The Serene^Union of Kaenei (Pronounced "Key-neigh") is a Technocratic Aristocracy founded on an island-mass in close to the Arctic Circle of Earth with territory on the Jovian moon of Europa, and also upon "The Ring" within Saturnian space. The Serene^Union was relatively well-known for its recently practised isolationism in international affairs. Re-evaluation to this approach led to the Union becoming signatories to The Triumvirate of Yut, as well as the Non-Democratic Alliance.

History

Main article: History of Kaenei

What is now known as the Serene Union came into existence hundreds of years ago, when the individual and scattered Kaeneian settlements (themselves directly assembled from the majority of the starships which had borne them on their journey from Solarri to Earth) which had grown over the course of some decades into bustling Provinces, were unified under a national central executive, legislative and judical authority.

Politics

At a basic level, the national government of the Union consists of semi-autonomous provinces with substantial self-governance, united under an unelected authoritative body. This body contains a legislature, judiciary and executive.

The government of the Union is fundamentally undemocratic. There exists a national parliament which serves only an advisory role and wields no actual power (See legislative Facet below). Elections considered in any way, shape or form do not take place. The Union's government is also unusual in that there is no effort to enact separation of the varying departments of rule. The legislature, judiciary and executive (known internally as "Facets of Governance") are united within the Council of The Aengelistoria Dominica.

DES Defence Solarri	Crestan Meridaa	The controlling centre for all extra-planetary colonies and the combined space-borne fleets of the Serene^Union, an interstellar navy of sorts. They are expressively prohibited and forbidden from controlling or maintaining significant Kaeneians-at-arms.
DET Defence Terra	Vorsol Kindago	The controlling centre for all Earth-based military and personnel, and the department overseeing manpower directly. They are expressively prohibted and forbidden from controlling or maintaining orbital or trans-system transport of any significance.
DEG Defence Guardian	Miaan Reizeger	Acting as the both the civilian police force internally, and also providing law enforcement within the military.
DSI Department of Science	Farii Metrasci	The controlling centre for scientific study, research and analysis. The Scientia has further specialised segments which are closely involved with their respective sister-departments; Military, Medical and otherwise stated.
IA Internal Administration	Zaetti Forsouth	This governmental department is by far the most mammoth and sprawling of any other facet on the council -- For its mandate is expansive and truly all-encompassing covering such divergent responsibilites as the national power grid and the botanical maintenance of city parks.
KISS Kaeneian Intelligence & Security Service	Vitras	The central intelligence collection agency for The Aengelistoria Dominica; charged with retrieving, analysing and disseminating information relevant to the security of the Union. Responsible for Military and Civilian Law Enforcement Intelligence with all detectives of the latter supplied by the KISS or vetted upon promotion.
OFESA Office for Foreign and Extra-Solar Affairs	Riordan Likonesse	The controlling centre for affairs out with the territory of the Serene^Union. Responsible for providing consular assistance to Kaeneians residing outside the Homeland and coordinating with alliance obligations.
UOM Union of Medicine	Viktoria Annabel	The controlling centre for medicine. Includes research, implementation and operation of the nationwide health system.
OML The Office for the Maintenance of Law	Supreme Justicar Henchoz	Charged with ensuring the continued obedience of all to the code of conduct [Law] of Kaeneian society as a whole; also responsible for the entirety of the national court system and having partial jurisdiction over the Grand Court of the Union [See Judicial Facet] whose Supreme-Justicar is also the Office leader.
DHS Department of Homeworld Security	Riordan Likonesse	The newest agency of the Aengelistoria Dominica; charged with maintenance of the Defence Guardian and also control centre for customs, immigration and disaster-coordination contingencies.

Important Positions

Governor-General of the Serene^Union: [Currently Sophia Byzainti ] - Arguably the most senior position in Kaeneian society, the Governor-General is selected from amongst the heads of department to serve five year terms in which they shall, together with the Overseer Aengelis, hold final veto or assent over the decisions of the council at large. Furthermore in the event of non-specified emergency and with the support of the Overseer Aengelis and at least one department head the Governor-General can assume total executive control of the Serene^Union.

Overseer Aengelis: [Currently Kristilanna Lgealis ] - In the past this position was directly responsible for overseeing all military aspects of the Serene^Union, and ensuring sufficient safeguards were in place to prevent abuse or circumvention of the will of the Council. In more modern times, it has instead become the centre of power for all Kaeneian affairs outside of the cradle of Humanity - Recent legislation passed cementing the seat of the Overseer Aengelis on the Jovian Moon Europa, and assisting to spread the populace between two central points. Along with the Governor-General in possession of a grand veto and assent. In cases of disagreement the Governor-General may overrule but cannot use this power more than three times during any given administrational year. This Council position is currently vacant following the disappearance and presumed death of Overseer Lgealis.

Supreme-Overseer: In essence, a department head and one of the most senior positions in the Serene^Union. A Supreme-Overseer claims a seat within the Aengelistoria Dominica and is considered the total authority in his or her field of expertise. Due to the time-consuming nature of such the position they are rarely actively involved in the day-to-day running of their department.

Grand-Overseer: Technically subordinate to the Supreme-Overseer in terms of placement, to all intents and purposes a Kaeneian of this position is the ultimate controlling point of his or her department- Actively assuming all facets whilst their superior is absorbed by the business of the Aengelistoria Dominica.

Overseer: At this stage of government, the overall assumption of duty ceases. Departments further fracture into sub-sections, an example being Internal Administration which breaks down into such areas of responsibility as power generation, municipal services, housing provisions and so on. Overseers consequently take charge of one facet of these newly fractured departments -- Continuing to report to their relevant superior.

Master-Adept: The direct junior of the Overseer. It is this position that deals with the majority of the logistical work which is created by the decisions of the Overseer, and it is the Master Adept’s task to implement these changes as they are decided upon. They also carry status as advisers to the Overseer, as they are usually well versed in their respective fields.

Legislative Facet

The Serene^Union is divided into Provinces, granted considerable autonomy in matters of non-national legislation, eight in total, these being in order of size and population: Solarri, Byzantineri, Khandrisii, Xirithias, Fortuna, Meridiaa, Xiana and the Northern Fortresses. Each Province is further sub-divided into Regions, of which the number is not fixed and can vary considerably from one area to another. The ultimate head of any Province is the Provincial Governor Supreme, of the Province and regions contained therein (Governer), whom is appointed by a Committee of the Aengelistoria Dominica and staffed by those on merit of experience. The Governor is the focal point for activity at a legislative level within that province. He or She has powers which enable policies to be implemented across a considerable spectrum. All policies, however, are cleared by the Aengelistoria Dominica. Beneath the Governor is the Cabinet, comprised of people selected by the Governer who act as advisors. The Cabinet represents the Govenor in the Provincial Dominica.

In theory Provinces can be created by a simple Act of Supremacy by the Aengelistoria Dominica; however the current total of eight dates back to national unification and is unlikely to change in the future.

The Provincial Dominica is a consultative, unicameral chamber populated by Regional Citizen Representatives (RCPs), sent by member regions of the respective Province. Here, matters of concern are raised for address by the Governor or Cabinet and prospective policies are debated. The number of representatives from each region isn't fixed, and follows a rough formula of fifty thousand citizens to one RCP. Because of the fantastic sizes of the Provinces and the Regions they contain, each RCP has a considerable staff for their use.

The lowest form of legislative authority is seen within the Regions, the foundations of each Province. Here power is vested in a special Citizen Appropriation and Delegation Committee (CAD Committee), which acts essentially as a conventional City or Rural Council might. The members of these committees are usually mostly appointed by their respective Governor, though only a small number will find their way to this seat by appointment, the rest being selected by those already in place. It is the CAD's perogative to select the RCPs whom will represent their Region at a Provincial level.

Each Province sends fifty representatives to the National Consultative House of the Union (The House of Union), known as Provincial Delegates (PDs). The House of the Union is unicameral -- It has a merely consultative power and does not hold any legal sway. However when any issue raises a significant feeling in the House, it is in the nature of good government for that feeling to be used as a base for decision-making.

Judicial Facet

The Judicial system of the Union stands as an offshoot of the government, not an independent institution. The Law itself, or the power to enforce it is neither supreme nor seperate. Authority is combined with the executive and the Office for the Maintenance of Law.

Due to the Technocratic nature of Kaenei and the slim number of cases falling outside of strict criminal law, there exists no specified system for civil cases. They are pursued in the same way as any physical wrong or illegal action. Courts exist at the regional levels (Regions being what make up provinces) and Provincial level. Justicars (Judges) are appointed by the Regional/Provincial authority, on advice by the individual branches of the Office of Provincial Law, and the national department of the Office of Law. Courts of Appeal exist only at Provincial level below the National government.

At a national level the supreme judicial power of the land lies with The Grand Court of the Union, which hears cases involving multiple provinces, crimes against the Union as a whole, or otherwise difficult proceedings which they may be offered to take to trial. The Grand-Justicars which are seated upon the court are appointed by the Governor-General for life, unless unfit to serve or otherwise bring disgrace upon themselves, with the agreement of the Supreme-Justicar and Overseer Aengelis.

The Governor-General along has sole power to grant clemency and may if desired issue pardon, or choose to reduce sentences. This power may be delegated in a limited capacity to the Chief Justicar of the Office for the Maintenance of Law for the purposes of increasing prison sentences.

Citizenship

The Act of Supremacy (Citizenship Bill EA025/02/AD), is the piece of legislation setting forth the bulk of law on the subject of Citizenship within the Union. The recently passed Act of Supremacy (Citizenship and therein EA517/4500/AD) reaffirms that the Aengelistoria Dominica does not recognise or accept the concept of dual-citizenship. Kaeneian citizens and subjects are forbidden from becoming a foreign national by their own direct action.

A [Kaeneian] Citizen is entitled to the following:

Right to abode within the Serene^Union.

To be selected, and serve in Government Office.

To serve in the Armed Forces as a commissioned Officer or above.

The integral concept to citizenship within the Union is Jus Sanguinis (right of blood). The only way to attain citizenship is to be born of Kaeneian citizens. Whether a prospective child is born within Union territory or out with is irrelevant; the child shall hold Kaeneian citizenship if either one of its parents holds likewise. Unlike many other nations, Kaeneian nationality does not provide for naturalisation or any other form by which an "alien" might obtain citizenship.

A second class of Citizenship also exists, that of a Kaeneian Subject. It is important to note that this second classification conveys very little usefulness, it instead serves as both a warning and stern reminder of the Aengelistoria Dominica's continuing enforcement of the policy of genetic isolationism. A Kaeneian Subject is one recognised by the Union only in the most basic legal terms. They are not granted many of the rights of a Kaeneian citizen, and can only serve in the armed forces to a limited degree (As a non-commissioned officer or Adept). Furthermore, a citizen who knowingly gives birth to what will become a Kaeneian Subject forfeits their own citizenship and is reduced to a subject themselves. Since this does not include the right of abode it is in effect a form of exile.

Acts of Supremacy

The term Act of Supremacy is an inclusive name for important articles of national legislation.: such as those regarding religion in governance and citizenship. When an Act of Supremacy is passed, it is the definitive national decision on any given issue.

Kae Solarri biological differences

A noted factor of Kae Solarri is a considerably less efficient liver detoxification system, specifically in the breakdown of hydrocarbon compounds such as alcohol. 'Alcoholic beverages from Kaenei are often commented on as weak when experienced outside of their borders.

The visual spectrum is markedly different to its Human counterpart. Constant exposure to harsh elements and lack of direct sunlight has caused the Kaeneian retina to detect, for intents and purposes, a blue tint over everything. Many a wise-cracking foreigner has commented on this matching a Kaeneian's dour mood.

People

A typical Kaeneian mind is far more organised, and less prone to emotional outbursts than its Human counterpart. While a Kaeneian isn't immune to such emotions, it is looked down upon to let those things take control of oneself. This imposed stoicism provokes the blinded observation that Kaeneians are as unimaginative as the electronic intelligences they spawn. Bustling crowds, bright colours and what can be generally regarded as a "party atmosphere" are all found distasteful by native Kaeneians. They are often loathe to associate with foreigners, though they will to remain polite.

Personal values

An average Kaeneian values three core beliefs above all else- Honesty, Tolerance and Non-interference. The first is obvious in origin, as the displacement that saw the Union founded and billions displaced remains an ever-lasting indication of the horror of deception.

Though Kaeneians generally have had no contact with other races, they believe no people holds divine right upon another under any circumstances. It's a general believe that imposing one's will upon another isn't a power statement, merely a terror statement.

Unfortunately, Non-interference often conflicts with Tolerance. Kaeneian values teach that second only to Honesty is the vital truth that all beings are entitled to fulfil their affairs without interference. To pursue dreams and stumble, or achieve their desires and leap upwards, is neither for a Kaeneian nor his people to directly interfere with. This concept had been stretched to the breaking point in recent decades, the Sketchen war virtually destroying this fundamental.

Religion is a fundamentally foreign concept to the people of the Union. It is important to remember the Kaeneian mindset in relation to any acceptance of a higher power or deity. Generally, to a Kaeneian, there is no higher individual to answer to than one's self. Only the common moral and ethical beliefs of a people bound into codified law act as a safeguard against the ravaging excesses of sentient nature, and when so little stands between society and anarchy, to hand free will away from Kaeneian to the supernatural is seen as an error, and a catastrophic leap of faith.

Aesthetics

The various structures of Kaenei are remarkably different to many other foreign constructs. Preferring not to cluster together, and create senses of claustrophobia, Kaeneians far prefer the concept of space management without compromising on efficiency. The tower is a pinnacle of Kaenei craft. Never has such a simple, open idea spawned a myriad of solutions. From the city spanning, cloud grasping behemoth of the Spire -- to the small, compact habitation towers that house many Kaeneians to this day.

Economics

Foremost, the Serene Union is a Technocracy. As such, money is redundant. The only comparable currency is the Energy-Credit which determines the levels of power consumed by individuals within the Union, and is not affected by employment or qualification and is thusly not an indicator of wealth or success. The Serene^Union does not trade actively with outsiders. All goods that are required are manufactured within their borders. There are exceedingly few corporations within Kaenei, for their presence would be pointless. The Serene Union is capable of maintaining basic standards of living in-house, as it has done for centuries beforehand. With the advancement of technologies, coupled with the increasing threats of a militaristic world, the Serene^Union does, on a strictly non-regular basis, trade in high gain computational systems and limited raw materials.

However, there are entities owned by the state which are charged with providing services under the all-encompassing provisions of the Aengelistoria Dominica. They're expected to cover a multitude of things a Kaeneian might encounter within the normalcy of his or her day; power generation, sanitary systems, and heavy industry supplied by such devolved assemblies. The most well-known of these state-maintained entities outside of the Serene^Union is Air Kaenei, the state Gravline and primary carrier of internal and trans-world Kaeneian air traffic.

Church and State

The Act of Supremacy (Religion and practice thereof EA517/4966/AD) States:

The state, deemed to include the workings of government such as legislature, consultative, executive and judicial shall now and forever remain seperated and impartial to the affairs, beliefs and practices of religion, organised or otherwise. The state shall endorse and give good-favour to no religion over another and seek not the establishment of a preferential. Holders of theological position shall henceforth be prohibited from also holding state office, to ensure the seperation of practised worship and government is maintained.

Despite an overwhelming consensus on the subject from a purely logical point of view (with a near one hundred percent of population confirming themselves as Non-Religious/Atheist) it's believed a significant minority numbering in the hundreds of thousands practice Celestialism.

-For a time, The Caelistis Gens Empire was all powerful. Surpassing mortal labels and truly ascending to a near perfect state of unity, and evolution. Stagnation was avoided, and pushed back with the constant search for variation. As the empire expanded, and others agreed membership or volunteered, did their own cultural differences integrate into the group. Truly was this a utopian dream.
-It was around this early date that the first semblances of what would later become the machine nation of Angelus were founded. Originally designed by the Droaidh-Emperator's son, Aelois as the controllers of the impressive armada that secured the CGE from all aggressors. Their full history can be found elsewhere, but sufficed to say they achieved sentience within two Terran years of activation, becoming a vital and again unique link in the chain of evolution.
-Admittedly. with billions united, and technologies unrivalled, the threats that were of note to such an empire were few and far between. It was perhaps this lack of opposition that sowed the smallest, tiniest seeds that would later fuel the fire that signalled the burning, and total destruction of paradise.
-The quest for more was never ending. More knowledge, more resources, more citizens and more experiences. In the majority of cases, it was a simple integration that marked the end of one independent civilisation, and the beginning of another. Occasionally, a little more effort and work was required for unification. Ultimately, all were successful in some form or other. Indeed, many rose to prominent positions within the empire, becoming influential in the fields of economics, production or in individual cases, the attention and patronage of the Droaidh-Emperator himself.
-It was one such individual, amongst one such family, amongst one such nation state that would become as well known as anything within Kaeneian spheres. A wealthy and intelligent man, he saw the opportunity the CGE presented the way any sane individual would. However disturbing signs of just how literal he believed in opportunity arose quickly. His prominence diplomatically, and in bringing no less than fifteen other sentient alliances into the fold attracted the Emperator's attention. Within a sort few years, he had been invited, and accepted a place within the personal entourage of the leader of the CGS, and only a few, short steps from ultimate glory and power.
-From his lofty perch, the intelligent aide observed and noted all. Nothing of semi-worthy note escaped his attentions as every corner of the empire was in turn watched intently. Even the actions of the entourage he was a member of, was open to observation. In this way, information became a key building block of his power base.
-years passed without further incidence. The Caelistis Gens continued as they always had. Nothing of note occurred nor failed to pass without expectation. Beneath this glass of ordinary existence, a single speck of rain, heralding a storm of unbelievable fury, fell. For in the time passed, the one Aide had grown to crave, and lust all. His greed reached heights not known in ten thousand years of existence and development. In a society where literally every single person was totally, and utterly trusted in their position, where an order from a high ranking individual carried out without hesitation, he was a dangerous influence indeed.

-To this day it is unknown both how and by how much the united forces of the Caelistis Gens fell to corruption. Barely any recorded deed from this time for darkness remain in the knowledge of modern Kaenei, and figures are near impossible to identify, but what is certain is a near equal shattering of the armed forces occurred.
-It is known only that in the space of one Terran day, twenty four hours, did this one observer, and consumer of information arrive in orbit of Solarri. In his entourage did he take six starships, whose names are long since lost and buried. Despite the unusual proceedings of fleet movements around the Solarri system, nothing untoward was deemed.

-The next few seconds shattered the Empire for a lifetime. From high orbit, the accompanying fleet opened fire. Scathing beams of irradiating energy struck and vaporized planet defences with murderous intensity and knowledge. Without even time for the electronic intelligences to realise what was underway, were the massive, silo-like defence lasers melted in their metal tubes, rendered useless and impotent.
-Concussion warheads tore through the atmosphere, arcing through non-active defence shields with a triumphant score. They buried themselves deep within solid duranium constructs, detonating with fury like nothing encountered on this tranquil orb in ten millennia of peace.
-Those that would disgrace their oaths to the Droaidh-Emperator did not receive it all their own way. Within four minutes of the initial strike, a relief force launched from Solarri's lone orbiting moon. Stopping not even to ponder tactics, nor formations, launched themselves against their hated, betrayal-brethren. Phase distortion cannons locked together within a foreboding backdrop of blue and black. Transphasic warheads detonated hulls without a care as to the balance of power behind enemy lines. Screams and agonies of countless hundreds of servicemen and women were forgotten amongst the carnage.

In cases of disagreement the Governor-General may overrule but cannot use this power more than three times during any given administrational year. This Council position is currently vacant following the disappearance and presumed death of Overseer Lgealis.
-For now they did not fight poorly armed, badly motivated extremists. This time they battled brother officers, equally well adept, equally well trained and most importantly of all, utterly convinced of their superiority over the traditional rule. For almost eighteen hours the battle waged over Solarri. The Loyalists handed the opportunity to strike hard first, were quickly bolstered by reinforcements arriving from all stretches of the empire.
-Fortunately for the self-professed "Neo-Emperor", the very maligned creature that had planned and plotted and conspired all those years ago, spent his waking moments observing everything and all, his forces were able to survive, thanks mainly to the hesitation of the home guard to utilise more devastating weaponry, so close to Solarri herself.

A Supreme-Overseer claims a seat within the Aengelistoria Dominica and is considered the total authority in his or her field of expertise. Due to the time-consuming nature of such the position they are rarely actively involved in the day-to-day running of their department.
-It was this, amongst other poor decisions that began the rout towards the central palace itself.
-Dropping from whatever realms of physics-bending space they travelled through, such technology not even surviving in written lore to this day, the bulk of the Rebel fleet made one, swift motion. Taking their considerable numbers, they played a dangerous, calculated move.

The commanding craft, housing the traitor himself, and his surviving escorts, that had made up the original betrayer fleet, moved out system, swamped by rapidly arriving loyal forces. Dropping all starships in on the Solarri defensive beacon, they overwhelmed the system defence craft who had remained behind to secure whilst the bulk of the offensive loyalist fleet chased after the command carrier and her escorts.
-Virtually denied any hope of detection, the System craft were utterly helpless as they were smashed aside, swamped by strength of numbers, and vaporized even as they desperately called for assistance. Realising almost too late, the surviving loyalist fleet turned back, making all speed to Solarri.
+;Overseer: At this stage of government, the overall assumption of duty ceases. Departments further fracture into sub-sections, an example being Internal Administration which breaks down into such areas of responsibility as power generation, municipal services, housing provisions and so on.  Overseers consequently take charge of one facet of these newly fractured departments -- Continuing to report to their relevant superior.
-The situation to sum up, had changed markedly. Through devious and cunning tactics, and the use of the CGS temper at being betrayed, the kingdom of Solarri had been lain wide out open, soft supple skin for a sharp blade to stab, and draw blood. The surviving planet based defences worked as hard as they could ever be expected to, as the skies turned black. Swarms of landing craft blotted out the strong sun, even as natural clouds began to gather overhead, an omen of things to come.
-Eventually, the point cannons and torpedo batteries were overwhelmed, and fell. Millions of rebel-lusted battalions descended on the serene, ornate gardens of the outermost city sections. Discharging their weapons before they had time yet to realise their location, so eager were they to bring down the CGS and all it stood for.

The ''Governor'' is the focal point for activity at a legislative level within that province. He or She has powers which enable policies to be implemented across a considerable spectrum. All policies, however, are cleared by the Aengelistoria Dominica. Beneath the ''Governor'' is the ''Cabinet'', comprised of people selected by the ''Governer'' who act as advisors. The ''Cabinet'' represents the ''Govenor'' in the ''Provincial Dominica''.
-Great plumes of smoke wafted into the air around the city. Whole sectors slowly incinerated into ash, sometimes mixed with the charred mass of bones that were the only remembrance of the people who had been caught in the wave. Despite being as well trained and motivated as the rebels, the Solarri Guard found themselves easily outnumbered by a mind boggling ratio, and with no chance of immediate reinforcement. Despite a slick and brilliant campaign of precise targeting and shadow-like night raids the Rebel forces were constantly resupplied from orbit, making any blows dealt to them a delay at best, and a waste of life at worst.
+In theory Provinces can be created by a simple Act of Supremacy by the Aengelistoria Dominica; however the current total of eight dates back to national unification and is unlikely to change in the future.
-With a heavy chain around his heart, and a heaving chest, the Emperator ordered that the High Guard fall back to the central belt, abandoning the city to fire, and blood.
+The ''Provincial Dominica'' is a consultative, unicameral chamber populated by ''Regional Citizen Representatives'' (''RCPs''), sent by member regions of the respective '''Province'''. Here, matters of concern are raised for address by the ''Governor'' or ''Cabinet'' and prospective policies are debated. The number of representatives from each region isn't fixed, and follows a rough formula of fifty thousand citizens to one ''RCP''.  Because of the fantastic sizes of the '''Provinces''' and the '''Regions''' they contain, each ''RCP'' has a considerable staff for their use.
-It is said that the dividing wall that separated the central palace from the rest of the city was stained red with the blood of those that would do battle around its most holy walls. Perched in the best defensive positions possible, and ready, the Loyalists took a heavy reaping of souls, bodies piling up so quickly that it became a must for them to be pushed off, lest they provide a way in their eternal rest for the wall to be breached.

-But all was in vain. As millions more betrayers fell from orbit to join the battle, the walls themselves creaked with the sheer throng of bodies and weaponry throwing themselves forward. Within the cold depths of space, weapons fire flew as the massive and all-powerful vessels of the third Solarri fleet collided with the rear support of the Rebel fleet. They tore a gaping hole into the despoilers, but lost precious time attempting to cut through and reach the embattled world ahead.
+Each '''Province''' sends fifty representatives to the ''National Consultative House of the Union'' (''The House of Union''), known as ''Provincial Delegates'' (''PDs''). ''The House of the Union'' is unicameral -- It has a merely consultative power and does not hold any legal sway. However when any issue raises a significant feeling in the House, it is in the nature of good government for that feeling to be used as a base for decision-making.
-It is not precisely known how the outer wall was finally breached. Common legend dictates that it was the mountains of dead that rose up like obscene supports, allowed the attacking lines entry over the top, and into the complex. It is more likely that a combination of concussion warheads and sheer venomous will, with no regard for self preservation allowed a breach to develop. It is of no matter, as the fall of the palace was confirmed. Without the final bastion of protection that the outer wall provided, the minions of dishonesty and darkness poured through, killing hundreds of their own in massive crushes as they sought to enter and dispatch any against them at all haste.
-Defenceless servants, running as fast as their aged legs could carry them. The younger, fragile Librarixons that screamed and clawed at any who would listen. The precious few, white clad of the Guardians, giving their lives gladly as they sought to stem the tide. All were brutally cut down as they swarmed into the sanctity of the inner chambers.

+The Judicial system of the Union stands as an offshoot of the government, not an independent institution. The Law itself, or the power to enforce it is neither supreme nor seperate. Authority is combined with the ''executive'' and the ''Office for the Maintenance of Law''.
-Fragile, sculpted art that could lay claim to creation by the greatest artistic minds of the Empire, that could change the mood of a person for ever after, were ripped apart and trampled. Many more innocents were attacked, and violated in ways too heinous to imagine here. All the while the few hundred surviving Guardians gave ready to sacrifice themselves utterly, to provide the sole means of escape for the Emperator, and what remained of his family.

They are pursued in the same way as any physical wrong or illegal action. Courts exist at the regional levels (Regions being what make up provinces) and Provincial level. His gaze watched over the seething mass of rabid figures, and terrible war machines that tore apart and destroyed all he had worked for and persevered to maintain. With that, the Emperator of the Caelistis Gens Empire, heavy of heart did the only thing that he could do in such circumstances. Gathering up the last of his entourage, and secure in the knowledge of the sacrifice those around were committing, he left the palace, and Solarri.

It is known that at one point the population of Meridiaa was far more in number than present-day, where a mere eight million reside.
-The city itself is different in construction to almost the entirety of it's inanimate brethren. Great lakes are in abundance throughout this section of the land, and advantage has been gained. By constructing immense towers similar in design to the spire yet far less massive or ornate the entirety of city function can be integrated and placed upwards from these lakes. Thermal energy can be utilised by drawing cold water from the lake through turbines to generate the required amount, before being harmlessly passed outwards. Considerable footstock can be gathered from the abundant fresh fish residing in the lake, and plant life inhabiting the rim. Furthermore, many deep-water scientific experiments are carried out here, and some of the finest marine minds of Kaenei hone their skills in the renowned aquatic labs of Meridiaa.
-===Xiana===
-The third of the supposed triangle cities, as referred to by native Kaeneians in the area Xiana lies to the North-west, home to five million Kaeneians and the smallest true city within the borders of the Serene^Union. It has been noted native Xiana citizens tend to be extremely defensive of their culture and status and though seem to soften to those hailing from Solarri, are notorious for their disdain of all things Khandrisii. Though one must consider underneath the aloofness and near-emotional-silence of Kaeneians, it is extremely difficult to identify this dislike.
-In reality, Xiana as a city may soon vanish from accumulated maps and indicators. As population continues to fall, with the majority making the relatively short journey to Solarri for permanent residence, it is doubtful whether useful exportation of limited natural resources in that area can continue to supply reason to persevere classifying Xiana as a city. It now faces relegation to major settlement status,
-===Northern Fortresses===
-Not truly a city in any respect, but a vital part of Kaeneian psychology and early movements and as such worthy of mention. It is in reality second only to Solarri in terms of founding, and importance. For only months after the capital lay claim to ownership of all surrounding, did a large party of Kaeneians move north braving the biting, chilling rage of storms that proved all-but-impenetrable. For beyond these, lay the unexplored, and mostly ill-understood Northern wastes. A forest not of trees and shrub, but sky-spanning mountains of impressive height and mass. A chaotic strip of jutting, splintered rock that barred all further progress, and demanded respect.
-Here fortresses were constructed- Utilising techniques that would later make the unique city of Fortuna a reality. Directly into the very peaks of the tallest mountains, these stations, eyes to the massive Kaeneian body as a whole, watched the near-stillness of the Arctic circle. For it was here, that Kaenei feared most attack. The Terran Humans of the time now took in their stride advanced technologies that would make bypassing the Arctic circle a reality. Indeed those now took it upon themselves to cross it physically as challenge. It fell to these few souls braving the harsh elements to ensure none saw what they did not wish them to see.
-Over a course of time, technology became such that the Northern Fortresses were no longer viable for their original purpose. The space age simply removed any practical purpose they once bore. And yet, they prospered. Now, those station sentries found themselves amongst the hardiest, and most efficient Guardians of the Serene^Union. Their unwavering loyalty and drive, as well as determination quickly saw them tasked with training others in ability. So as it is to this day, that the Northern Fortresses are a military academy and headquarters. Where the greatest military minds of Kaenei meet, and discuss. Every Kaeneian military adept must take a tour of service, usually six Terran months, in the fortresses to better understand their goal towards the survival of the Serene^Union and themselves.

-The Serene^Union is an autocracy, meaning at a fundamental level it is undemocratic in almost all application of governmental policy formation and legislation. The current model of rule is not one cast-iron rule and treaty, but instead the result of subtle formations in need as a result of the curious circumstances that lead the Kaeneian race from Solarri to Earth. -Bustling crowds, bright colours and what can be generally regarded as a "party atmosphere" are all found distasteful by native Kaeneians, and avoided. They prefer silence to noise, and are often very loathe to befriend or truly open up to non-natives, though they will at all times remain polite.

-The various structures of Kaenei are remarkably different to many other foreign constructs. Preferring not to cluster together, and create senses of claustrophobia, Kaeneians far prefer the concept of space management and aesthetic concerns, without compromising on efficiency.

From the city spanning, cloud grasping behemoth of the Spire, to the small, compact habitation towers that house many Kaeneians to this day. -Another unusual concept is the shunning of tungsten filament lighting or thereabouts. Having long ago practiced and perfected the concept of photo-chemical illumination, a very different concept, achieving much the same aim is the norm.

When stimulated with various electrochemical agents, the liquid is persuaded to shine brightly, providing illumination. The preferred tone is a darkish blue, though standard white light is tolerable.

It is said the traitor armies of Solarri repainted their armour this colour in preparation of the slaughter that was to follow and of the coming betrayal. Red is incorporated into the Kaeneian two-headed eagle, the national flag and symbol, representing the failure of the CGEto endure the terrible rebellion.
-The colour white, on the contrary is much appreciated. Its purity is very much its attraction, and a great many schemes incorporate it.
-Amongst all things that disgusts a Kaeneian the most is the concept of Betrayal. No matter on how trivial a level, as though genetically written into their very DNA, the people of Kaenei find the idea of turning upon another’s trust to be a savage and filthy act. It is with this reason that few were encouraged by the end of the isolation, despite the benefits.
-Incest is a far more harshly dealt topic than in many other cultures, because of the origins and paths of Kaenei. During one hundred years, the time taken from the journey from Solarri to Earth, great steps were taken to ensure that no unlawful nor unhealthy relationships could take root. In such limited spaces, surrounded by a stale and often unchanging population, arguably extreme countermeasures were taken against those found guilty of even the most tenuous case.

No Kaeneian is "paid" in the same way that foreigner receives monetary compensation in return for services.
-There are no corporations within the borders of Kaenei, for their presence would be pointless. Until a short time ago, Kaenei was more than capable of supporting itself, as it had done for centuries beforehand. With the advancement of technologies, coupled with the increasing threats of a militaristic world, the Serene^Union began trading in high gain computational systems, and limited raw materials. Seeking to increase their knowledge in neglected areas of medicine and biotechnology.
-Taking their divine experience and achievements in the field of gravimetric technology, and their undoubted mastery of the art of defying such a natural force, Kaenei exchanged said mastery for the benefit of their species. Great leaps in medical technology, and the raw materials needed to continue expansions of fleet operations were garnered.
-At this time, many powerful economies overshadow that of Kaenei. It makes little difference to those inside the borders of the Serene^Union, for it is not a concern. Money is not, and will never be a prevailing factor in the social outlook, or economical needs of the people.
