The Great Wall Of Skwerrel

Skwerrel is a roughly horse shoe shaped island in the 10000 Islands, part of the interior also has land. The country is surrounded by a 100 meter high wall that is very heavily defended and employs state of the art defense technologies. The entrance to the large inner bay is also guarded by a dedicated force. This force is the Great Wall Defense Force (GWDF). The Great Wall of Skwerrel is also connected to other nations in the region via the 10,000 Islands Chunnel System and is home for research and development for the International Space Organization (ISO).

The Great Wall of Skwerrel currently represents the Lyonesse East Region of 10000 Islands in the Senate.

Brief History

Skwerrel was once plagued by marauding pirates. The simple people finally got fed up with having everything stolen from them. The great Skwerrel leader Chegis Chohn, came up with the plan to build a great wall around the horseshoe shaped island. He united all the individual tribes and established a vision for the emerging nation.

Chegis Chohn established himself as the first Grand High Watchman of the Great Wall of Skwerrel. Though the the wall was not fully completed until the reign of his great grandson, Cherp Chohn, the Great Wall of Skwerrel prospered culturally, economically and militarily . During the reign of Chegis Chohn II, the last raid pirate raid took place. Since then the country has been known for its stability and security.

While sections of the first wall still stand and are national treasures, the wall has been continually ungraded and now represents the height of defensive technology.

Government

The government of the Great Wall of Skwerrel is a Constitutional Monarchy with executive power still vested in the monarch. The government in centered in Chohn.

The Grand High Watchman

The Grand High Watchman is the head of state. The Grand High Watchman may appoint anyone he/she wants to be the successor. The Watchman has the power to dissolve both the upper and lower house and called for elections, veto power that can be over turned by a 2/3 lower chamber vote. He can send referendums directly to the people and appoints people to the Chamber of Ministers with out oversight.

The current Grand High Watchman is Chip Chirp.

The Chamber of Ministers

The Chamber Of Ministers is the five member panel that heads the various executive departments under the supervision of the Grand High Watchman. While according to the constitution, the Grand High Watchman is the leader of the Chamber, another member is chosen to serve as the Master of the Chamber, the de facto spokesman and chairman. The members are:

• The Foreign Minister
• The Armed Minister
• The Interior Minister
• The Economic Minister
• The Science Minister

The Spiritual Minister has the right to attend meetings but is not an actual voting member.

Each Minister is turn, with approval of the Watchman and oversight of the Wall, appoint Subministers to direct various executive agencies.

The Wall and the Tower

The bicameral congress is made up of the Wall and the Tower.

The Wall, or the upper house, has 200 members, 2 from each of 100 administrative districts. Wallmen serve 4 year terms. The Wall has all congressional oversight power and appoints the Sentinels Justice. The Wall only meets when it has business before it.

The Tower is the lower house, made up of 500 members, 5 from each administrative district. Towermen serve 3 year terms. They are the primary legislative body. All new laws must be started in the Tower, be passed by the Tower and Wall, and then signed by the Grand High Watchman.

Constitutional amendments must be passed by 3/4 of the Wall and Tower, endorsed by the Chamber of Ministers and Accepted by the Grand High Watchman.

The Sentinels of Justice

The Sentinels of Justice is a seven member panel that serves as the highest court of appeals in the Great Wall of Skwerrel. It has the power to accept or reject to hear cases that are petitioned to the court. The court also enjoys judicial review. The court has the responsibility to appoint lower court judges. These judges are confirmed by the Wall.

The Wall appoints these justices to a life time appointment. Individual members can be removed from the panel, but articles of impeachment can only be brought against them for violating the law.

Skwerrel has several super heroes that defend the nation against crime. Many work freelance while other are official agents employed by the government. The official super heroes, as agents of the government, have a great deal of freedom to enforce the law and are exempt from certain liabilities (such as property damage, as long as it was damaged during official business). Unofficial heroes are considered mere vigilantes and do not enjoy the same protections. Official heroes also hold the rank of at least captain in the GWDF.

Skwerrelian Calendar

While the Great Wall of Skwerrel has adopted the international calendar, the government uses the traditional Skwerrelian 11 month calendar. The year is also measured started from the first year the great wall was officially completed (GWC). Time before the wall was completed is measured backwards starting at 0 BGW.
