The ninety-five Members of the Confederated Peoples are the states of the federal state of the Resurgent Dream. In theory, each Member is originally sovereign and the powers of the Confederation are derived from the consent of the Members. However, this is not historically the case. Many Members have never been independent, sovereign nations and belonged either to one of several federations which are now entirely within the Confederated Peoples or had not legal existence at all prior to the formation of the Confederated Peoples.

All the Members are democratic states, containing elements of both social and liberal democratic principles in their guarantees of basic social and individual rights. However, they vary widely in their internal arrangements. Most are unitary in structure but some of them have federal constitutions themselves, although the constituent parts of the Members have no independent legal status before the Confederation. Some are republics and others are monarchies. Some are parliamentary democracies while others are presidential. There are many other specific differences between the many Member Governments, with many having very innovative or unusual elements in their constitutions.

All powers which are not given to the Confederation or denied to the Member by the Constitution of the Confederated Peoples of the Resurgent Dream are reserved to the Members, respectively, or to the people.
