The Third World Open University was established by the Matebian Declaration, a joint declaration by nations of the Third World. Article 2 of the Declaration provided for the creation of a university which would provide courses free of charge to students from the Third World, and would be staffed by personnel from a variety of developing nations.

Campuses of the University are located in Tanah Burung, Xikuang, Hell Bovines, Watfordshire, Ariddia and Pacitalia. The Ariddian campus is located in the city of Cité-Belle; President Seydou Diawara of Bashenk was once a student there. The Pacitalian campus, which opened in September 2007, is the first of the TWOU campuses to be located in a developed country.
