Geography

With the landscape largely being made up of desert, the north and centre of Hallad is covered by one contiguous landmass, the Halladi Desert. The south, however — mainly Erse and Erkshire — are classified as grassland type plains, which are filled with Collectives and Industry-Communes. A metropolis of fourteen million in population, New Dublin, is the largest of eight cities considered major.

Five province divisions exist throughout the land, named seperately as: the Haradrim; the Halladrim; Tier-Nano; Erse; and Erkshire. The Haradrim contains an area of land known as the Halladi Northlands, resembling the southern climate. Halladi Maxentius, an area of the Halladrim, is a former commonwealth and was seized as a result of the previous governments agression toward Hallad. The fascist nation known as Northern Maxentius was assimilated into Hallad after a regional referendum, in which the people voted for integration

The Halladi Desert

The largest land form in Hallad. It streches from the northern provinces of the Halladrim and Ryydra to the northern one hundred (100) kilometres into Erse. It is actually a highly populated area and most land is farmed. The Halladi Federation uses highly advanced farming equipment based on Israels' own methods and equipment. Also, the Halladi Desert is filled with oil wells, which are well miantained in Hallad. It is also rumoured that there are many secret government bases and bunkers scattered throughout the desert.

Modern History

The Socialist Federation started off as a small, economically weak Socialist Democracy with few allies. The United Socialist States of Hallad started with few allies and an unstable balance between the Socialist Party of Hallad (now The True Directorate) and the spiteful Fascist Party of Hallad. After loosing the second annual elections in Hallad, the Fasicst Party called for all Fascists to revolt. This lead to a seven (7) month civil war, eventually the government's forces prevailed. The First Halladi Civil War devestated the economy. Under the leadership of the unifier of the Halladi Federation, John Connolly, Hallad was able to recover.

Soon after this, Hallad joined the First Communist International . The Federation is now one of the leading members of that alliance. Commissar John MacDonald, of the Commissariat of Diplomacy, is now the Halladi emmissary to the First Communist Internationale. This alliance effected Halladi policy greatly.

The origonal allies of Hallad moved and started a new region (leaving the Halladi founded region of Soviet Utopia). At that time the Halladi Trade Federation was born. It consisted of several, now non-existant nations. It consisted of Saint Sabbat, Scaetland, Arak-Zadar, the Sand Pebbles, and Ubootistan. This was a time of great prosperity in Hallad, the economy boosted from a mere "Reasonable" to "Strong."

Conflict arrose between Hallad and the nation of Shildonia. Shildonia had allegedly aided Fascist rebels in the First Halladi Civil War. The Halladi government demanded Shildonia pay Hallad a small fee to help aid reconstruction of New Dublin, the Halladi capital at the time. The conflict ended in a bitter stalemate. In more modern days, however, the Shildonians and Halladis are making great strives to normalize relations.

Another small conflict arrose with the former nation of Northern Maxentius. They were an agressive fascist nation which invaded a close-by nation. Hallad, along with a coalition of about six (6) other nations, counter-invaded Northern Maxentius. They defeated the Maxentian forces easilty and took a large portion of land that included their capital. The fascist forces soon surrendered as their government collapsed. There were several uneasy years of transition, as Maxentius made their move to Socialism. Eventually it became time for the Independance Referendum to be held. The People of Maxentius, seeing the prosperity brought to them under Socialism, voted for full assimilation in the Halladi Federation rather than independace or continuing to be a Commonwealth.

The Halladi Trade Federation soon disbanded, and Hallad moved to several regions before settling in the New Roman Empire (the NRE or TNRE). After this, the Federation became the United Nations Delegate of the New Roman Empire. Only recently was Hallad replaced as UN Delegate by the nation of Heimlichsburg.

Another small war occured, a few years before Hallad joined the New Roman Empire. It was the Second Halladi Civil War, although many do not consider it a war at all. It consisted of an attack by the Fascist Party of Hallad, in which they took the capital, then New Dublin. The Halladi Military took the city back with ease. The Fascist had power in Hallad for one day. This is known as the Second Civil War, but many view it was a small coup with no real influence in Hallad.

Hallad soon began to have real economic and political power. The Halladi government had united the New Roman Empire under their leadership. The Halladi government set up the Roman Senate, the United Roman Military Task Force (URMTF), and a Roman Diplomatic Corps. These institutions would last for several months before the Roman Government collapsed.

Hallad soon came under new leadership. Mustafa Fenris, the Capitalism Now Party canidate for Premiership, won elections and turned Hallad into the Capitalist Imperium of Hallad. Elections were banned, and the economy boomed - however it did not reach its high under the Capitalists.

Soon nations such as Hattia and The Island States rallied to "bring democracy back to Hallad." However, it is often speculated that they merely wanted to return Socialism to Hallad. The Federation soon allied itself with former its former enemy - Shildonia. In addition to this the Capitalist Imperium enlisted the aid of Grunge-France and Shessara. The Halladi-Hattian Conflict began.

Recently, the Federation has joined the UnAPS, or United Alliance of Progressive States. From that alliance, Hallad has also joined the Union of Socialist Republics, which includes the nations of the Island States, Hattia, Edolia, and Jondera. After the UnAPS disbanded, the Roman Government collapsed, and Hallad found itself in Haven.

The Halladi Military is three branches; the Red Army, the Hawks, and the Red Navy.

The Halladi Military has often been criticized for the use of ranks. However, it is generally accepted that the military is around the defend Socialism, not practice it. New recruits should understand this, as the Halladi Armed Forces are voluntarilly joined. And, the sheer number of men shows that there is a huge sense of patriotism in Hallad.

Legislative Branch

Hallad has a bicameral Parliament with two houses, the People’s Senate and the United People’s Assembly. The United People’s Assembly is the upper house of Parliament. The People’s Senate is the lower house of Parliament.

Judicial Branch

The judicial branch of Halladi government is made up of the National Worker’s Court, which is administered by the Commissariat of Justice. The National Worker’s Court is made up of a twelve-man council. Council members are appointed by the Premier and approved by Parliament.

The Rights of the Peoples of the Federation

1. Where as all people are created equal, in the eyes of the Federation, regardless of race, sex, religion, or sexual orientation. Crimes against these qualities, to be referred to as Hate Crimes, shall result in a trial by the Commissariat of Justice against the accused person(s).

2. Marriage is defined as the matrimony of two (2) persons. Heterosexual and Homosexual marriages are both valid in the eyes of the Federated government.

3. All citizens have the right to apply for a civil union.

4. All citizens have the right to a fair trial. Impartial attorneys will always be provided to both Plaintiff and Defendant if they request it.

5. All citizens accused of a crime must go through a hearing. No accused person(s) can be held with out a charge against them.

6. Citizens of the Federation are expected to follow the laws of the government and the laws of the people. The Commissariat of Justice will try dissenters.

7. Citizenship can be gained through application to the Commissariat of Immigration. All applicants are subject to extensive background checks. Applications made of lies will be revoked.

8. All people, citizen or not, have the right to Asylum with in the boarders of the Federation.

9. All citizens of the Federation have the right to vote if they are at least sixteen (16) years of age.

10. All citizens have the right to an education. All citizens must attend at least twelve (12) years of school. College is optional, however it is free to attend.

11. All citizens are entitled to a place in the Universal Healthcare System of Hallad. This is free after application to the Commissariat of Internal Affairs.

12. All citizens can apply for a job. Those unable to find suitable work may apply for Welfare. This can be done by applying to the Commissariat of Internal Affairs.

13. All citizens have the right to bare arms and belong to the People's Militia.

14. All citizens have the right to practice the religion of their choice. Appropriate worshipping facilities are provided. Hate Crimes against these facilities or worshippers will not be tolerated.

15. All citizens have the right to affiliate with the political party of their choice.

16. All citizens are encouraged to participate in the governing of the Federation.

17. Any citizen has the right to call a town or city meeting. Any town or city has the right to call a county meeting. Any county has the right to call a provincial meeting. Any province has the right to call for a National Assembly.

18. All citizens have the right to form a Commune or Collective. However, the Commune or Collective must be registered with the Commissariat of Internal Affairs.

19. All citizens have the right to form a Syndicate. However, all Syndicates must be registered with the Commissariat of Internal Affairs.
