Different terms are used to describe the paired cities, including sister city, twin city, exchange city, and partnered city. Paired cities often (though not always) have similar demographics or some other characteristics.
The program, in concept, is a "pen pal" system, where the pals are entire cities or towns. However, in practice twinning arrangements often lead to student exchange programs, as well as economic and cultural collaborations. The exact nature of the pairing between two cities is left up to the cities themselves.
