The Borderlands of Shatin stretches across the Southeastern peninsula of HK New Territories, including the cities of East Kowloon, Shatin, Sai-o, Saikung, and Hoiha. The remaining portion of HK is occupied by Hong Kong FCR.


East Kowloon is a sprawling import export center that provides a link between many East Asian trade routes with the rest of the world. The city of Shatin is home to the Shatin Series, an enormous racing complex featuring horse events and autocross, drawing in millions of spectators worldwide each year. The surfing, entertainment, and film industries are also extremely strong in the Borderlands. The latest controversial film from director Charles Wong, "Terror in Soviet Sheets," recently became an international phenomenon, topping the box office in over 40 countries.


Most of Shatin's revenue comes from Autmobile Manufacutring. Its national brand, Shatin Motor Works (SMW), specializes mainly in muscle cars. The 2005-06 model of the SMW Harmony 4.5GT won a five-star side impact crash test rating by The Icy Angel Motor Vehicles Commision. Nevertheless, SMW sales have been slumping in recent years due to the increase in competition with flashier products from Angelic automakers, and cheaper models exported from Hong Kong FCR. The recent abolition of labor unions may give Shatin an edge over The Icy Angel in the future.


Shatin has incorporated a democratic system of government whereby two major parties vie for power, the Conservative Democrats and the Liberal Republicans. Minor parties include the Libertarian Greens and the Anarcho-Fundamentalists. The current president, Liu Pang-Yip, is a member of the Liberal Republican party.


On the flipside, Shatin is also home to many notorious East Asian mafiosos that are strongly connected with the film industry, particulary martial arts and action production studios. The many rival gangs are collectively known as the Shatin Triads. The Shatin Triads have strong ties to other triads in The Icy Angel and Shihuangdi and yakuza organizations in Omiya Jima and Harajuku - Shibuya. Unlike in The Icy Angel, however, Shatin Triads remain purely criminal organizations with no connection to the government.
