The United Democratic Republic of Peace-and-Democracy is currently waiting for a citizenship application to go through (deadline for objections is the 7th September).

Constitution

The Constitution of UDR Peace and Democracy: Declared on Monday the twenty second day of the year 2005 AD. Definitions: Citizen: A person who was either born within the state, or has pledged to become a member of the state. Citizenship ONLY begins AFTER birth.

President: The person who is democratically elected to serve as Protector to the Citizens. He/She is then allowed to remain as President until either a) They resign or b) They reach the Universal Retirement age of 65.

1. Duties of the Citizens

1. You are an ambassador to our nation, you have a duty to wave the flag high, you may not speak against the nation.

2. You have the duty to act for good and not for evil. The laws are there for your own protection and guidance.

3. You have the duty to pay a small amount of money back to the Country - defined below under: TAX

2. Duties of the President

1. You are the chief ambassador of the Nation, you are to lead your people to the very bast of your ability.

2. You are the protector of the people, you may only act in their interest

3. You are bound by the same terms and laws as all other citizens. You may have exceptional rights, but they will be governed by law.

3. Rights of the Citizens

1. The fundemental right to Life - there is no-one who can deny that of you.

2. The right of Free Speach and Free thought as long as it does not impede with 2.1. directly.

3. The right to own property.

4. The right to do whatever you want as long as it is a) within the laws defined by the Government and b) within common sense.

4. Tax

1. Taxation or Tax is hereby delegated to the Bank of P&D which is to be seperate from the Government (see 5. Government below).

2. Every citizen has the duty to pay Tax (as outlined in 1.2. above).

3. Taxation may only be to a MAXIMUM of 42.25% and a MINIMUM of 10.25%.

4. The rate of tax is to be defined on a Annual basis (every 12 months) by the Bank of P&D.

5. Tax is to be payed on all of your income.

6. Tax is to be payed on the Date of your choice every year and you have the duty to inform the Bank of P&D of this date.

7. You have the choice of where your money goes, but it must meet the following criteria:

a) You may not give more than 20% to any one department.

b) You must give at least 15% to your local council.

c) Some percentage must be payed to the PMS (Peaceful Medical Service) and also to the Department of Defence, you can choose these amounts as long as you comply with a) above.

5. Government

1. The Goverment, including Prime Minister and Heads of Departments is to be democratically elected every 5 years. The first election is to be September 2005.

2. The Goverment's Departments will be defined further in the Bill entitled: Departmental Organisation. This is to aid future changes to Department Structure.
