The United Empire of The Federated Stars, shortened to the United Empire, the UE, the Federated Stars and rarely the FedStars has been legally ruled for all of its history by House Imperius. The United Empire is the biggest and strongest realm in The Inner Sphere. The UE is bordered by the The Capl Confederation with Chinese and Korean backgrounds, and The Dracons Combine with Japanese origins. The Federated Stars is divided into three Marches, the Imperius March; with its proud Canadian background, the Davion March; and its British origin, and the Liao March; with a Japanese origin. The capital world of the United Empire, New Avalon, is in the Imperius March, which ends near Terra. The Federated Stars was formed in CE120, making it was the first of the great realms.

North, south, east, and west are insufficient terms for referring to directions within the galaxy. Instead, the following conventions have achieved widespread acceptance when referring to direction:

Toward the galactic core from Terra is Coreward; away from it, in the direction of the rim, is Rimward. In the direction in which the galaxy is rotating (away from the ends of the galaxy's arms) is Spinward, and the other direction (to the end of the arms) is Trailing.

The Federated Stars History

The Basics The Empire of The Federated Stars was founded in CE120 by Michael I Stars Imperius, when he negotiated a mutual defence and assistance agreement, known as the Stars Pact, with 40 nearby star systems. Michael I became the Federation's first Arch-Emperor and New Avalon its capital. A member of the Imperius family has led the Federated Stars in unbroken legal succession for over 300 years. Presently on the throne is His Imperial Majesty The Arch-Emperor Michael X "The Shining Knight" Stars Imperius and by his side are his 4 wives, The Imperial-Empresses Emma Imperius, Hoshi Imperius, Jewel Imperius and Tila Imperius and their 19 children.

Michael X is first child to Arch-Emperor Hanse "The Fox" Imperius and Imperial-Empress Melissa "The Keeper of Life" Imperius, who where killed on July 25 CE 404, just 2 days before Michael's 16th birthday, when The Windsor Imperial Crown Palace was attacked by a rouge force commanded by then Prime Minister Arch-First-Duke Stephen Imperius, Hanse's twin brother. Seeing his family and people killed, Michael X launched and lead the civil war that saved his people and reclaimed his birthright. After the war Michael was crowned The Arch-Emperor Of The Federated Stars Empire.

Marriage & Sex

The people of The Federated Stars are a very open minded and have liberal views on sex and life. Because the Federated Stars has 2.2 women for ever 1 man, a little more then half of the marriages are forms of polygamy with a maximum of four spouses, these marriages are accepted and recognised by the state as a lawful marriage if, everyone including any/all children are provided for equally and and all spouses in the marriage have giving their consent. It's considered a normal marriage just like another. When people are adults at 16 and should be truly treated as such, the government should not and dose not tell people how they can live there own lives in their own bedroom, even if it means a father and daughter or such become lovers, its accepted as along as it's consensual. Why should adults not be allowed to share pleasure and love with each other. Also the scientific reasons against incest have been rendered obsolete because of the Alexandria's Genesis Mark 2, so now relatives can safely have children together

When they where discussing making incest and polygamy legal, civil libertarians argued that all private sexual activity between consenting adults should be legal, and its criminalization is a violation of human rights — thus, they argue that the criminalization of consensual adult incest and polygamy is a violation of human rights. Love is love and can come in many forms and if a person is happy with two women, men or whatever, and the are happy too, then that's all that matters. Because of the very lack attitude about sex, clothes that would normally be called sexy, wild & racy in some peoples eyes are considered a normal thing in The Federated Stars. For Nobles wild & racy clothing is very normal and in thier palaces they have being know too walk around in fishnets, bikinis, lingerie, leather, silk cloth, robes or just about anything that can be called wild, sexy and naughty, some are even know too go around their palace nude.

Races of The Federated Stars

Because the Federated Stars has 724 star systems under its control, the odds of a small number of them being inhabited, three have being found, is quite possible. With that in mind The Federated Stars doesn't conquer a new races it finds, instead they are asked if they would like to join The Federated Stars as a Special Member, and if not they try to a way to work together as friends.

  • Humans : Humans make up the majority of the population, their most outstanding features other then their lacking of body hair, is, that thier natural hair colours include unique reds, blues, pinks, purples, greens, yellows, oranges are just as common as browns, blonds and black. Humans in The Federated Stars are unique because they have a form of the Alexandria's Genesis called the Alexandria's Genesis Mark 2
  • Catiins : Catiins (Cat-TE-INs) or Catgirls are a humanoid race from the planet Catiius (Cat-TE-US) where only the females have cat ears and a cat tail, but an otherwise normal human body. When the Stars Scout Service found the Catiins, 80% of their 500 million population where female. The Catiins where in a Industrial Revolution and had trains, steam power, firearms and electricity, when first contact was made. They now comprise a small chunk of The Federated Stars population of around 42 billion. All the children that are born too a human male and a Catiin female being pure-blood Catgirl. They are knowing as mostly harmless, but distractingly cute and sexy.
  • Elftens The Elftens (Elf-T-Ins) are a humanoid race from the planet Elftin (Elf-Tin). Elftens are typically smarter and more logical than Humans, though they do not boast of this strength. The two Elftens sub-races can be told apart by the length or there ears Long Ears and the Short Ears race
  • Wolfgons The Wolfgons (Wolf-Ons) are a humanoid warrior race from the planet Qurnoss (Crow-Noss). Wolfgons are typically stronger but have more hostility than Humans. In the traditional sense, the Wolfgon people hold honour above life, although as with any culture, high-level politics and personal gain get in the way. In Wolfgon culture, lower-ranked officers consider it a duty to kill off a superior who is perceived as weak. Wolfgons notoriously neither surrender nor bluff. A true warrior fights to the death and would rather be killed than taken hostage. Wolfgons fight not just to spill blood but to enrich the spirit.
  • Vampires: The Vampire race, along with the Lycans has its roots go back to Alexander Veetouss was a Hungarian warlord who lived in the early fifth century.
  • Lycans: The Lycan race, along with Vampires has its roots go back to Alexander Veetouss was a Hungarian warlord who lived in the early fifth century.

Religion

The Federated Stars taxes all religions the same as other companies, so churches have a difficult time in amassing followers. Over 80% of people in The Federated Stars do not believe in a god, but follow ancestor worship. The shrines and the priests who work at them are the only ones who are not taxed under the law like religions. Some see this as favouritism but the government can safely say that ancestor worship only seeks to honour the deeds, memories, and sacrifice of the deceased, not to try and control people with ideas. Much of the worship includes visiting the deceased at their graves, making offerings to the deceased to provide for their welfare in the afterlife. For instance, a toothbrush, comb, towel, slippers, and water are provided by the coffin so that the deceased will be able to have these items after they have died. Spirit money is sometimes burned as an offering to ancestors as well for the afterlife. The living may regard the ancestors as guardian angels, perhaps in protecting them from serious accidents, or guiding their path in life.

The Six Liberties

The power of the ruling class has its limits, a guarantee of personal freedoms that goes some way toward explaining the average citizen's contentment with leadership by a hereditary aristocracy. The Federated Stars constitution enshrines the following Six Liberties: the rights to personal liberty, fair treatment, privacy, ownership of property, ownership of weapons, and the right to participate in government. The exact form of the latter right is a parliamentary democracy, just as long as the people can have a say in how there lives are run. These civilian governments are separate from, though connected to, the governing power of planetary nobles. In theory, a ruler can overrule any decision made by the civilian Parliament, Legislature or Court and the Parliament or Legislature can overrule any decision made by the courts, with The Notwithstanding Clause of the Federated Stars Charter of Rights and Freedoms. However, nobles who do so too often or without good cause will find themselves deposed, through peaceful appeal or less gentle methods.

The Six Liberties give citizens of the Federated Stars much of their boundless drive and enthusiasm, which they turn toward everything from border raids to commercial ventures to civic groups and arts extravaganzas. The freedom to choose their own courses gives them confidence in everything they do-a sense of rightness that is both a blessing and a curse. Pride in their liberties enables them to take bold gambits, such as opening the frontier worlds. More tradition-bound societies, could not have made such thing work so quickly or so efficiently. Only a people accustomed to free choice could conceive of choosing peace over war, against the weight of centuries of intrigue and conflict.

As with much about this vast realm, however, an individual's attitude toward these freedoms can vary widely depending on his circumstances. The more prosperous the world, the more likely its people are to take extreme pride in their constitutional rights. Not surprisingly, these are the people with the greatest opportunity to exercise them. On less fortunate worlds or in pockets of poverty where the people have lost hope, the Six Liberties often become irrelevant. The right to own property is meaningless when one lacks the money to buy any. Other rights, like those to fair treatment or personal liberty, can often be trampled at will because down-and-out citizens cannot afford to defend them in court. Even among the poorest citizens, however, a certain sense of pride lingers. Many take comfort in their rights-their lives may be wretched, but at least they have their freedom. The extent to which that freedom means anything is a question better avoided.

For too many in the Federated Stars, pride in their democratic traditions easily turns to arrogance. The average citizen sees his homeland as the only truly free realm and therefore superior to all others. Some take this righteousness a step further, believing themselves duty-bound to spread the Federated Stars' enlightened ways by any means necessary. They sincerely believe that, given a choice, any sane human being would live exactly as they do. When confronted with nations whose people live differently, they tend to either pity them as ignorant or despise them for intentionally rejecting a "better" way of life. Such attitudes bolster the pro-military mindset so prevalent in Federated Stars society, turning the frequently ugly business of war into an expression of manifest destiny. On a smaller scale, self-righteousness and complacency win few friends among outsiders.

A respected historian of the Federated Stars once described his native realm as "a bastion of freedom amid a universe of despots." That phrase sums up the way most of his fellow citizens see their nation-enlightened but embattled, a beacon of liberty that the tyrant leaders of other states will do anything to snuff out. It is true that the average citizen of the Federated Stars has greater personal rights than many others. He or she can openly criticize the government and even Imperial Family, all though its considered rude by many people, worship as he chooses, form political organizations and sue for fair treatment at the hands of local authorities. These and other rights are guaranteed to every Federated Stars citizen under the Six Liberties, enshrined in the nation's constitution throughout centuries of political change. And yet these freedoms by themselves do not guarantee a decent life. The well-off New Avalon city-dwellers knows little of the harsh realities on the new frontier worlds and frequently cares less. Secure in his own freedom and comfort, he assumes everyone in the Federated Stars is equally prosperous or believes that those who fall through the cracks have only themselves to blame.

The Federated Stars can best be described as a monarchy ruled by an Emperor or Empress, albeit one with constitutional limits placed on the monarchy itself. The Arch-Emperor is the leader of the Federated Stars and is the commander in chief of the Armed Forces of the Federated Stars (AFFS). The Imperial Privy Council is a grouping of the highest advisers to the Arch-Emperor and is extremely important to help with running the day-to-day affairs of the state. The Nobility of the Federated Stars, created during the reign of the first Arch-Emperor Michael I Stars Imperius, also hold positions of authority, but The Federated Stars has a weaker nobility than some realms. The citizens of the realm also have several rights, which include freedom of speech and freedom of religion, and the ability to appeal to the central government in order to have unpopular or destruction noblemen removed from office.

After the civil war, the Imperial Parliament looked into ways in how to keep such a war from ever happening again. Their idea would change the look of The Federated Stars Imperial Family from then on. When Arch-Emperor Michael X Stars Imperius was crowned, four women where crowned as the Imperial-Empresses, two of them, Princess Emma Erica-Peter Davion and Captain Jewel Crown, his personal bodyguard, where already long time lovers to the new Arch-Emperor. The two others where Princess Hoshi Misaki-Takeru Liao and her sister Princess Tila Misaki-Takeru Liao who fought by his side during the war. The idea is, if each Imperial-Empresses gives the Arch-Emperor four children, a total of twelve, and if a war were to break out, then the chance of a rightful heir that could fight and reclaim the empire would still be possible and all hope would not be lost.

The Parliament

The Federated Stars is a Imperial Constitutional Monarchy, its executive power exercised by the Arch-Emperor with help by the First-Arch-Duchess and cabinet ministers who head government departments. The PM and his or her cabinet are formally appointed by the Arch-Emperor. However, the PM chooses the cabinet and the Arch-Emperor always, by convention, respects the Prime Minister's choices. These ministers are drawn from the House of Members and are responsible to Parliament, which is traditionally considered to be supreme, that is, able to legislate on any matter not bound by decisions of the Arch-Emperor.

The people elect MP's for representation in Imperial Parliament of the Federated Stars, their job is to make laws, help to determine if a Crown Prince or Princess are right for the title of Emperor or Empress, and if not, a new heir is picked, this happens because the most imported job of an Emperor or Empress is to work for the people and to be trusted by them.

The Federated Stars law are made by the bicameral Imperial Parliament. Parliament consists of a Lower House of Members containing 850 seats, nobles can't become a Member of Parliament . MP's are elected by popular vote every five years, and an Upper House of Lords that consists of 464 seats, members are representatives picked from a list of candidates submitted by the people and are giving to the Grand-Dukes and Dukes from all 29 sectors and 434 worlds. The names on the list must be from a noble family.

The PM's Cabinet is composed of the First-Arch-Duchess Prime Minister and ministers of state, and is responsible to the parliament. The PM must be a member of the House of Members, and is the leader of the winning party. The Prime Minister has the power to appoint and remove ministers, with The Arch-Emperor's ok, whom must also be Parliament members. The Federated Stars Party (FSP) has been in power for over 100 years.

The House of Dukes can not make new laws, their job is to send a bill back down to the House of Members for it to be re-addressed if they find someting wrong with it.

Judiciary of the Federated Stars

SEE : Court system of The Federated Stars The Federated Stars judiciary plays an important role in interpreting laws and has the power to strike down laws that violate the Constitution. The Supreme Court of The Federated Stars is the highest court and second final arbiter, it's the ultimate source for the interpretation of all laws and the final court of appeals for all cases involving national law. It has jurisdiction in all cases involving piracy, treason and other crimes. It is also the only civilian court to which the results of a military court martial may be appealed. Its nine members are directly appointed by the Arch-Emperor. All judges at the superior and appellate levels are elected to four-years terms by the people and must be an accomplished and reputable attorney for 10 years, after consultation with non-governmental legal bodies. The federal cabinet also appoints justices to superior courts at the provincial and territorial levels. Courts differ in levels of legal superiority and separated by jurisdiction. Some of the courts are federal in nature while others are of the Planetary or Prefecture level.

The Federated Stars work with a mix of common and civil law. Criminal law is solely a federal responsibility and is uniform throughout The Federated Stars. Law enforcement, including criminal courts, is a provincial responsibility, the largest police force is the Royal Stars Mounted Police (RSMP).

The People's Rights and The Noble Rulers

An aristocracy essentially rules the Federated Stars. The logistical difficulties of governing its far-flung expanses preclude a genuinely democratic system; the messy process of government by the people simply does not work on an interplanetary scale, as the early leaders of the Federated Stars found out. New Avalon's egalitarian traditions, however, remained dear to the hearts of the ruling Imperius who claimed it as their homeworld. Consequently, the Federated Stars government never entirely abandoned democratic ideals.

The notion of government by consent of the governed is the principal surviving concept, for hard headed practical as well as sentimental reasons. With few exceptions, even the most autocratic Arch-Emperor have recognized that competent rulership for the good of the people fosters peace and contentment among them. Abuses of power sooner or later will lead to rebellion, which deprives the treasury of tax revenues and the needless death of citizens, and that always creates the need for expensive military intervention. To avoid such problems and safeguard the long-term health of the realm and its people, the constitution and common law of the Federated Stars contain two mechanisms by which ordinary people can potentially depose incompetent or venal rulers: the right of public appeal and direct action.

The right of appeal allows the citizens of a planet to lodge complaints against their local ruler before the planetary Baron, Earl, Marquess, Duke or even the Sector's Grand-Duke. The Noble Conduct and Review Act, enacted by HIM Arch-Emperor Michael I Stars Imperius in CE122, obligate planetary authorities to conduct inquiries based on these complaints. The Grand-Duke, Duke, Marquess or Earl then decides the offending nobles fate. Most often, the noble is replaced by his or her nearest successor. In cases where an entire ruling family falls under suspicion, that family may be stripped of its title and then sent to a backwater world to live. Nobles who attempt to silence their critics face punishment by the Arch-Emperor, ranging from a public reprimand to direct military action on behalf of the local population. The Arch-Emperor and his ministers take a dim view of a subordinate noble who cannot keep the peace through competent governance and do not hesitate to back popular rebellions against a bad ruler. One famous intervention came in CE392, when Duke Donvier Rossini of Tancredi destroyed the Justice Building in his Star system and executed his critics. In lees then a week, the elite Imperius Division of Guards arrived on Tancredi to arrest the Duke. Rossini was subsequently found guilty of all charges and beheaded in his city's central public square.

Direct action does not appear in the Federated Stars constitution, but is an accepted part of unwritten common law. Most often strikes or insurrections, direct action comes into play when the right of appeal has failed. A strike is the least desperate of the two tactics, though strikers may risk military occupation by higher authorities if their protest turns violent. An outright insurrection virtually guarantees the arrival of well-armed troops. A military governor replaces the ruling nobles on such planets until a new family can be found to rule, and both sides of the insurrection face heavy penalties for breaking the peace of the realm.

Local Government Subdivisions

Administrative Divisions of The Federated Stars
'Interstellar Divisions'
March - The Federated Stars is divided into the Imperius March, Davion March and the Liao March. The Imperius March has historically been ruled directly by the Imperius family. Its capital, like that of the Federated Stars as a whole, is New Avalon. The other two are ruled by a Prince/Princess
Combat Theatre "Theatre" - A military division for 3 Sectors
Combat Sector "Sector" - A Combat Sector is one of the 29 groupings of planets
'Planetary Divisions'
Prefectural level
Province - A large regional division of a planet
Prefectures - A Prefecture is subdivided into Sub-prefectures and sometimes a Metropolitan Prefecture City, Each Sub-Prefecture is subdivided into Major Cities, Core Cities, Special Cities, Small Cities, Towns and villages.
Metropolitan Cities - 10,000,000min very important economic and industrial functions. Compasses a number of special wards, as well as, towns and villages and even some small cities.
Sub-Prefectural level
Regions - Normally the area consists of a few to a dozen cities, towns, & villages, with no overlap, and controls any uncovered areas.
Municipal level
Major Cities - Major cities are delegated many of the functions normally performed by prefectural cities, making them almost on par with the prefectures themselves. A Major City must have a population greater than 500,000 and have important economic & industrial functions.
Core Cities - Core cities are delegated many functions normally carried out by prefectural governments, but not as many as Major Cities. The population must at least 300,000, if the population is less than 500,000, the total area must be at least 100 km² in area.
Special Cities - Special Cities need a populations of at least 200,000, and are delegated a subset of the functions delegated to core cities
Cities - Generally, a village or town can be promoted to a city when its population increases above seventy thousand, and a city may be demoted to a town or village when its population decreases below fifty thousand.
Towns - 500 to 70,000
Villages - 20 to 500
Inter-City level
Wards - District in a large city, subdivide each city designated by government ordinance and controlled by the municipal government, and handle administrative functions such as koseki registration, and property taxation and also run local services such as waste collection and manage all roads other then the main through routes.

The Federated Stars is divided into large planetary administrative divisions, Prefectures, Metropolitan Prefectures, major cities over 10 Million, two urban prefectures, Rural Prefectures, that have sparse populations. Large cities and towns are subdivided into wards.

Each local jurisdictions has a Ruler and a unicameral assembly, the assembly is elected by a popular vote every four years. All are required by national law to maintain departments of general affairs, finance, welfare, and labour. Departments of agriculture, fisheries, forestry, commerce, and industry are optional, depending on local needs. The Ruler is responsible for all activities supported through local taxation or the national government.

In order to attain City status, a jurisdiction must have at least 70,000 inhabitants, 60 percent of whom are engaged in urban occupations. The City government is headed by a Baronet/Baronetess and the City Council is elected by a popular vote every four years. The wards of larger cities also elect their own assemblies, which select a ward superintendent.

Towns are smaller then cities. Like a city, each has a elected Town Council, however the Town's Lord/Lady is the council head

Villages are the smallest self-governing entities in rural areas. Villages have an elected Town Council, with the Village's Lord/Lady as the council head

The local jurisdictions largely depend on national government both administratively and financially. The Home Office, as well as other national ministries, has the authority to intervene in any local government. The result of this power is a high level of organizational and policy standardization among the different local governments. Because many local tax revenues are insufficient to support prefectural and city governments, these bodies depend on the central government for subsidies. The term "50 percent autonomy" is frequently used to describe local government because that amount of revenues is derived from local taxation. Yet local governments are not entirely passive. People have a strong sense of local community, and wish to preserve the uniqueness of their planet, prefecture, city, or town. Some of the more progressive jurisdictions, have experimented with policies in such areas as social welfare that later were adopted by the national government.

Passenger Services

Passenger train services in the UE are, in the main, structured on the basis of regional franchises awarded by the Office of Rail Regulation Authority, a part of the Ministry of Transport, to Train Operating Companies. The infrastructure of the railways including tracks, signalling, and stations are owned and operated by National Rail. The actual trains used to operate the passenger service are ether owned by the TOCs or by a small number of Rolling Stock Companies (ROSCOs) and are leased to the individual TOCs. In the CE425 operating year, franchised services provided 21.614 trillion train journeys.

All the passenger train operating companies are privately owned. The majority of these own franchises to operate rail services on specific parts of the railway and come under the auspices of National Rail. However, due to the private nature of the railways, companies are able to bid for "slots" (specific parts of the overall National Rail timetable) to operate their own services, these operators are classed as open-access operators and are not franchise holders. Currently the three biggest are, Hull Trains, Grand Star Central & Red Sun Railway.

The Association of Train Operating Companies is the coordinating body of the train operating companies and organizes the common ticketing structure. At first glance it may look as if a large number of companies are involved in the rail system. However, many of the train operating companies are in fact parts of larger companies which operate multiple franchises. The biggest are Stars Railways, National Express Group, First Group, Virgin Trains and Arriva.

Freight Services

There are over twenty freight operating companies, the largest of which are CEJ, Freightliner and Railfreight First, which is part of First Group.

The Armed Forces of the Federated Stars - AFFS (The Stars Forces)

The Federated Stars possessed, arguably the most powerful militaries in The Inner Sphere. The Leadership of House Imperius has always been committed to the military of their realm and nearly every Imperius has served in the armed forces unless prevented for some reason. The Armed Forces of the Federated Stars, allso knowing as the Stars Forces, is the one of the largest in personal.

If anyone with a noble title enters the the military, they are treated just like everyone else and can not use there title when on duty, except for flag officers.

Though the AFFS does not literally rule the Federated Stars, the military has had close ties to the ruling Imperius family since the first rulers, Arch-Emperor Michael Stars Imperius is regarded by many as the realm's greatest leader, he intensified this link by coming to power through a de facto military coup. Though his claim to the throne rested on a solid legal foundation, he could not have made it a reality without strong military backing. Grateful for an end to bitter civil strife, the ordinary people venerated both the man and the armies that had brought them peace. That near-reverence for the armed forces persists to this day throughout the citizenry of Federated Stars, from the highest nobility to the working class.

Weapons of Mass Destruction

The Federated Stars with its very large military budget, can field a very great number of Weapons of Mass Destruction (WMD) in addition to it's conventional arsenal. The specific weapon technology itself is listed elsewhere, but the policy is as follows.

Nuclear Weapons The Stars Forces maintains a 'second strike' policy in regards to nuclear weapons, in effect designating them as a deterrent force against the nuclear armament of other realms. Nuclear weapons can also be used on a country that uses any type of WMD. Battlefield commanders may authorization the use of small yield tactical nuclear weapons.

Chemical Weapons Unlike other nations, The Federated Stars considers chemical weapons, in small amounts, as a valid weapon of war. Almost exclusively used is a poison called VX-7 Nerve Gas, which, depending on it's concentration and time exposed to air, can kill in anything from 5 to 40 seconds. It is made so that, when exposed to oxygen, it will become inert and non-lethal within of 1 hour, hopefully minimizing civilian and friendly causalities. VX-7 composition as a highly-lethal, but short-lived compound fits well within the military's policy, and will realistically be used when the Stars Forces are backed into the proverbial corner, against large troop concentrations. It can also be used to kill livestock and crops, this can make VX-7 a strategic weapon, used over the long-term to destroy the enemy’s food production capabilities. Also in use are non-lethal agents, both in domestic policing and military roles.

Biological Weapons The Federated Stars will not engage in biological warfare unless absolute necessary and then only with the order of the Arch-Emperor, that has never being giving. The government maintains a small amount of weaponized viruses, they are currently kept in secure facilities, under heavy guard, as scientists work on countering them with either vaccines or anti-viral medication.
