The Communist Party of Pacitalia (Pacitalian: Partio Communista Pacitaliana) is a minor political party in the Democratic Capitalist Republic of Pacitalia. The party is currently represented in the Caza della Legislatorio Parlemento with ten seats, as well as five in the Senatoro. It is the only communist/supersocialist organisation represented within the legislative branch. The CPP is an old party, but critics of the Communists are quick to point out the party only exists because of external monetary support from the Union of Soviet Socialist Republics, one of Pacitalia's strong allies.

History

The Communist Party was formed in 1922 when a group of Soviet migrants decided to form a Pacitalian political organisation that mirrored the principles of the Soviet version, one that had been successful enough to form government in the USSR. The party's roots were in Meritate province, where their first federal election try occurred in 1925. Pacifist prime minister Marco Sant'Allardo was re-elected in that year, but the Communists did receive about 1% of the popular vote. In 1951, the leader of the party, Rancordo Farzoni, officially requested financial aid from the USSR, something it was not getting at home because of the low support base. A special extra-governmental committee was set up in the USSR built around a private capital investment strategy that ensured a yearly supply of funding with adjustments based on inflation. With that, the party went into the 1953 federal election with a much better organisational strategy and better campaign signage and exited with 3.36% of the popular vote, their best showing to date.

In 1977, the party and the USSR's External Political Funding Bureau reached an agreement that stipulated the position of president of the party had to be alternated between a Pacitalian and a Soviet. Currently, Soviet expatriate Dmitri Valovich Kamoshenkov is the party president, his term due to expire in 2008.

Also in 1977, the Communists' provincial arm in Meritate was elected to a majority government with a plurality of the votes. They have held government ever since then, but the next election may see them either swept out of power or put in a minority government situation, as they are trailing behind the Pacitalian Social Coalition in terms of voter support. The Communists traditional conversion of government into a one-party system cannot happen in Pacitalia, as there are laws forbidding that to happen on a provincial level. Even so, the premerati of Meritate province, Gianni Isidoro, has used a more socialist style of governance, and not the traditional communist style.

External funding and subsequent criticism

The Communist Party is frequently scorned for being the only party to receive external funding. It gets this funding from the USSR, one of Pacitalia's closest allies. As such, the party and the USSR government has a principle agreement in which the USSR pays for the operational costs of the party's Puerto Vallarta office. The province of Meritate is where the party gets most of its votes, and as such, most of the USSR's funding for the party goes there, including the office. Still, even with this special agreement, the Communist Party has a lot of work to do in a country that is firmly non-communist. The 10 seats won in the CLP last election was the party's best ever showing in a general election.
