Region: The East Pacific

Near December First of 2005 the nation of Nairatsa came into being in the East Pacific, seeking to enoy the fruits of a small and sleepy region, however by the end of the month, dreams of rest and relaxation were cast to the winds, and the Black Flag was a'flyin. Shore leave was never so short.

History of Nairatsa, the Nation

Nairatsa was born from a loose confederation of 'liberally-minded' privateers, who banded together for mutual protection and to rob everyone blind within sailing distance. That was a long time ago. Sailing distance grew, and the new nation grew to international prominence. Eventually the loose confederation became a democratic gathering of freebooters, with the national might primarily to ensure Nairatsa's waters remain a haven to just about anyone. History was largely unimportant to the Nairatsans; they simply were too busy carousing to write it down, and literacy was slow in coming to the practical nation. Nairatsan technology is both advanced, backwards, and ever-changing, as they steal, modify, and develop things to suit their own ends.

A significant portion of Nairatsans are regularly outside the country, furthering their own aims, and Government Bureaus largely consist of privateer entities, purchasing and selling materiel and intelligence as a corportion might; they are grown from the dockworkers and merchants of early freehavens.

Culture of Nairatsa

The People of Nairatsa are as wide and varied as the fish in the sea. If there were any indigenous peoples, they have long been lost to the annals of time, or merged with the population at large. Though primarily human, the Nairatsan policy of apathy and protetction has drawn everything from rogue thinking machines, through sentient beasts, to the cats of 1 Infinite Loop. Nairatsa has no uniform culture, but an outsider would largely regard them as a calamity. The relatively stable elements are a firece independant streak, a tendancy to act on the sneaky side, and a willingness to understand the misdeeds of others, so long as they did not affect the Nairatsan in question. Generally, Nairatsans are placid, but vicious if provoked, or at war. Nairatsans are unusually self-sufficient; at an early age, the average Nairatsan can field strip a rifle, run a farm, and sail a ship by the stars. Born of their checkered past, Nairatsa has a distinguished spy service, excellent sea and aircraft training, and a market ethic that would make the most vicious corporate raider proud. Nairatsan education, too, is geared toward the practical. Though maths and rhetoric are taught, other clases unheard of at most academies are common place, including Acrobatics, Wilderness Survival/Orienteering, and Poison Identification (the final is pass/fail).

Nairatsans are sardonic, yet cautiously optimistic people. Though base-8 Flares are the national hard currency, exchane is so commonplace that retailers arecapable of dealing in just about anything, including barter. Nairatsa also holds a large number of estates and assets for extranational individuals, so any read of Nairatsan society is even less accurate than one mught think. This all aside, Nairatsans will close ranks to protect even one who just might be Nairatsan under it all.

Technology is heavily present, but often patchwork. Traffic lights come in every shape and variation of color, some niceties of pedestrian laware either nonexistant or sketchy, and the populace alternates between decimal, binary, octal, and hex. Weights and measures are standard, at least, adhering to nautical convention akin to old England.

Races found in Nairatsa

Human: Humans make up the majority of the Nairatsan population.

Demi-humans: Think half-breeds. With all sorts of things. Satyrs through tieflings.

Darks: Elfin slender and sneaky as hell. No one knows from whence they came, and no one asks too closely.

Nekomimi: Cat Girls from 1 Infinite Loop, they comprise some smaller chunk.

Modified Humans: Humans or humanoids genetically or mechanically modified to be something else.

Syreen: Green-skinned humanoids, predominantly beautiful and female.

A.I.: Assorted forms of free (or rebellious) machine intelligence.

Sapient Animals: Animals made sapient by some biological, mechanical, or magical means.

Assorted Dross: Nobody knows. Nairatsans come and go.

Religion in Nairatsa

Whatever they want. Nairatsans are predominantly monotheistic, but minor cults exist to just about every religion you could think of; as varied as their culture. The culture is such that they do not interfere, so oddly, diametrically opposed theisims cohabitate here.

Government of Nairatsa

The people of Nairatsa regularly elect a group of parlimentary gents who form the ruling council. The council then elects a select few that handle the quick and stealthy needs of the country. Rumor has it that there is one above the rest, but if there is, his existance is shrouded in mystery and myth. Judicial matters are handled by an evolved form of maritime law, with local judges and officers of the law adjudicating as necessary. Juried trial is available, and often prefferred, but most crimes are either those of agression within the country or minor in nature; Nairatsans are too mobile for a static judiciary.

Socioeconomic law is almost unheard of, but what little there is is overseen by the trade associations and community groups.

Economics of Nairatsa

Nairatsan economics are largely driven by corporate-forced, unrestrained capitalism.

Hunter's first alleged apearance was roughly five years ago, when a young lad apparently left a snipping of old Earth prose in place of a chunk of the Nairatsan treasury. Since then, he has been purported to appear in any number of chancey affairs, including, most recently, Xharn's nuclear program. Other than that, ask him/them.
Skills
Hunter is one sneaky, sneaky man. Practically a fish, he is supremely skilled in many covert arts, including, but not limited to acrobatics, electronics, and the secret way of MacGuyverism. In fact, it is not even known whether Hunter is one man, or many, given how many places he is reputed to simultaneously be in. Hunter is a jack-of-all-trades.
