The United Regions is an interregional convention based on an idealistic interpretation of the 1945 United Nations Charter. It was founded by the nation of West Alsace-Lorraine, a diplomat originally from Dystopia, on October 16, 2005, when it was ratified by the few members participating at that time.

The United Regions (UR) is a pacifist organization that does not condone violence, but rather suggests the eventual replacement of confrontation with negotiation; a peace treaty between the regions of Eurasia and the Deliverers of Justice, sanctioned and ratified by the General Assembly on November 1, remains a symbol of its ability to effectively negotiate a peaceful end result. The UR hosts a total of twenty regional ambassadors who regularly convene to discuss issues of global importance.

Government

The main documents are the United Regions Charter, the Regulations, and the Specifications. The Specifications serve as a comprehensive catalogue of the various amendments and interregional laws sanctioned by the General Assembly. The organization is composed of the following elements:

a) the General Assembly, which is made up of independent members, regional ambassadors, and visiting diplomats; the General Assembly reviews all official acts of the UR and a seventy-percent majority is required before a decision may be made.

b) the Secretary-General, whose duty it is to ensure proper coordination and the active participation of all the organization's structural elements as well as its members. The Secretary-General is bound by the decisions of the General Assembly;

c) the Security Council (URSC) is composed of no more than ten ambassadors, each position confirmed by the General Assembly. The URSC has the authority to override decisions of the General Assembly and also to initiate military action without the Assembly's approval (only ambassadors may be elected to the Security Council -- independents and diplomats may not participate in its meetings);

d) the Social Amnesty Federation (URSAF), which is responsible for the organization's public representation and for organized vocalization of a United Regions sanction or condemnation. It also promotes social justice in the real world.


Culture and Politics

The UR is a global entity, and so its policies must protect and accept a wide range of ideologies. It is host to an array of political outlooks that includes socialist, capitalist, isolationist, and defender regions. All regions are welcomed into the UR, excepting those that do not adhere to the principles of nonviolence and ethnic tolerance; regions that participate in regular, unprovoked military raids cannot reasonably be considered candidate UR members.

The UR is somewhat unique, as no importance is attached to the regional delegacy of the organization's headquarters -- the delegate, regardless of his/her position, may at no time be allowed to alter the region's World Factbook Entry or expel members. These things are decided through the General Assembly and the delegacy is an insubstantial position.
