Government Structure

The Equilism Commonwealth of Nations has a well established Constitution that divides the government into three branches; the Executive branch, the Legislative branch and the Judicial branch. These branches work closely together in the Equilism Council and there is no official policy on the Separation of Powers. Members of the Equilism Council are The President, Prime Minister, Ministers, members of the Equilism General Assembly and Cabinet Advisors. The President, Prime Minister and Senator are elected offices and service in the EGA is voluntary but unelected all other positions are appointed but open to a vote of confirmation.

The Equilism Council is the supreme legislative body of the region, and can overrule decisions made by any Executive officer or by general vote. Most decisions in the region are made by general vote of all citizens, with the Council reserving the right to overrule these decisions in only extreme cases. Further, the Council is empowered to make decisions on sensitive matters without consulting the whole region. In the past the Council made all decisions regarding the region, but due to a Constitutional Amendment this was changed.

The President and Prime Minister are the two Chief Executives, and appoint the Minister of Interior, Minister of Foreign Affairs, Minister of the Military, Minister of Intelligence and the Minister of the Interior. Other positions, such as Justices, Advisors and Army Commanders are also decided by the Chief Executive with ratification votes for some posts. The President has the right to overrule the Prime Minister when a decision can not be made jointly. Traditionally, the Prime Minister becomes the UN Delegate after election but in extreme cases the President however claim the UN Delegacy after election. This has only happened once, when President Chaucerin was asked to retain the delegacy by the newly-elected Prime Minister, Moo-Cows with Guns.

The terms of the 8th and 9th cabinet saw significant reform and controversy as the region made a noticeable but ultimately temporary move to the left. During this period an uncharacteristic fractionalization occurred in Equilism with pointed debates and some animosity between the progressive and traditionalist wings. The Judiciary was also extensively re-defined with Justices now serving 'for life' once confirmed. During this period, the region's population bubble burst dropping back to better than 200 nations after a rise to more than 300.

The 10th Cabinet and government suffered under a great deal of instability with both members of the Chief Executive leaving office within a few weeks. As this unfolded, the region lost focus with activity and membership dropping. This unprecedented change saw a return to the fundamentals of government, with a special emphasis on stability, reform and immigration. The affairs of the region were largely stabilized, though some were critical of the region going ‘backwards’ after the aggressive reform programs of the 8th and 9th governments.

The 11th Cabinet also saw a review of the Constitution intended to clarify and update the laws of the region. This government also oversaw the end of the Equilism Senate after the long decline in that body. The Equilism General Assembly was set in place to act as a general legislative body with fewer restrictions and obstacles to service.
