The Unicratic Republic of Ivorila (Ivorilan: Yunkratyak Ryeppablant vil Ievurlazka) (SUI) or Ivorila (Ivorilan: Ievurlazka), is a country that stretches over a vast expanse of East New America and the Far East. Ivorila (or Ieverlazka, as it is pronounced) is the founding member state of the Accord of Unicratic Ievurlazkant States, similar in many ways to the Greater Cyberian Union or the Unity of Tchazanovite Nations, although largely based on ethnicity rather than politics or culture. With an area of approximately 6,752,229 sq km, it is the third largest nation in the PEEL region, and is the second largest single body of land in the region. Comprising of 15 states as well as 41 semi-autonomous republics, Ivorila is unique for its expansionist tendencies and unusual political system, Unicracy.

Introduction

Ivorila has many links to various nations and organizations of PEEL, many of which are long-lasting. Ivorila served for several years as the 2nd Administrator of COMECON in 2047 to 2051 before leaving the Socialist alliance to enter a period of relative isolationism to reform the political system with minimal foreign interference. Emerging from the Donovan era, Ivorila returned to normal diplomatic status with re-organization of the economy and Unicracy. Ivorila has recently applied for membership of MuDeAl, perhaps as a response to lacklustre international support for the Ivorilian-sponsored Independent Alliance. The foreign policy of Ivorila greatly depends on the personality of the First Minister at the time. For example, First Minister Donovan was quite isolationist and nationalistic, whereas current First Minister Clark is aiming for improving economic relations and further developing trade ties.

Most of the area is central government oriented, and the domain of Ivorila reaches from one coast of the Far East to the other. There are fourty-one semi-autonomous regions in Ivorila that are territorially Ivorilan, but with minor independence. The nation is influential over smaller neighbours and younger nations, and is returning to former ties held with Nurdbotia, Zedoljev, and the rest of the region. Generally, the people are intelligent and caring, with great minds for architecture and construction.

History

Ancient Ivorila

Settlement in Ivorila prior to the unification is surprisingly well-documented into recent history. During the mid-neolarth era Andividlan culture flourished from 3000 JE in the area, and the local cultures blended into each other under the setting of the Andividlan dominance. The first mention of Ivorila in foreign literary circles occured sometime in 2400 JE, by Paran documentor Battelus. By this point in time the Andividlan tribes (based in modern-day Ivorila) had come to dominate most of the Far East and continued to do so until 1200 JE, at which point a catastrophic flood devastated most grazing land and heavy migration occured into the west. This led to a gradual decline of the Andividlan tribes influence, eventually culminating in the general absorbtion of the race into the other tribes of the area sometime around 800 JE.

Between the periods of 2600 JE and 800 JE the Andividlans had quite possibly the largest trading fleet in the region (historical legends such as Berlansk Raiders cite nautical pirates as the reason for the increase in armed trading ships, though the accuracy of such folk legends is disputed), and even today, more than 2000 years after the virtual death of the Andividlan culture, it is widely considered the founding culture of Ivorila. The official language of Ivorila, Ievurlazkant, is heavily based on the ancient tongue of the Andividlans. Many practices and traditions of the Andividlans are still widely in use in modern day Ivorila, some even spreading into tradition as far away as Tweeklandia, albeit under different names.

700 JE saw the beginning of the Trarling Age of Ivorilan history, accepted to be the rise of a more militant ruling ethnic group than the Andividlans who had previously dominated. Contrary to the name suggests, the "age" is named after the most well known ruler during this age. The ruling tribe itself were known as the Starzkyonest, and documentation showing them to be nomadic pagans. The sea-faring ships were greatly modified for a more war-like purpose and the capacity for conquest became more pronounced. During the early years of the Trarling Age, the first use of Ievur came into usage, although only to describe disgraced traitors as a derogative term. Evidently the Starzkyonest had no idea it would eventually be used in less than 2000 years to describe their own descendants.

The Trarling Age saw the first use of simultaneous land-sea warfare as a means of conquest, termed the Bertzek Mraen (Transliteration: Wild Tide), which greatly spread the influence of the Starzkyonest culture and borders far into Central New America

Black Egalitarian Ivorila

In the late 20th century (STS 1989) the lands generally today known as Ivorila were in disarray. The various city states had fought themselves to exhaustion, and outside interference or aid was minimal, having been mostly ignored by the southern PEEL. Slimmonean incursions into the area had devastated local produce, and most areas eventually organized their own sovereign nations in time under the laws of the DROOP. The modern New Rantar state was at this time dominated by the feuds of the three largest city states, Rekharvy, Redditch, and Altona. In STS 1993 a central government was formed to ease the tensions. It was during this era that the term ‘Ievur’ came to be applied to the people. The new government was far from popular and it eventually reverted to rivalling city states by STS 2034.

By STS 2044 what is known as Ivorila today was facing an uncertain future. The western-most states had fallen under control of foreign governments and the east was in total anarchy. By this time the term ‘Ivorila’ was in general use to describe the area now known as New Rantar State. In September 2044, a shady cybernetic organization known collectively as the Black Legion emerged from the depths of space and demanded territory to rule. Wary of such a brash demand, the DROOP allocated the territory of Ivorila to the Black Legion. The Black Legion landed their massive space-faring ship ‘Enigma’ at the base of the Alrenko Peak, near Redditch, and prepared to control the nation.

With an organized and single-minded army of cybernetic soldiers with a collective mind, the subjugation of Ivorila was fast. Vast portions of Redditch were transferred onto the superstructure of the ‘Enigma’, and combined with the new construction on the hull; the new city on the ship was named New Rantar and the new capital of Ivorila, degrading hundreds of years of tradition. Rekharvy submitted immediately, despite several riots. Altona refused to submit, and attempted to wage a guerrilla war against the Black Legion. The city was entirely destroyed as a warning against any further insurrection.

Black Legion control brought in many changes to the Ivorilan way of life. Believing that humans lacked the intelligence to care for themselves and their race properly, it introduced what was labelled Ironic Egalitarianism by the people. The doctrine stated that all humans were created equal to one another, yet inferior to cybernetic machines. All posts of national and local government were taken by the Black Legion, and all humans were forced to obey strict curfews and laws. Underground anarchist groups grew in the cities, many of them warring on each other as much as the Legion.

While history has not been kind to the Black Legion, it is often underappreciated for the creation of many important modern institutions. Welfare, healthcare, education and industry were all improved during the reign, though political and civil rights considerably declined.

Little is known what happened after this point. It is believed the Legion attempted to implant its own consciousness into the body of a human. Initially a success, the “Empress”, as the human was dubbed, reigned on a metaphorical throne. Within a few short months most of its soldiers had lost power and links to the Legion, leaving the group helpless. In August 2045 (STS), after several short and bloody conflicts between various underground resistance groups, the Ivorilan Unicracy League (IUL) gained control of the nation and declared the end of the Black Legion.

Modern Ivorila

To legitimise their newfound power, the IUL changed their moniker to the Ivorilan Unicracy Party (IUP) and began a long campaign to reform the political system from socialist dictatorship to unicratic republic. The IUP adopted the national animal, the Krilblarg Moth, as the new symbol of Ivorila. A compromise with several other special interest groups, such as the then-Ivorilan News Service (see International News Service) and various other large Ivorilan conglomerates like the Kguyovere Arms Jhruiiu

Politics

The Syndicated Unicracy of Ivorila is a unicratic republic with two legislative houses, a single executive house, and a Head of State known as the First Minister, directly elected for a five year term, with moderate executive power. The First Minister resides in the ''Entrevard'', nominates immediate state officials within their power, and must remain within the boundaries of parameters set by the Grand Assemblage and TvpoI (The Voting Public of Ivorila). The First Minister can pass emergency decrees with the approval of the Grand Assemblage. For the First Minister to pass ordinary decrees (executive orders) requires the consent of TvpoI.

Ivorila’s unicameral executive parliament of sorts, the Grand Assemblage (Ivorilan: Ghanoye Relkysar) consists of the main 305 delegates from all sectors of Ivorilan society. The head of the Grand Assemblage is the Second Minister, who chairs the meetings and ensures order. 15 delegates are the directly elected representative Viceroys of each of the fifteen states of Ivorila. 249 members are the Chamberlains, elected in an impartial process for two years, similar to jury-duty on the planet known as Earth. The remaining 41 members are the representatives of smaller semi-autonomous island republics and territories within Ivorila.

Ivorila’s two legislative houses will be discussed in the Justice section. (See below)

Subdivisions

The Syndicated Unicracy of Ivorila consists of a proportionally small number of different unitary subjects, with a total of 51 constituent components. 10 of these are direct unitary states and 41 are semi-autonomous republics of the north-west island territories or eastern kingdoms, which mostly consist of absorbed neighbours not willing to fully submit to the unicratic republic body.

Geography

Domestic Map of Ivorila
</div>

The Syndicated Unicracy of Ivorila encompasses much of the centre of the sub-continent of the Far East. Much of the inhabited Arctic and sub-Arctic areas in PEEL are located in the north of Ivorila, particularly near the Capital State. Though the snowy mountain ranges in the north are the most well known images of Ivorilian landscape, a variety of diverse landscapes can easily be found. Vast vegetative plains, particularly prevalent in the south and centre of the country, take up much of the area, but are seldom known of outside Ivorila. On the western shores of Kief, the sandy beaches are a popular tourist attraction and the site of several nautical installations open to the public.

Notable parts of Ivorilan geography are the many mountains and summits, like Carnegie Peaks in the north near the capital New Rantar and the Laru Mountains dividing the continental cities from the east coast border. The highest point in Ivorila is the south western Mon Nostra (at 5,966 m), and is also the source of uranium mining programs initiated in the late 2040’s. At the smallest central contiguity state Winnarila lies a heavily forested national park. Early incursions in 2046 for uranium mining have led to a ban on open-cut mining operations in the forest sanctuary.

The three main coasts with direct access to the high seas are the Kief coastline (north-west, notable for tourism and several minor semi-autonomous island republics), the Great Eastern Shoreway (entire east coast, notable for natural gas and oil drilling foundations and several low key military war games) and the Slinjarayka-Jytev (Transliteration: Trans-Slimmonean Bay). Further within the country are several major waterways in central Ivorila, like the fishing community Odwaldo Straits, which come into the country from within nearby neighbours such as New Lestopia, the Free Allied States, and Atbar Regulak.

Borders

Geo-Political Map of Ivorila
</div>

The easiest way to look at the geographic state of Ivorila is to see it as a central-oriented sub-continent, with little emphasis on off-shore establishments. The largest cluster of islands and archipelagos lies of the north-western coast; several of these islands are classified as autonomous kingdoms within the unitary republic. For purposes of simplification, they will not be emphasized.

The central state’s borders and coasts (starting in the far north-east and continuing clockwise) are:

  • a long coastal region along the Decapodian Sea, facing the Western Spur on a full planetary rotation
  • a southern border with the Slimmonean city state New Lestopia as well as a small bay from part of the Turanga Ocean

Spatial extent

The two furthest points in Ivorila are estimated to be 4,658 km (2,911.5 mi) apart along the equatorial line. These two points are Kavrojd Island Republic (off the western-most Kief coastline) and the boundary point between Ivorila and Bamonia, (furthest south-east point, just underneath the mainland autonomous kingdom state Antion). The exact points are disputed by official government records and local border control, but these are the generally accepted points.

Ivorila spans across five time zones, from west to east. There is also a separate sixth time zone for the northern-most parts of the nation, ahead of the nearest time zone by 15 minutes.

Economy

A traditionally strong and stable economy, the Ivorilan economy has recently been complemented by an incredibly flexible export sector. Coupled with a nearly self-sufficient economy and with only a minor import sector, Ivorilan industry is a powerhouse of the region.

The moderate state-controlled economy can be seen as a meeting point between the capitalist free market and the socialist strict welfare state, containing elements of both in most areas of economic matters. Large industry and international corporations are permitted, although restrictions are placed on the control and profits these companies can make. Some, such as the world renowned but Ivorila-based International News Service (INS), commit large donations and pursue the interests of the Ivorilan government in response to loosening free trade laws. Several small legal loopholes also allow larger companies better access to the Ivorilan national market. SME (small and medium sized enterprises) feature heavily in the lives of the average Ivorilan, current laws prevent large business from producing goods and services on a nation-wide scale. Coupled with the highly effective welfare system and national healthcare, this dual-system ensures the well-being and prosperity of all Ivorilan citizens.

International trade is a high priority for the current government, and Primary industries such as Information Technology, Printing, Mining, Electronics Manufacturing, and Small Arms are also part of a larger export market in Ivorila. Ivorilan is the number one producer of televisions and handguns world wide, and Ivorilan-owned companies such the INS dominate large sections of the international electronics market. Military equipment, particularly de-commissioned helicopters and gunships, also provide significant revenue to the national budget.

Ivorila’s import sector is not nearly as vibrant as the export sector. Being nearly completely self-sufficient, particularly in agriculture and metals, the levels of imports flowing into the nation have been below the average level. For a nation trying to improve trade relations, the small import sector has resulted in many foreign nations refusing to do business with Ivorila. As a result, Ivorila has been attempting to widen the import market for more even import/export levels.

The Ivorilan currency, the Vanchurin (Ñ), is peaking at one of the highest currencies in the region and is held in great value on the international market due to Ivorila’s multi-ethnic immigration policy. The Vanchurin is popular in Ivorila’s neighbours (notably Bamonia and New Lestopia) as a substitute for the sovereign currency. The Ivorilan Vanchurin was the region’s first currency to be printed on fire-retardant paper.

Demographics

Ivorila has a relatively well balanced population density, with both large territory and a large population. Suffering from neither the severe overcrowding of New Europe and the Morbian Bridge or the under-population problems facing the western lands, it is viewed as a near-perfect balance. A majority of the population is concentrated primarily in the north-west, along the Kief coast, and in central Ivorila. Smaller communities are prominent in the east, further inland than the west.

Having a heavily pro-immigration foreign policy, mainland Ivorila has grown to have the largest foreign-born population in the region (22%), and perhaps the most multi-cultural nation as well. Much of the ethnic diversity is located around the Kief coastline and central Ivorila; the south and east is prominently mono-ethnic. Across the whole of Ivorila, 64% of the inhabitants are of ethnic Ievur. The second largest ethnic group is Turdish at 11%, 7% Morban, 6% Jurish, 5% Zlav, 4% Artran and 3% other or unspecified.

Ievurlazkant (or Ivorilan) has been the official language of the state for several hundred years, but recently accepted PEEL Standardised Language as the second official language of the state, primarily used for international conduct. Ievurlazkant is notable for having seventeen different colourful expressions for “holy shit”. Ievurlazkant usage has been declining in popular use, due in part to ethnic migration and international language standards, but 84% of the population can speak it fluently. 43% of the country is bi-lingual and 14% appear to be multi-lingual, judging by the variety of curses used.

Whilst a secular state, St Caulisburg Orthodox is the most popular religion in Ivorila, being particularly popular in the south-east near the birth-place of Patron Saint Caulisburg. 76% of Ivorila describes themselves as Atheist or Agnostic, 15% St Caulisburg Orthodox, 5% Derringel True Faith, and 4% other (including The Reformed Church of the Goddess, St Lampyism and Morban Nun Conventry)
