The World Heritage List was created on November 15, 2003 with the UN resolution 37 World Heritage List by a vote of 9,402 to 7,623.

Its aim is to create a list of protected environmental sites with extreme significance, in order to prevent them from logging, mining and other environmentally damaging activities.

However, due to a loophole in the resolution that permitted nations to add parts (or even the entirity) of other nations to the list (and not adding a provision for removal), it is often used as "punishment" to another nation for a comment or vote in the UN.
