Mystery of Fight the Axis of Evil
Fight the Axis of Evil is simultaneously the first and most divisive of all the UN body of law. Passed as a test resolution by Max Barry and his NationStates beta-testers (presumably), this resolution actually preceded the creation of the United Nations by a day!

Note the creation date of Tue Nov 12 2002. Rumor has it that Max and company simply forgot to remove it before launch. After all, how many people is it likely to affect, anyway? It only affected the UN members at the time, so what difference will it make? Well, a lot, actually.
As this came to vote before the forums were inhabited or the game was heavily populated, it passed easily with a two-to-one margin. Arguably, this proposal fails by current standards due to real life references; were it submitted today, it could be deleted and its submitter could accrue a mod warning. Given that, it's hard to reconcile leaving it not only in the body of law, but as the very first resolution in the game.
Repeal
Even before passage of the repeal rules, nations were forever posting requests to have this one overturned. It got so bad that UN mod Enodia instituted a series of UN warnings to proposal submitters who broke the rules - the cardinal rule being, of course, no repeals!
During the move to Jolt, this resolution was originally removed as it was never intended to be a real resolution to begin with. When SalusaSecondus noticed this, he protested and reinserted it as an important historical document. (This was not quite over Max's objections, but it involved a bit of convincing.)
After the legalization of repeals, this became by far the most popular repeal request. Whether this was due to its simple position at the head of the list or a genuine desire to be rid of the resolution is unknown. There were many concerted efforts being made to gather enough support to overturn Fight the Axis of Evil, one of which finally attained quorum on 18 October 2004 and passed 13343 votes to 2722 on 23 October, making this resolution the first to be repealed.

Description: As the world become a more dangerous place, UN member nations must act swiftly in the interests of peace. This means, of course, building lots of new weapons. Only by massively increasing military budgets world-wide will we be able to restore peace and global security.
