The 2140 Heartland cyclone season officially ran from March 1 to November 1 (February 14 to December 14 in some areas), although these dates just conventionally delimit the period of each year when most tropical cyclones form in The Heartland. This season, Tropical Depression One formed about a month and a half earlier than the official start. After Tropical Storm Mordrel's dissipation, changes in the Government let to the MSHPC being dissolved. The MSHPC was only brought back in late 2144. Three known storms formed after Mordrel in 2140, none in 2141, one in 2142, four in 2143 and at least eight storms were reported around The Heartland in 2144.

Pre-season predictions
Three sets of pre-season predictions were released; the first, on November 16, 2139, was released by the Lox Land Island Weather Observatory, and called for 17 depressions, 10 tropical storms and 4 hurricanes. The official preseason forecast was released three days before TD One formed; the Liverpool England Met Service's Hurricane Prediction Centre called for 12 tropical storms, of which 5 would be hurricanes and one would break the Category 3 mark. The final pre-season forecast was released on January 4, and was the most optimistic of all, released by experts at the Orean College of Meteorology in Orean. It noted that due to a cooling trend only around 7 depressions would form, of which only 4 would make Tropical Storm strength.

On January 26, the 5 am tracking advisory from the Satellite Bureau in Kompa Ru noted a 1000 hectopascal non-tropical area of low pressure packing winds of 35 knots – Tropical Storm strength – northwest of Port du Poivre, Ineptia. At the 5 pm tracking advisory, the Bureau issued notification that it had gained enough subtropical characteristics to be designated a subtropical cyclone. A 5.45 pm special advisory was released by the HPC headquarters. At the first full advisory, the Prediction Centre marvelled at its relatively-intense rate of intensification, of 0.71 hPa per hour for an off-season storm. The storm continued to strengthen, and at the 7 am advisory was upgraded to a low-end Category 1 hurricane.
