The Colony of Koivuusi is a democratic nation located in the region of Wysteria. It is has been a colony of The Federal Republic of New Felix since January 14, 2005. Before then, it was a protectorate under Felixan control. Koivuusi's citizens enjoy the same rights as Felixan Citizens, except the right to vote in Felixan Elections. Instead, Koivuusi's citizens elect their own Governor-General, Parliament, and Supreme Court.

Government

Koivuusi is a multi-party democracy, with elected executive, judicial, and legislative branches. The government enjoys semi-autonomy, with the right to enact any legislation that does not violate the Felixan Constitution nor the national security of New Felix. The Felixan Supreme Court has the right to overrule Koivuuisi legislation, but this power is rarely exercised.

Executive Branch

Koivuusi's Executive Branch consists of the Governor-General and his cabinet. The Governor-General is elected to two years terms in a ticket that consists of himself and the Lieutenant Governor-General, whose main role is to serve as Koivuusi's non-voting delegate to the Wysterian Union. The Governor-General oversees the domestic policy of Koivuusi, but the foreign policy and military are controlled by New Felix.

Legislative Branch

Unlike New Felix, the Parliament of Koivuusi is unicameral system, with fifty senators elected from ten election districts. The job of the Koivuusi's Parliament is to pass laws which are then sent to the Governor-General of Koivuusi for ratification. The Governor-General has the power to veto laws unless they pass with more than 70% approval.

Judicial Branch

Koivuusi's Judicial Branch consists of the Koivuusi Supreme Court, which consists of eleven directly elected members. The role of the Koivuusi Supreme Court is disputed; it can declare laws unconsitutional but can still be overruled by the Felixan Supreme Court. During the past thirty years, there has been many attempts to abolish the Koivuusi Supreme Couirt, although none have succeeded.

Koivuusi is further broken down to several court districts and numerous local courts.

Foreign Relations/Military

Since Koivuusi is not an independent nation, it does not have a right to dictate foreign policy. Nevertheless, there are several foreign consulates located within Koivuusi and the Governor-General does exert some influence on Felixan decision-making.

Koivuusi's military is completely under Felixan control and can only be deployed by the President of New Felix. Koivuusi has an Army, Air Force, Navy, Marine Corp, and Coast Guard. In addition, Koivuusi has an Army and Air National Guard that specializes in riot control, disaster relief, and other peacekeeping operations. Despite the fact that the Koivuusi military is maintained by New Felix, it is considered be its own seperate force.

There are approximately 46,000 Felixan Troops located in Koivuusi in addition to approximately 1,000,000 Uusian Military Personnel. New Felix maintans several military bases in Koivuusi, including a desert training facility in which Felixan Military Units can train in Desert Warfare. The Wysterian Union also has a military research center located in the desert region of the nation.
