Overview

The Right Honorable Republic of Intelligent Neighbors is a massive, economically powerful nation, remarkable for its compulsory military service. Its hard-nosed population of over 3.5 billion are highly moralistic and fiercely conservative, in the sense that they tend to believe most things should be outlawed. People who have good jobs and work quietly at them are lauded; others are viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Commerce. The average income tax rate is 91%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Uranium Mining industry.

Euthanasia is illegal, citizens select which government department gets their income tax Pounds each year, corporations are forbidden from employing outside the nation, and a well-funded social safety net protects the unfortunate. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force.

Provinces

There are nine provinces in Intelligent Neighbors, and each has slightly different laws and customs. Here is a map depicting the provinces:

Cikae Islands

The most rebellious of all the provinces, the islands of Cikae are the most recent aquisition to the republic. The history of these islands is told in blood, and three times Intelligent Neighbors has conquered it. The first two times were met with anger, and terrorism flared up. For a while Cikae was an independant state, but after a collapse of the government the republic seized the land for good. The uneasy peace in Cikae is maintained by way of tax cuts and political propaganda. The notorious terrorist group, the Cikae Freedom Fighters (CFF), was based in the Cikae Islands

Donoa, State of

The State of Donoa came about by accident; when drawing up the plans for the different provinces, no-one could decide whether the estuary island belong to the Samarkand or Nogull provinces. Therefore it was granted it's own provincial status, and it is by far the smallest province in Intelligent Neighbors.

Gildi

Consisting of mainly desert, Gildi is not a agricultural province, and it's open deserts are used for military training and drilling for oil.

Jorma

Jorma is heavily industrialised, with a large amount of factories in the area around the giant Lake Jor. Due to the size of the lake and the river connecting it to the sea, many naval vessels are partially constructed and tested here. Jorma used to be named Jarill in the Ancient era.

Krakk

With the same name as the capital city within it, the province of Krakk is extremely wealthy, and largly urbanised. The province of Krakk has the harshest laws of any of the provinces, and this makes it the safest place in the country. Krakk is probably the finest of the old city-states of the Ancient era, and founded the alliance that became Intelligent Neighbors.

Mire

Mire is roughly divided into two parts, the north gradually becoming desert, and south being rich agricultural land. The river seperates these two halves, and the city of Ymir is heavily segregated into northern and southern sectors, as the two peoples do not mix well. The northerners are rugged desert nomads, while the people from the south are more agricultural.

Nogull

Once famous for it's soaring mountain peaks and dense jungles, Nogull has been abused for the rich Uranium deposits to be found here. In the west the nation's largest national park is the last refuge of the jungle and it's wildlife. Nogull shares a border with Witzgall, and there are many mountain forts in the Wind Mountains. The main passage through to Witzgall is called the Chiron Pass.

Ohia Island

Way to the north-west of IN, this large island sits in peace. It used to be uninhabited by humans, until the IN military set up camp. The area the size of the UK consists of miles of rolling moorland and quiet valleys, with training villages scattered around. There is just one town on the island, even though the island is bigger than the Cikae islands combined.

Samarkand

Samarkand is "the breadbowl of Intelligent Neighbors", and produces much of the nations food in it's flat agricultural landscape. It can trace it's history back to the Ancient era, where the major city was Ungbar.

Wavebreaker Isle

The small island known as Wavebreaker Isle sits near to the Cikae Islands and has long been a possession of the province of Krakk. The isle is now a small navy base, but dates back from the first conquests of the Cikae Islands.

Geography

Intelligent Neighbors is located in the region of The Kingdom of the Midlands. We are situated on the western side of the continent, with a small group of islands off-shore known as the Cikae Islands. The coastline runs for around 4,000km. Intelligent Neighbors itself covers an area of around 3 million square miles. The border to the south is shared with Witzgall, but to the east and north there is only wasteland.

The terrain of Intelligent Neighbors is barren and inhospitable on the surface, with rich deposits of gold, uranium and rare s-block elements, such as Caesium. The climate of Intelligent Neighbors is warm and slightly dry. There is not a huge amount of rainfall, but there is enough to make special water reserves for the summer unneccesary. The north western and central areas are heavily urbanised, but the south is mountainous and rugged. There are two large mountain ranges in Intelligent Neighbors, one in the south called The Wind Mountains, and the one in the north west named the Ridge Range. There was a large amount of concern voiced over the initial mining of the uranium, and several lapses in the safety record of early operations have resulted in areas in the south of the country that are radioactive.

History

The history of Intelligent Neighbors is split into four general eras; ancient, middle, pre- and post- reform. Not much is known about the intermitant period during the reform as a stage of shutdown over the nation existed.

Ancient era

The ancient era in Intelligent Neighbors covers everything up to the invention of the firearm (musket), including the founding of Intelligent Neighbors.

Where we begin our story, Intelligent Neighbors did not exist in name. Instead it was a series of city-states, ruled by warlords in a region called Freiheit. The main city-states were Krakk, Jarill, Ungbar, Mobe and Gesell. The warlords vied for power for a long time, with no side gaining power. Suddenly, around AD 200, the city state of Mobe (now Cikae Islands) under the lead of General Harr invaded the port city of Ungbar, snatching it from the power of the local warlord and executing all opposing troops captured as well as the women and children. The city-states of Krakk and Jarill were appalled by this action, and decided to launch a combined attack of Mobe. Krakk mustered an army of 100,000 men, mostly hoplite phalanxes, but with heavy companion cavalry. Jarill called up an army of 250,000 men, mainly undisciplined axemen and short spearmen, but with several highly trained archers and elephants.

Battle of the Ung Plains

The allied lines drew up for battle outside the pillaged city of Ungbar, and soon the Mobe army came to meet them. The Mobe army is estimated at around 300,000 people, and they had been well trained. Initially the Mobe army strode forward, with Harr leading it. The Jarilli archers rained fire on the enemy, but they pressed on. With a final charge the Mobians smashed into the line of pikes in a wave of destruction. They were held by the superior hoplites of Krakk, but they broke the weak sections of the Jarilli line. Quickly the allied general, Marcus of Krakk, send a detachment of Jarilli elephants into the breach, using them to pummel a path through the advancing Mobians and back into their lines. The companion cavalry followed this path, and drove deep into the centre of the Mobian army, causing grievous casualties as they went. All seemed well for the allies with the elephants and companion cavalry deep within enemy lines, and the hoplites killing all in front of them mercilessly, but then a battle horn sounded on the nearby hill, and another army, composed of masses of cavalry, marched into view, displaying the banners of Gesell. With an almighty cry this army thundered down onto the plains, and drove into the left flank of the allied army, tearing the hoplites apart from behind. Marcus was dismayed, and the Mobians were rejuvenated, swarming the elephants and companion cavalry, who were hacked from their saddles as they fought on all sides.

The right flank of the allied army was still holding strong, and Marcus threw in his last hopes, aiming to break the Gesian attack. The last group of Jarilli elephants and archers began to attack the enemy, aided by the pride of Krakk, the Sacred Legion. The legion drove into the horsemen, and the archers protecting the flanks with their lives, selling themselves to cause maximum damage to the enemy. The elephants tore into the line, scattering horsemen with ease. The Legion came upon a group of horsemen in red, with the Pegasus symbol on their side; the bodyguard of the Gesian general, Maka. The horsemen dismounted, and engaged the enemy on foot with their long spears. The battle was close, as the legion no longer had any flank protection. Marcus, seeing their plight from afar rode into the action with his flag of black. The horsemen of Gesell quailed when they saw him coming and many fled. He reached the severely depleted legion, and leapt on his horse over them, slamming into Maka and bodyguards. With a cry the legion dropped their spears, and brandished their swords, charging the enemy in one last stand. Marcus was now engaged in combat with Maka, and they fought long and hard while the battle raged around them. Eventually a legionnaire reached them, and drove his sword into Maka’s back, allowing Marcus to swing his sword around and cut off the head of the Gesian general. With this, the army of Gesell turned and fled, leaving with the same haste as they had arrived with. This gave the allies a brief moment of respite, but the Mobians still were fighting with courage. Marcus now headed the Sacred Legion, and he marched them around the right of the Mobian flank, right into their rear. Some cavalry tried to prevent this flank, but they could not withstand the rage of the legionnaires. Soon Marcus had positioned himself in the rear of the enemy army, and this caused a wave of fear to spread across the Mobian army, and General Harr decided to beat a retreat and make away with as many men as possible. In fact, the Mobians managed to rescue 80,000 men from the battle, as the allies had no cavalry to hunt them down.

Krakk and Jarill had won a major battle, but at great cost. The estimated number of casualties in the allied army is around 250,000, but total losses for the city-state of Mobe were 220,000 and for Gesell 130,000. After this victory the allies set up a new government in Ungbar, which joined the allied cause. This battle started the major hostilities with what was to become: the islands of Cikae (Mobe) and Gesellshaft (Gesell). Soon the armies of the allies landed on the shores of Mobe, and had conquered the depleted and poorly led armies of Mobe easily. Much partisan action arose, and the allies had to station large numbers of troops to maintain the peace. The remaining troops attempted to cross the mountains into Gesell, but where turned back by foul weather. When the weather warmed, they crossed the mountains and reached the jungles of northern Gesell. There the mighty army was ambushed by the natives time and time again, and their numbers were worn down slowly. They cleared the jungle and were met by an army of Gesians, intent on revenge. This time they got it, surrounding the worn out allied army and slaughtering them. The news of the disaster reached the leaders of the allies, who decided to withdraw their troops from Mobe to build a force to protect themselves from the possible invasion by Gesell. During this time, the Vind Wall was built (the name was distorted to Wind and used to name the mountains the Wind Mountains), and manned by over 100,000 troops. Luckily no attack was forthcoming, but the state of Mobe had rebelled, and reformed itself.

The Battles of Hiplo Hill

During the following period, the allies grew in number, expanding to include the states of Nogul (now Nogull), Samark (Samarkand) and Mir (Mire). It was around this time that the alliance began to be referred to as Intelligent Neighbors. The problem with the state of Mobe continued, but luckily the Gesians remained quiet in the south. It was decided to cross the sea with a large army and seize the eastern island of the Cikae Isles, to establish a major stronghold within the island complex. By this time, most of the army was now made up of a newer type of troop, the old phalanx system having been found to be too inflexible. A new type of warfare, depending on centralised IN Legionnaires that were part of a national army, and auxiliaries that were raised from the different city states.

They met with a huge army that had taken position on top of Hiplo Hill. Marcus started the charge up the hill, hoping to smash this resistance aside. At the top, the Mobians started to chant, a war cry before they charged down the hill into the enemy. At first the allied lines held, but a terrifying charge from a group of chariots broke through the line and caused a large section to rout. Enemy troops poured through the gap, and the experienced veterans were unable to prevent the main force being surrounded and annihilated. Marcus escaped back to the fleet that set off home after the unsuccessful venture that resulted in 100,000 deaths.

The leaders of the city-states were infuriated, and Marcus was badly reprimanded for the defeat. Marcus tried to explain that the shock tactics of the Mobians had scared his men, and the leader of Nogul decided to give him another chance. So Marcus set off again, this time with an army from Nogul. The army was heavily dependant on its elite kataphracts that were covered in chain mail, and war elephants.

The armies met again on Hiplo Hill, but this time Marcus approached from the lesser slope. The Nogul spearmen clashed with the Mobians, but held solidly. The kataphracts then charged around the flanks and with a great yell flung themselves at the enemy. On the other side Marcus and the war elephants charged into the rear of the enemy, scattering men and causing a general rout of the Mobians. A small group remained, including a band of painted warriors. Eventually they were overcome by sheer numbers, but after large losses for the IN troops. A foothold had been taken on the isles.

This win demonstrated to the commanders of the new IN that although brand new tactics looked good on paper, nothing could match experience and tried and tested techniques. This lesson is still taught to IN military commanders today.

Middle era

The middle era did not play a defining role in the formation of the country known as Intelligent Neighbors, and nothing of interest happened, save that the alliance formed to protect the city-states from Mobe and Gesell fell apart after the reformation and subsequent immigration of the Gesians to their new land called Gesselshaft. Without financial support, the Mobians could not continue their raids and lapsed into inactivity.

In the neighboring areas many nations began to take shape, such as Witzgall to the south and CornixPes to the east. These and other countries in the area would one day form The Kingdom of the Midlands.

Pre-reform era

Intelligent Neighbors as we know it was founded on the 12th January 2004, by a group of merchants wishing to nationalise the states of Krakk, Jarill and Ungbar. The state of Mobe was also asked whether they wanted to join the new nation, but they declined. After a while the state of peace started to decline when the first shipments of modern weapons (Ak47's from Crookfur) began to empower certain parts of society more than others. At around the same time, more right-wing business methodology was adopted, boosting the nation's economic power while reducing political and social rights.

Marcus (IV) lead an expedition to the Cikae Islands to conquer them for the Empire. It consisted of a huge strike force in heavy armour and overwhelming aerial support. The Cikae military was defeated within two weeks, and IN soldiers garrisoned the islands. As in the previous invasion in the Ancient Era, the islands did not give up and fought the IN military permanently with groups such as the Cikae Freedom Fighters formed. In the face of public opinion, it was decided to allow the islands semi-autonomy, for a while.

Prompted by a close ally (Cornixpes), Intelligent Neighbors joined a region known as The Kingdom of the Midlands, and from then on was an ally of powerful nations such as Euroslavia and Nanakaland. The nation continued to grow, and before long was becoming known as a right wing dictatorship, with the prominant members of society in ruling all below them. At the head of this ruling class was Hanno Kahn, and soon he was 'elected' as Emperor of the new Empire of Intelligent Neighbors.

Another move toward the right wing was to join the Right Wing Collective, an alliance headed by Guffingford/Holy Panooly and The Macabees.

</div> This alliance was in it's acsendance, and soon it rivaled the power of it's sworn enemy NATO. Several inter-alliance wars followed, but overall neither of the alliances were destroyed, and the result was mass ejection of members from both alliances due to treason, and the resulting significant weakening of said alliances. During all this fighting, Intelligent Neighbors stayed mostly out of the way, due to conflicting interests with NATO members within The Kingdom of the Midlands. The Right Wing Collective eventually decided to become less of a agressive alliance, and stopped the mojority of it's activities with the outside world for a period of time. Several reforms later it emerged, with Intelligent Neighbors still in a prominant position, and began to reclaim its respect by means of technological advances in the fields of computing (Black Steel) and military hardware. By this time Intelligent Neighbors was ruled by Emperor Sigmar Kahn, son of Hanno, but the tight grip of the totalitarian government was causing major uprisings within the population. Several conquests of nations such as Neuvo Rica appeased the crowds slightly, but the embarrasing losses during the short-lived Euroslavic civil war led to more anger.

Around May 2005, things came to a head, mainly due to the death of Sigmar Kahn who had no heirs. Several competing faction began to press forward and occupy the vaccuum, but the general of the Intelligent Neighbors Imperial Army began to seal off the country, declaring martial law. Not much is known about the state of affairs during this period of reformation, but an official statement released on Venom Defense (arms contractor) after the event explains some issues.

Post-reform era

"IN has been locked down for around 6 months: all borders were closed, trade being done by military, embassies were shut etc etc. Ambassadors to TKotM and RWC remained. Venom Defense closed temporarily. Spokesperson for Emperor has said that "due to a period of reforms" the country "will be placed in a state of temporary shutdown". Any attempts to intrude would be met by force.

"This situation has now passed, and a new IN is being unvieled to the world. It is now a republic, the old Emperor having died without heirs. A period of reform started, with the army being recalled to suppress any opposition to the change. The military forces have been significantly cut in number, but have recieved an almost complete upgrade in their weapons and training. Part of this process was the radical restructuring of the airforce, turning it into a much more potent foe. Venom Defense has re-opened, and can now offer the quality products it is famed for.

"The political situation has changed in IN somewhat, with the country now being led by a council of people, some elected by the people, some chosen because of their prominance in society (head of army/head of courts etc). This group then elects one of it's members to act as president for two years.

"The new president, Jack Foley, has promised to put an end to the violent and agressive behavior of the old Empire. He has also vowed to radically alter the civil rights and political freedoms of the people of IN, turning "his beautiful nation" into a free and fair democracy. He has said that to increase the quality of life of the IN citizens, they need more room to live. He aims to acheive this in the most peaceful manner possible taking unclaimed wasteland and assimilating it."

President Jack Foley has already embarked on his reforms process, greatly boosting political freedom and civil rights, and democracy now exists in a very real sense. Relations with the Right Wing Collective are still good, but Intelligent Neighbors no longer actively fights alongside them. Around this time the Cikae Islands government collapsed, and IN stepped in to restore order. This time they were a welcome sight after the chaos of the near civil war. The IN Home Security Service (INHSS) conducted secret anti-terrorist operations with Super American VX Man forces in the Cikae Islands. The target was an IFLA base. In a move to reduce political tension, especially with the rebellious ministers from the Cikae Islands, Jack Foley implemented a provincial system, and IN has been divided into nine provinces.

Recent News

The government of Intelligent Neighbors has launched full-scale invasions into the wastelands of TKotM to "eliminate terrorism." They have also given ultimatums to nations within the region demanding that they destroy terrorism in their own countries. It has pushed it's armies northwards and eastwards. The nations of New Montreal States and Super American VX Man are preparing for the worst, and the nearby nation of Tograna have also expressed concern. The situation was started by the kidnapping of the IN president, Jack Foley. His successor, Simon Easdale has dissolved parliament and has established himself as supreme ruler after several staged explosions carried out by corrupt INHSS and INK organisations and blamed on terrorists.

Here are some details about organisations (including military) in Intelligent Neighbors.

INHSS

The INHSS (Intelligent Neighbors Home Security Service) was set up when the Emperor Sigmar Kahn (see Post-reform era) took the throne after his father's death. The INHSS was set up to counter insurgents and terrorists within the nation, more specifically the CFF. The INHSS was well funded, and was given supurb training nearly identical to the training in the INK (see below). Quickly the INHSS developed a reputation for savagery, but no one knew for sure as the were a secret organisation. Toward the end of his reign, Sigmar Kahn used the INHSS to surpress politcal rivals. With the coming of the reforms, the INHSS initially had little to do. Jack Foley, soon to be President of Intelligent Neighbors, took command of the INHSS and used them to protect all the candidates in the election. This marked a turning point in the use of the INHSS, no longer were they used for intimidating political rivals, now their role is exclusively "Protecting the people". The INHSS has still retained the high standards of training and equipment, with similar amounts of funds being allocated. The INHSS has recently had to resume large-scale 'peacekeeping' efforts within Intelligent Neighbors, especially the Cikae Islands.

Cikae Freedom Fighters

The CFF are one of the most infamous terrorist groups in The Kingdom of the Midlands, and have killed many innocents. They, as their name suggests, are based in the Cikae Islands, Intelligent Neighbors. They started their activities as a guerrilla force fighting against the conquest of their islands by Intelligent Neighbors, but eventually they began to strike at the civilian population. One of their most infamous attacks was on the people of Independent Hitmen. The attack took place in a regional market, where people from all over The Kingdom of the Midlands were present. A bomb blast in the middle of the square killed many, and a sniper in an adjoining building picked off survivors, police and rescue units. The sniper was never captured alive as he booby-trapped the door to his room, killing himself and several police officers in the process. The CFF have been less active since the reforms, and the government has claimed that they "no longer exist as a terrorist threat". The CFF is believed to be well funded, and seems to be well equiped. It is rumoured that they influenced the Iron Fist Liberation Army terrorist organisation based in SAVX.

The Ministry of Pain

The Ministry was set up by Simon Easdale to combat desertion in the ranks of the IN army and to ensure that his orders are carried out properly. It also is tasked with the supression of enemy guerillas in occupied lands. The Ministers are reknowned for their ruthless tactics and fanatical belief in Easdale's power. Many of the Ministers wear armour protection in the form of FLIT-3 suits.

Miliz-Polizei

Compulsory military service for males between ages 16 and 18, unless the person in question is going to study furter education. Functions as a reserve police force, keeping order within the nation. You Spending on this branch is the least of all the branches (in the region of $1 trillion per year). Some members are given heavy firearms (SMG's, Rifles), and these are the older, more experienced soldiers. The conscripted men carry low-calibre pistols and steel truncheons. Rough manpower = 6 million.

Army

Roughly a quarter of this is the IN Expeditionary Force, and these units have the capability of being fully transported by the navy around the world. The other two-thirds are land-based with high numbers of armoured formations. Used primarily for foreign intervention and regional peace-keeping, this force has a rough manpower of 4 million men. Funding is at a high of $3 trillion per year.

Airforce

Generally the most independant of all the branches, the airforce prides itself in quality of men and machines. There are around 1 million men working in the airforce. Funding is at a figure of $1.8 trillion.

Navy

Originally the least modern of the branches, now the navy is recieving a overhaul with ships from Layarteb and is now considered a vital part of the IN war machine. 1.8 million men, $3 trillion per year funds.

IN Kommando Special Forces

The most well funded per person of the military forces, each Kommando has been grown from 'perfected' DNA, without flaws. They are trained from a young age and serve as excellent troops. Manpower is estimated at 2000 men, funding recieved is around $1 trillion. The INK has now been operating for about two decades, using only the best equipment available in the world. They train from birth, and are always given the best equipment available.

The standard ordering and grouping of the INK follows a three tier pattern: 4 men to a Patrol, 4 Patrols to a Troop, 4 Troops to a Squadron.

There are always 3 Squadrons based in Intelligent Neighbors at all times. In these Squadron, the 4 Troops rotate between 2 hour standby, 48 hour standby, and leave.

In any Squadron, the four Troops are usually: 1 Freefall Troop 1 Aquatic Warfare Troop 1 Difficult Terrain Warfare Troop (Jungle/Mountain/Arctic/Desert) 1 Mobile Warfare Troop All are specialists in their type of warfare as well as in Urban Warfare and Counter Terrorism.
