The NationStates site does not keep copies of the failed United Nations resolutions. However, over the history of the United Nations a large number of resolutions have failed. Part of the reason only 1 out of every 10 resolutions fails is because all proposals need a large number of delegate endorsements to become resolutions (meaning less popular ideas are weeded out by UN Delegates).
