The Empire of Watatuneetsu is a huge, environmentally stunning nation, notable for its compulsory military service, and renowned for its strong anti-business politics. Its compassionate, cynical population are kept under strict control by the government. They are extremely patriotic and loyal, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

Watatuneetsu

Watani breath oxygen but most of their cities are located deep below the surface of Aquila's giant ocean. They are one of two sentient species of the same biological family to develop on Aquila. Today, the Watani and their cousins the Tidani share the planet and have created The Aquilan Federation to rule the world together in peace.

The Watani and Tidani both developed on Aquila. They are closely realted, both species are members of the same family. The Watani are aquatic, once living primarily on land they now live mostly underwater. The Watani are humanoid, somewhat resembling their Tidani relatives. They have long, streamlined, smooth bodies, covered with various combinations of green and blue leathery skin. They are able to withstand extremely high pressures, and unlike their Tidani relatives, have developed gills, which allow them to extract oxygen directly out of the water, but at limited depths, and they are able hold their breath for approximately an hour, when needing to go deeper in the water for limited amounts of time. The Watani have large, highly developed, and sensitive eyes which can protrude out when needed, endowing them with their wide - field of vision, due to their side oriented ocular development, and the enhanced and focused depth perception of forward oriented eyes, granted when extended outward. Their highly developed and muscular tails allow them to propel themselves at great speeds through the water. However, their average land musculature (i.e. arms, legs, and upperbody) is less developed than their Tidani relatives, making them smaller and less muscular in stature, on average. The Watani language is similar to that of other marine life consisting of combinations of shrill and deep tones that carry extremely well under water. In the air their language is less effective but adequate. They are capable of a wide range of vocalizations and easily mastered the language of their neighbors the Tidani.

Watatuneetsu is in the eastern hemisphere of the planet Aquila, and Tidan is in the western hemisphere. Aquila is a planet 90% covered by water. It has two major jungle archeapeligos, the Watani live on the one in the eastern hemisphere and the Tidani live on the one in the western hemisphere. Both Watani and Tidani live mostly on the habitable areas of the ocean floor around their islands. The ocean floor is rich in minerals and ores that the inhabitants mine to construct their vast cities and ships.

The capital of Watatuneetsu is Etsuai. Other major cities include Olukau, Aleion, Melan, Yitseig, Molenau, Lequan, and Jylaya.

Watatuneetsu's Natural Resources: Uranium, cobalt, nickel, iron ore, chromium, copper, salt, Thermal power, gypsum, calcium carbonate, fish, and climate and unique environments that foster tourism.

The Senate, Advisor Committee, and Emperor

In the Watatuneetsu political system each district elects a representitive to the Senate. The position of Emperor is a hereditary position, passed down to the most qualified heir of the current Emperor, or if no heir is produced, a member of the senate is personally selected by the current Emperor. If however the Emperor has no heir, and is unable to name a member of the current Senate as their successor, the next Emperor is selected by way of an election by the people. The Emperor appointes eight members of the Senate to the Advisor Committee, and a direct vote every two years of the population determines the ninth Advisor Committee position, that of the Advisor of the Senate. The Advisor Committee aids the Emperor in making legislative and governmental policy decisions brought forth by the Senate. The Advisor Committee includes the offices of Advisor of Defence, Advisor of Law, Advisor of the Senate, Advisor of Foriegn Affairs, Advisor of the Economy, Advisor of the Environment, Advisor of Health and Welfare, Advisor of Science, and Advisor of Culture. In the Watatuneetsu political system, a law, or policy may be passed in one of two ways. 1. Legislation and policies are debated in the Senate, once passed in the Senate, they are brought before the Emperor for approval. Once passed in the Senate and approved by the Emperor, legislation becomes law, and policies become active. 2. The Emperor can enact a law, or governmental policy without passing it through the Senate. Elections for the Senate are every three years on June 25th.

Selection of Watatuneetsu's Senate

In the Watatuneetsu political system, Senate officials are not elected in a similar manor as other governments. There are no political parties, at least not in the traditional sense. Insead of the population voting for a set number of parties, each of which adopts certain stances on known, and important key issues, the people vote on the issues themselves. Each citizen legally old enough to vote within Watatuneetsu, nearing election time is made aware and educated, or brought up to date on critical key issues. Upon election time, the population then votes on the positions for the government to take on each important key issue. An individual within a district, running for a Senatorial position must adopt these positions of the policies, regardless of their own personal position. They then illustrate to the population which necessary tasks they believe must be implemented, and how they plan to implement them, in order to comform to the adopted form of the key issues. The poplulation then votes on which representative they believe will be able to conform to the adopted form of the key issues to their satisfaction. The Senate Oversight Committee, headed by the Advisor of the Senate and composed of elected municipal representatives, is commissioned in order to chaperon the Senate so that it reasonably conforms to the adopted form of the key issues. At any time a vote of non-confidence in the Advisor of the Senate can occur, if successful an election is held two months after the vote. In this case, a temporary Advisor of the Senate is selected by way of a vote by the members of the Senate Oversight Committee.

Security

Security has been the cornerstone of Watani society since its founding. There are three branches of Watatuneetsu's National Security Network.

Armed Forces

The Watani Armed Forces are responsible for Watatuneetsu's sovereignty. (As of Oct. 10, /05) This national force of 44 million (15.4) (including 28.6 million logistics) including the Army (2,480,000), Navy(Planetary/Interplanetary) (8,570,000), and Land Corps (4,350,000) are under the authority of the Advisor of Defence. The Armed Forces are a priority for Watatuneetsu and receive the second most funding. They are kept equiped with state-of-the-art equipment and receive world class training. All citizens are required to serve in the Armed Forces for at least two years, in the branch of their choosing, unless requirements deem otherwise. In the event that citizens are unable to serve, they are encouraged to serve in logistics. Manditory service bolsters the Armed Forces, enstils pride, honour, and patriotism, and teaches order, and descipline.

The Mitsukura

The Mitsukura is a secretive, covert military intelligence service. The Mitsukura is a highly elite, respected, and feared force in the Watatuneetsu Empire. Its purpose is guarding the security of the Empire, both from interstellar enemies and from traitors within the population itself. Their covert, often invisible presence ensures safety and loyalty. The Mitsukura reports directly to the Emperor, and is given the most advanced technology, and training available to carry out their tasks. The Mitsukura maintains a small fleet for interstellar operations.

The Conservators

The Conservators of Peace are the federal police force. These special forces officers are put through military and crime investigation training, equipped with advanced body armor, helmets, shields, and carry both lethal and non-lethal weaponry. Their specialties include urban combat, riot control, narcotic enforcement, homicide, and combatting organized crime. The Conservators fall under the Advisor of Law and are charged with enforcing federal law, and emergency assistance. Currently the Conservators are engaged in a war against the growing underground organized crime ring. Supporting these protectors as well as local police forces is costly, that is why Law & Order is Watatuneetu's first financial priority.

Industry

Watatuneetsu's thriving economy is dominated by its three main industries; Defence manufacturing, Uranium Mining, and Basket Weaving.
