Basic Information

Hydrarchia, with humble beginnings as a loose coalition of seven “Pirate Utopias” (though some date origins as far back as the enigmatic "Sea Peoples"), and now consisting of scattered archipelagos, numerous atolls, various hidden tropical coves, flotillas of lashed together junks, squatted derelict offshore oil refineries and drilling stations, fleets of clean cold-fusion submarines and requisitioned overcrowded aircraft carriers, solar-powered ocean liners, plethora of sloops, yachts, and other sailing vessels, et cetera, have always provided a safe haven for mutinous naval and merchant mariners throughout the world and variegated regions of ‘nationstates’. In addition to providing a home for the roving revolutionary aquatic proletariat from all corners of the globe, Hydrarchia engages in the water-borne transportation of goods, the occasional expropriation and redistribution of wealth of our more capitalistic and authoritarian neighbors, the smuggling of subversive literature produced by our book publishing industries into same, our aquaculure and fishing programs as well as the disruption of those who have a less-than ecologically sane relationship for sustainable harvest of the fruits of the sea. While we may have not been able to completely stamp out exchange value within our own “borders”, with many of our young men still trading their hydroponically grown lemons for profit (admittedly a unexpected boon to our own public health efforts against scurvy), it can been seen valiant efforts at ensuring that ‘from each according to their ability to each according to their needs’ is more than empty phraseology employed propagandistically.


The Carnivalesque Thalassocracy of Hydrarchia is a huge, socially progressive nation, renowned for its strong anti-capitalist politics, complete lack of prisons or drug laws, "compulsory" vegetarianism, and scenic sandy beaches. Its compassionate, hard-working, intelligent population hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion. It is difficult to tell where the omnipresent, council communist government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and the Environment. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out. Hydrarchia's national animal is the Many Headed Hydra, which frolics freely in the nation's many lush forests, and its currency is the Dubloon.

Military

The peoples milita of Hydrachia, known as the Corsairs, are reknowned for their expertise in amphibious assault and naval manuevers. At a young age Hydrarchias citizens learn a close quarters martial arts style called SilatSavate which incorprates unarmed, stick and knife-fighting techiniques. Its fluid movemments are applicaple both above and below water. Advanced training is given in firearms, diving, combat swimming, marine engineering, and demolitions. Many of the ships, submersibles, aircraft, and weapons in use by the Corsairs come from captured prizes or are attained by mutinous defection to Hydrachia from other nations. The worker-owned and operated syndicate, Combat Operational Ballistics and Revolutionary Armaments (or COBRA for short) produces the native military hardware in use. Due to their efforts Jatimatic, Franchi SPAS-15, and Springfield XD clones are ubiquitous. They have made signifigant improvements in bio-diesel outboard motors, hydrofoil, hovercraft, and propeller propulsion advancements, as well as magnetohydrodynamic drives for use in short range high speed sleds.
