{{Image|http://images.filecloud.com/95763/Tyde.gif|right|Tidani|Tidani have gills, but they have technology that lets them breath oxygen from atmosphere. Most of their cities are located under the surface of Aquila's giant ocean as there is very little terrestrial surface area. They are one of two sentient species of the same biological family to develop on Aquila. Today the Tidani and their cousins the Watani share the planet and have created The Aquilan Federation to rule the world together in peace.}}The Tidani and Watani both developed on Aquila. They are closely related, both species are members of the same family. The Tidani are aquatic, but are capable of living out of water with the aid of technology. The Tidani are humanoid. They have long, streamlined, smooth bodies, covered with leathery skin. They are able to withstand extremely high pressures and they have an extremely efficient circulatory system and oxygen conserving physiology. Tidani gills at the base of their skull. They can use their fins, tail, and 'wings' to propel themselves extremely fast, while their webbed feet act as rudders. Using their fins and feet they essentially fly through the water.

The Tidani language is similar to that of other marine life consisting of combinations of shrill and deep tones that carry extremely well under water. In the air their language is less effective but adequate. Their range of vocalization is very limited, thus to communicate with other species they employ a form of telepathic thought projection. This essentially transmits a message they want to convey into the target's mind which generally manifests itself in the target's native language. They cannot read minds, the telepathic ability exists only as a form of speach which they can effect the range of the transmission much like controlling volume. They are capable of transmitting directly to one other individual much like whispering but regardless of distance the transmission will only be overheard by the intended individual target.

Monarch was the greatest leader in Hyren history. Not born of any tribe, know one knows where Monarch came from, but he arrived in Hyr's time of need and united the tribes on the eve of what could have errupted into never ending tribe wars. Monarch has two heads, one is dominant and the other is resessive. The dominant head is a master diplomat, mediator, and alliance builder. The resessive head is very quiet and calculating, it is rumored that it has the ability to see into the future. As mysterious as his past is his long life, Monarch has been the leader of the Universal Council for over one thousand years and his true age is not known.

===The Senate, Council, and Chancellor===

In the Tidan political system each district elects a representitive to the Senate. At the same time the people vote for a Chancellor. The Senate elects six councellors, experts in certain fields, to the Chancellor's Council. The Council aids the Chancellor in making decisions and presiding over the Senate. The Council includes the offices of Chancellor, Minister of Justice, Minister of Defence, Minister of Law, Minister of Foriegn Affairs, Minister of the Economy, and Minister of the Environment. To pass a law, it must be approved by the Senate and Chancellor. In times of crisis the Council may act independently but the Senate still reviews all actions and determines when these special powers are in effect. The Chancellor can remove a member of the Council if it is believed that they are not fulfilling their duties, or if they are making decisions contrary to the beliefs of the government. Elections are every five years on July 10th. At any time a vote of non-confidence in the Chancellor can take place, if sucessful an election is called for two months after the vote. This act is a long and serious process and is never taken lightly. The newly elected Chancellor serves until the next election was previously scheduled so that elections are alway July 10th every five years, even if another election was called during that period.

The Tidani Navy is responsible for Tidan's sovereignty. This national force of 6 million (14 million logistics) are under the authority of the Minister of Defence. Under its command are the Air Command, Marine Command, Maritime Command, and Fleet Command. The Navy is a priority for Tidan and receive the second most funding. They are kept equiped with state-of-the-art equipment and receive world class training. All citizens are required to serve in the Navy for at least two years, in the branch of their choosing. If demand is too uneven the recruits will be spread around. In the event that citizens are unable to serve, they are encouraged to serve in logistics. Manditory service bolsters the Navy, enstils pride and patriotism, and teaches descipline.

==The Night Wardens==

+
The Night Hyren is one of the native hyren of hyr. The Night Hyren flies about in the darkness seeing all that happens on Hyr. This is a fitting symbol for Tidan's federal police force and intelligence agency. The Night Wardens are secretive and independent, reporting directly to the Universal Council. Other departments, especially the navy, resent the Wardens because of the regularity with which agents appear within their ranks. Wardens' mandate is to keep the political and military leadership informed of everything going on internally and externally, and to keep the government accountable. Fanatical devotion to these goals is instilled in the agency, they see themselves and the knowledge they gather as the true power of the people of Tidan.
===Guardians===
+
The Guardians are carried forth from ancient times, the Guardians were elite warriors that protected their people and land. Today the Guardians persist as the federal police force and secret service. These special forces officers are put through military training, equipped with advanced body armor, helmets, shields, and carry both lethal and non-lethal weaponry. Their specialties include urban combat, riot control, narcotic enforcement, and combatting organized crime. Guardians fall under the Minister of Law and are charged with enforcing federal law, embassy protection, emergency assistance, as well as international security efforts. Currently the Guardians are engaged in a war against the growing underground organized crime and drug trade. Supporting these protectors as well as local police forces is costly, that is why Law & Order is Tidan's first financial priority.

===Shofar Intelligence Agency===
+
A shofar is an ancient horn used to call assembly, sound alarm, and call for repentance. This is a fitting symbol for Tidan's intelligence agency. Shofar is secretive and independent, reporting directly to the Chancellor and Council. Other departments, especially the navy and guardians, resent Shofar because of the regularity with which agents appear within their ranks. Shofar's mandate is to keep the political and military leadership informed of everything going on internally and externally, and to keep the government accountable. Fanatical devotion to these goals is instilled in the agency, they see themselves and the knowledge they gather as the true power of the people of Tidan.
