The Imperial Republic of Solenial, Solen: Republiqué d'Imperiale ju Solenial Spanish Un Imperial Rebública ante Solenial Chinese ヘルプ:特殊文字人民共和國的 Arabic اللغة العربيةهف بريتيسح لهند ينيوم, is an Imperial Democratical Republic comprising of the Palithii and British Settlers (English, Spanish and Polynesian in Ethnicity), located in the Tropical, Equatorial area of Polynesia within the region of Pacific Islands. The Nation consists of One large mainland and Four smaller islands, these Islands have 10 County-States each with there own council. Solenial is currently part of the Pacific Islands Alliance Plan and the Imperial Alliance.

Climate Highly Tropical in the South, with temperatures rarely falling below 22 degrees celsius, but rarely exceeding 44 degrees celsius. The North, however, is rather more Mountainus with an Average Height of 400 feet above sea level, the Temperature hear can range from 6-31 degrees celsius. Tropical Rainforests Surround Major Cities like Jevyol on the South Coast.

Natural Resources titanium ore, petroleum, natural gas, coal, uranium, timber, coffee, fish, diamonds, Silver, gold, platinium, sapphire, emerald, ruby, pearls, jade, tin, aliminium, titanium, wool, silk, ginger, cinnamon and wine.

History

The Conscule 200 BC - 500 AD: During this 700 year period the land which is now The Imperial Republic of Solenial, was reasonably uninhabited, there was a large Falcon Population as the most northernly nation of Pacific Islands it has a Climate that of similar to North America, despite in the South, being quite Tropical and Mountainous. During this time, several small tribes lived together, mainly in peace, although they had a barbaric tradition of making the weakest 13 year old tribe member fight either a bear or the strongest Palithii of the Tribe (A Palithii was a very highly trained warrior, similar of that to a Samauri). This was purely for the fact that this tribe also thought of the number 13 to evil and well, you could call them Triskadecaphobics, as in 1955 a Solen Archaeoligist, excavating a site in the rainforest came across a stone slate. Later they had worked out that the 'Conscule' (Council of Tribes) had banned people of saying the number 13, in fact the Archeologist suspect they would have to say "The Number".

The Palithii 500 AD - 1500 AD: During this 1000 year period, the tribesman had started a strict political system that like a Western Civilization would, this was later destroyed when 100 Palithii stormed in the court with a Bow and a Falcon shooting down members of the Concile. They were sent by an ancestor of 'Shauwi Waja', the first Palithii, to rid the world of Strict Rulers after a short bloody era of 3 years the Palithii's took rule and set up tribes (That similar of western civilizations setting up Council's) and a Palithii was similar of that to a Knight, "To Fight, you will earn a right, to own land!" was written down by an Italian traveller in 1589.

The Settlers 1500 AD - 1750 AD: During this 250 year period, A Merchant ship of Italians and a small amount of English got washed up onto the 'The Palithii State of Sol', and were greated by multiple Peasants and a Palithii believed to be named 'Wangshe Palith' (All Palithii's had to change their surname to Palith). The Italian leader at first not fooled that they probably didn't understand a word of Italian simply took his hand out to gesture a handshake, the Peasant's where then said to have bitten the merchants hand off. The English Sailor then joined he Palithii for a meal that night when an attempted murder was passed upon him, but he shot the Palithii, the Wangshe's (The Tribe of Wangshe Palith) were startled by the Gun and it was recorded that one man fell off the side of the Treehut (A Wangshe home was a hut in a tree). From then the English took over the Denaz tribe and the Wangshe's were destroyed by the Spanish. In the End the Coshast Tribe (The Largest) made peace with the English and they both learnt each others languages. Later when more English came, the Coshast/English destroyed the Hostile Wangshe and a famous Portrait was drawn of, the Duke of East Pacifica and the Coshast Palith in 1760.

The Rennaisance 1750 AD - 1850 AD: During this 100 year period, Coshastati became the Capital, while they set up a Government called the Solen Government. To this day, there is still 21 Palithii's and 75 MP's, and the second biggest City in Solenial, Palith, holds a statue of a Hooded Warrior with a Bow and Falcon (like in the legend where the Palithii's took the Concile) and a man with only 4 Fingers on his left hand.

The 20th Century 1850 AD - Present: Solenial joined the EU, Pacific Islands and had won several wars to stake their status they have today. After all the Traditions the English had kept with the Coshast Palith, the Palith were fine with allowing the Leader of the Nation to be called the Imperial Minister, which is in the English Heritage, during the Spanish-American war many Spaniards were sailing across the Pacific and many Spaniards immagrated to Solenial, making the % of ethnic in the population:

  • 45% English
  • 25% Palith
  • 20% Spanish
  • 7% Italian
  • 3% Other

Government

The Solen Government is three tiered with the Parliament, the Imperial Minister & the Miniters and The Palith. These all meet up when an issue occurs and two meetings occur, one in the House of Governmental Issues, with the MP's, the Imperial Minister and the Minister who it concerns (for example, if there's a superbug, the Health Minister would be called up). They make a decision, the meeting traditionally begins at 11:00 AM. Then the Imperial Minister and the Minister to who it concerns schedule to meet in the House of Palith, with Palithii's (MP's are Delegate's from county-state's, Palthii's are like lords, they own a lot of land in a county-state) Once both decisions are made the votes are tallied up (There are 21 Palithii's and 50 MP's) and the Decision is made, the Imperial Minister has 3 votes and the Minister to who it concerns has 1 vote, leaving an odd number of votes, 75 votes in total.

Parliament & Palithii

There are 50 Seats in the HGI (House of Governmental Issues) each MP represents a County-State, which has voted a desired Party. Democrats have 27 Seats, Liberals have 12 seats, The Environmental Socialists have 9 seats and 2 Seats belong to Other Parties.

Whichever party has the majority of seats in the House of Governmental Issues and the House of Palithii recieves the power to form a new government. The victorious party nominates a candidate to serve as Imperial Minister. The current Imperial Minister is Sir Ryan Laing (All Imperial Minister's past & present, recieve the title of Sir), a member of the Solen Democrats.

There are 21 Seats in the HPR (House of Palithii Representitives) each Palithii is the largest land-owner (This must be inhereted from a Palith) in a county-state, and have the title 'Sir', because of the Similarities these people have with Knights. Democrats have 9 seats, Liberals have 8 seats and the Environmental Socialists have 3 seats.

Courts

The court system of Solenial is highly stratified. At the top lies the Supreme Court of the SCS, the court of last resort for both civil and criminal cases. The Supreme Court also evaluates the constitutionality of legislation passed by the Parliament - legislation must be found constitutional before it may come into effect. Beneath the Supreme Court lies the People's Court of Appeal. This court is divided into two sections: the Criminal Division and the Civil Division. Beneath the Court of Appeal lies the High Court, the court of first instance for civil cases and an appellate court for criminal cases. Subordinate to the High Court is the Crown Court, the main criminal court, also known as the Primary Criminal Court. Below the Crown Court is the Magistrate's Court, which not only handles small, trivial cases, but also makes sure that criminal cases headed towards the Crown Court possess sufficient evidence to make a case. Finally, there is the County Court, a wholly civil court that handles minor disputes within a community (Solenial's Court System is that the same of British Londinium's)

Selections

Ballots

Ballots are set up in big buildings (Town Halls or Churches) in a Town or City on the Day of a General Election, where anyone over 16, can vote for their chosen Head of Party (Main Parties include Democrats, Liberals and Environmental Socialists). Ballots have their Party's Colour, Name, Motto and three taret that this party want to achieve. It is law that all writing on the box is Braille, Solen, Spanish and English and the representitive from each party is normally called to the venue to persuade people at the time but they are not aloud in the 'Ballot Room'.

Qualifications

The office of Imperial Minister is open to all Solen's who are entitled to vote in Parliament elections and have reached the age of 23, but no one may serve more than 10 four year terms (Despite the Unlikleness of this event, the longest carrer of an imperial minister was 8 four year terms). The Imperial Minister receives an annual payment of approximately STL 213,000 that continues when he or she leaves office.

Duties

  • Appointment of the National Cabinet: As Imperial Minister, the Head of the leading party, must appoint members of that party to fill in positions of the Ministries. These are his/her Ministers and when he/she leaves office the Ministers leave as well
  • Other appointments: The Imperial Minister appoints federal judges, federal civil servants and military officers. All such appointments require the counter-signature of both the prime minister and the relevant cabinet minister.
  • Foreign relations: The Imperial Minister takes part in foreign visits and receives foreign dignitaries. He or she also concludes treaties with foreign nations, accredits Solen diplomats and receives the letters of accreditation of foreign diplomats.
  • Pardons and honours: The Imperial Minister grants pardons if the person concerned had been convicted under federal jurisdiction (which is rare) and confers decorations and honours.
  • State of Emergancy: In the Case of an Emegency, Civil or Foreign, it is the job of the Imperial Minister, the Military and designated Diplomats to try and resolve the issues.

The Constitution consists of 62 Articles, much like the one Below,

Article 1: Civil Positions, Popular Sovereignty, and Electoral Processes

Sub-Section A: Elections

Every four years, an election will be held to decide who the next Imperial Minister of Solenial will be.

The elections shall be held in all major Towns and Cities in the Country created by the Balloéts prior to the elections. Prior to the start of the elections, candidates are asked to announce their candidacy and post their arguement on why others should choose them to be Imperial Minister.

In order to combat the scenario of a majority of nations in the region announcing their candidacy, a limit of 15 parties are permited to announce their candidacy. In regards to the withdrawl of the candidacy of a party, the withdrawing party must write a valid testimony of resignation from the elections. In that effect, all votes made towards the withdrawing party are considered null and void.

Sub-Section B: Civil Positions

After the deadline of the election has been reached and an Imperial Minister has been selected or reselected, the Imperial Minister then has the power to elect a select handful of capable persons into the Imperial National Cabinet

In warning towards the Imperial Minister and all representatives seeking a civil position, choices for ministry positions are to be made based on work ethic, loyalty, and other such qualities, not personal relationships.

As a precaution to avoid confusion on who will be fulfilling the civil offices, the Imperial Minister is asked to notify the selected representatives, inform them of the position offered to them, and wait for acknowledgement of their acceptance or denial of the position. If the position is denided, the Imperial Minister will be asked to choose another candidate.


Sub-Section C: Assistant Civil Positions

Once the Civil Positions have been fulfilled, the new Civil Officers (Ministers of Defense, Health, Foreign Delegation, etc. along with Chancellor) then have the option to appoint an Assistant Civil Officer to help them with their issues.

Note: The appointment of Assistant Civil Officers is completely optional and thus not compulsory.

The role of the Assistant Civil Officer is that of a subordinate of the Civil Officer they have been appointed by. For example, an Assistant Defense Minister will handle all if any issues passed to them by the Defense Minister.

The Assistant Civil Officer has only half the power of a Civil Officer.

Sub-Section D: PI Delegate Position

Unlike other Civil Offices, the PI Delegate Position is subject to change at any time for a new UN Resolution Deadline may come at inoppurtune times where the next election may be a month or several weeks away. As such, a PI Delegate can be handed from one position to another.

Sub-Section E: Conclusion

In closing, these are the processes and formats to be laid out for future arguements and delegations. Note that they are subject to ammendment if the creator of the article is told to do so by the Imperial Minister at that moment.

Economy

The Economy of Solenial is Arguably one of the strongest Pacific Islands Economy, experiencing a 4% GDP growth rate during the 2006 FY alone. The Solen economy is primarily service and research based, though agriculture and industry are also key to development. The goods and services produced in Solenial are moderately diverse, oriented on innovation, natural resources, and development of new products. Solenial is exceeding, however, in development of alternative energy sources. Nuclear power plants are the lowly form of alternative energy utilised in Solenial, and there is a rather large set of Wind Turbines, Hydroelectric Dams etc. Nisto Motors, are also curently experimanting with Electric-Powered Cars.

Energy

Solenial, despite not having the strongest Economy, is currently on the rise with the sale of Environmentally Friendly Electricity. Despite the Recent 'Climate Change' project occuring in Solenial at the moment, the Imperial Minister has also signed a new contract with an Oil Company in Solenial who is digging of the East Coast. But as part of the 1999 Carbon and Non-Renewable Energy Reduction Act, the supply of Oil they can dig is strictly regulated, still boosting the Economy.

Agriculture

Solenial is a very highly Industrially Developed nation, not leaving much room in the Agriculteral Market. The Imperial Minister combatted this by setting up Agriculteral Markets in Traditional Market Towns were the Industry in that Are would be mainly Agriculture-Related. For Example, You would not be able to build a factory in a Agricultural Area, This was called the Primary Boost, as Tertiary and Secondary Industry was strictly to be positioned in Urban Areas and Agriculture in that of Rural Area's. This superiorly helped the Agriculture.

Fishing

Fishing once faced the same issues Agriculture did one time in Solenial but with The Primary Boost, Fisher's could keep their Livelihood. However, with the creation of Dams and Fish Protection Agency's there is a limit on how many Fish they could catch. The Imperial Minister then supposed that fishing occur off the Coast in the Sea with Fishing Villages nearby and with a rota on where to fish at what times of the year. At first, this was unpopular but, as fishermans could fish and Dams could Dam, everyone became happy, because of the rota their is no Overfishing that occurs and there is a superior drop on the number of Salmon on the Market's Benifiting Animal Lovers.

Major Industries

Despite Solenial being world-famous for Cars and Oil, the largest number of Exports include Clothing, Food, Alcohol and most definately Diamonds.

Culture

Culture is the thing that makes Solenial special, Years of Palith and Solen Tradition merge creating a beutiful multi-cultural society. The culture of Solenial is built around the principles of enjoyment and living life to the fullest.

Cuisine

Solen Cuisine is extremely varied due to the different cultures that make up Solenial. They have French, English, Spanish, Italian, Greek and Palith=style cooking in many traditional dishes. For Adults it is part of tradition for Friday dinner to be served with a glass of Red Wine and a slice of bread (Due to the High Percentage of Christians in Solenial, Children have a glass of wine too)

Breakfast

A Normal Day, Normally consists of a light breakfas such as:

  • A Cereal with Milk and Fruit
  • Toast with Jam or Spread
  • Croissant and Tea
  • Solbrek- Bacon, Sausage, Hash Brown and Poaced Egg with Dried Beans in a Tomato Sauce

Lunch

Lunch is Generally Unstructured eat at 1200-1400

  • Sandwiches, Crisps (Chips) and a Yoghurt

Dinner

A traditional Solen dinner consists of:

  • 1.(Starters) Chausou- Cold Soups, Cheese, Pasta, Groutons
  • Frausou- Warm Soups, Minestrone, Salad
  • Rispastat- usually consists of a hot dish like pasta, risotto, gnocchi, polenta]]
  • 2.(Main Course) the main dish, usually fish or meat. Traditionally Lamb, Pork and chicken are the most *commonly used meat, at least in the East, though Beef has become more popular since the '60's and wild game is very popular, particularly in The Veita Mts (Mainly Forest).
  • (Side Dish) may consist of a salad or cooked vegetables. A traditional menu features Bread along with the main course.
  • 3.Fromaggi se Fruitt (cheese and fruits): the first dessert, usually served together.
  • ("dessert", such as cakes and cookies)
  • 4.chaqqa ("coffee"), a brief interlude in which coffee and occassionally tea is served

Language

Language, and the respect for language, is also critical to understanding Solen culture. The two official languages of Solenial are English and Solen. Solen is a Traditional Language mixing Paleth, English and Spanish. Dialect in the West is rather different with more Italian and Palith Ethnicity meaning they speak a rather more 'slang' or Informal version of Solen.

Arts

[Imperial Art Gallery- Blueprints]

During the Renaissance Period of Solen History, large amounts of art work and artists sprang up and began masterpieces, and the amount of Artists and Musicians have carried on through to today. The Artwork creates by Solen artists, and the music, has been admirable world-wide and the Imperial Minister has recently erected several new Arts & Music Colleges along the East Coast.

Many artists including Guy Dalhi and Red Bead who have started the long roll of Art in the Country, Created great works of Art, illustrated in the Imperial Gallery.
