When the votes come to a tie the Speaker Of The House adds his vote to tip the vote, otherwise the Speaker Of The House submits his vote.

Economic Overview: California has made startling discoveries of oil deposits throughout most of the southwest and south in the states of Baja California, Sonora, Arizona, New Mexico, Texas, parts of Kansas, Arkansas, Oklahoma and Louisiana. Other discoveries have been of a nuclear fissile material called tetracassium that has been used as a replacement for the uranium and plutonium warheads in the thousands of nuclear weapons in the arsenal of California. Transnational Issues

International Disputes: California continues to seek a mutually acceptable solution with the Menelmacari and the Americans on the sovereignty dispute over the seven states of East Montana, North Dakota, South Dakota, Nebraska, Minnesota, Missouri, and Iowa that lie between the Californian border and the Mississippi-St. Croix Rivers which have been claimed as California's legitimate eastern boundary with the Federated Menelmacari States of America. So far nothing has been worked out and the dispute has continued since California's independence on November 19, 1999.

Illicit Drugs: consumer of cocaine shipped from Colombia through Mexico and the Caribbean; consumer of heroin, marijuana, and increasingly methamphetamine from Mexico; consumer of high-quality Southeast Asian heroin; illicit producer of cannabis, marijuana, depressants, stimulants, hallucinogens, and methamphetamine; money-laundering center.
