The Holy Empire of Phag the Destructor is ruled by Phag, its Supreme Dictator. He holds all the power and those found to be breaking his laws are subject to death or imprisonment until they can plead their case before Phag. Most choose the former, as people have been known to spend years in prison before going before Phag and in most cases he rules in favour of horrific public torture. Phag rules unopposed, except for small underground factions looking to flee (such as The Emancipation from Villainous Despots Front). Upon the discovery of being a member of any such group, a person is denied the choice of death or pleading with Phag and is immediately sentenced to a public burning, as an example to others.
The Holy Empire of Phag the Destructor is known for mandatory military service, requiring all citizens join the military at the age of sixteen, for two years. If war breaks out 56% of all citizens between the ages of 16 and 55 are required to go off and fight. The remaining citizens live in fear that they may be called off to fight, as the mortality rate for military personnel is rather high (mostly due to suicide).
All citizens who are employed are employed by the government. Private jobs have been rendered illegal, and the government rations out the basic necessities for life. Luxuries are granted to those with whom the government finds favour.
Phag's rule is complete, leaving people afraid yet hard-working.
Ages ago, Phag the Conqueror rose to power in a forgotten ancient culture, where he used his power to dominate the surrounding areas. Phag the Conqueror ruled with an iron fist, and settled the land that would become The Holy Empire of Phag the Destructor. Phag the Conqueror was not an unintelligent man, however, and he knew he could not rule forever as he would one day meet his end. So he impregnated a slave woman, who bore him a son he named Phag, and raised him to be his heir. And so, rulership of this land was to passed down by lineage, each ruler having a single son to be named Phag, who would run the country upon their father's demise. Each Phag gains himself a title, and the name of the empire is altered to reflect this title. Phag the Destructor is the 19th such ruler. Before him were:
