The Archonate of Thracianhorse is a massive, devout nation, remarkable for its complete lack of prisons. Its hard-nosed, cynical population of 1.288 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."
It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and the Environment. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.
Expensive lawyers are hired to defend citizens in court for public urination charges against their pets, voters must frequently select what they view as the lesser of two evils on the ballot, politicians are losing their jobs in a plan to make the government 'leaner and fitter', and heavy industry must go to expensive lengths to dispose of waste and avoid even more costly cleanup costs. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare.
