The Republic of The Phoenix Militia is a huge, safe nation, remarkable for its compulsory military service. Its hard-nosed, hard-working, cynical population of (3 billion +) 600 million are rabid consumers and ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

Scientists regularly clone human beings for research purposes, abortions are routinely performed in The Phoenix Militia's hospitals, naturists are jailed regularly for indecent exposure, marijuana is legal in the privacy of your own home, and torture is commonly used to extract information from suspected criminals.

However, 3 moons are in the process of or have already been terraformed and there are out posts or colonies on most of the other, harsher plantets and moons.
