The Kitimat Pact is an alliance of several major nations of the Meritocracy and the Organization of Sovereign Nations. It was ratified on September 16, 2003 in order to formally ally the signatory nations on matters of mutual defense, trade, and other interests, while keeping each nation's national sovereignty and distinct identity intact.

The Kitimat Pact is one of the Autonomous Regional Organizations within the Meritocracy.

Kitimat Pact Treaty

I. - Intent

The intent of this document is to bring together the nations of the People's Republic of Winnipeg, the Kingdom of Eureka, the Free Republic of Jasque, and the Federation of Free Trade States in Mutual Defence, Trade, and Interests, while keeping each nation's National Sovereignty and Distinct Identity intact. While initially between these Four Nations this Treaty is open to admission of further members in either that of a senior or junior partner role.

II. - Initial Members

a. - Founding Senior Partners At the signing of this document, the People's Republic of Winnipeg, the Kingdom of Eureka, the Free Republic of Jasque, and the Republic of Free Trade States will be joining the Kitimat Pact as full Senior Members. Each of the Four Founding Nations will be granted 1 Veto on all Kitimat Pact Council Votes.

b. - Founding Junior Partners At the signing of this document, the Commonwealth of Kitimat, the Dominion of Occupied Winnipeg, the Federation of Lethbridge, the Republic of Kemano, the Sultanate of Irania, the Colony of Evil 4 Life, the Disputed Territories of Curufinwe, the Colony of New Jasque, the Republic of New Iceland, the Protectorate of Ministeria, and the Fiefdom of Money Markets will be joining the Kitimat Pact as full Junior Members. Each of the Eleven Junior Members will be granted one vote at Council Votes, but shall not recieve a Veto and may be overruled by a 3/4 Vote by the four Founding Senior Members.

III. - Defence of Member Nations

Any Attack on a Member Nation of the Kitimat Pact by a foreign Power, Meritocratic or Otherwise, shall be treated as an attack on the Kitimat Pact itself and as such each member nation will be required to come to the Defence. In order to smoothline this process each Nation in the Kitimat Pact shall develope proceedures to integrate some of their Defence Ministry Operations with the Kitimat Pact Headquarters which will be located outside of the Capital City of the Kitimat Commonwealth, where 1200 Hectars has been zoned for use by the Kitimat Pact for a Headquarters site, and more land is avalible is needed.

IV. - Non-Defensive Military Matters of Member Nations

All members are by sovereign right, able to conduct any Military Operations they see fit outside of the Kitimat Pact's Juristiction, but if the actions are unsanctioned by the Pact Council and they result in an Attack against the Instigating Nation, the Kitimat Pact Member nations are no long required to come to that nations Defence. If the Military action has been sanctioned, the Member nations will be required to come to the aid of the nation only if they are attacked within their own borders. Any and all Offensive Military operations are voluntary for member nations as long as the vote for the Offensive Action was not a Unanimous yes by the Four Founding Senior Members.

V. - Defence Weapon Systems Standards

a. - All Weapon Systems will be described using the Metric System and clearly marked with their sizes.

b. - Assult Rifle ammunition shall be of the 7.62 millimetre width by 39 millimetre length standard and the slug weigt shall not exceed 9.72 grams and the slug shall be fully jacketed with a hard metal.

c. - Field Mortars shall be standardized to the 30 millimetre width, and shall be compatible with all Member Nation's tube Launch Systems.

d. - Light Field Artillery shall be set on the 105 millimetre Howitzer Standard, and shall be compatible with all Member Nation's Light Field Artillery Pieces designed for 105 mm rounds.

e. - Medium Field Artillery shall be set on the 155 millimetre Howitzer Standard, and shall be compatible with all Member Nation's Medium Field Artillery Pieces designed for 155 mm rounds.

f. - Heavy Field Artillery shall be set as anything above 155 millimetre and shall be left to the Member Nation's Defence Ministry for standardization. This Treaty will recommend a size of 203 millimetre maximum for mobile artillery. Anything larger than 203 mm shall be considered a fixed Strategic Fortification.

g. - Standard Aircraft Weapons System Release Mechanisms shall be be set at 35.56 centimeter for under 362.87 kilogram munitions and 76.20 centimeter suspensions for any munition over 362.87 kilograms. Standard weapon system loads shall not exceed 909.09 kilograms per mechanism.

Any weapons, ammunition or weapons systems not conforming to these standard loads and designations must be marked boldly and unmistakeably using the word "Special" followed by the system's specifications. Nations are not banned from including non-standard weapon systems in their stockpiles but are recommended to keep these standards for all Pact Excersises and Operations to ease the Logistics Systems of the Defence Forces.

VI. - The Kitimat Pact and the Meritocratic Senate

All Nations within the Kitimat Pact which hold Meritocratic Senate Seats, are in no way required to align their Senatorial views to that of the Kitimat Pact and are free to vote with the intrests of their Nation as their primary influence. The Kitimat Pact, while not intended to conflict with any views of the Meritocratic Senate, also considers itself Sovereign and un-influenced by Decisions of the Senate Body.

Ratification

On this Sixteenth Day of the Year Two Thousand and Three AD, the Signatories below do here by ratify this Document and Accept its legal value to the creation of The Kitimat Pact for Mutal Defence, Trade and Interests between all Signatories.
