The Commonwealth of Xixan, located on a tiny island, is an economically powerful nation, remarkable for its complete absence of social welfare. Its hard-nosed, hard-working population of over 10 million are either ruled by a small, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.
