensive slack.
