The Totalitarian Oligarchy of Laurasia (Totl Oligo Laurasia in Lausem) is a fairly new nation in comparison to others. Composed of the remnants of the Soviet Union, Laurasia is what has been deemed by the Party as enlightened or freed. After the Soviet Reformation, the CPSU - effectively rulers of the Soviet state - revealed their true goal: power. Since then, former democratic allies to the Soviet Union have been pushed aside and beaten from the diplomatic sector, causing great international turmoil within the countries formerly allied with the Soviet Union. Yet, throughout this turmoil, the Soviet Union has kept its ally: Delta Green, and has potential to gain support from other totalitarian systems.
Laurasia's political spectrum is ruled by the ideology of oligarchical collectivism (OLICOL in Lausem) which is embodied in Father and the Party. This totalitarian form of domination has drawn criticism from almost the entirety of the international community, but the criticism generally goes ignored. Due to this tension caused by the new form of government, however, Laurasia continues to operate in some form of bureaucracy while replacing the Political Bureau with the Inner Party.
Laurasians tend to be blissfully ignorant of their own domination. This is mostly due to the complete governing comprised by the Party and its success with propaganda and the creation of a cult of personality around Father. Yet, this was easily accomplished mostly due to the continued mandation of Dystorium, which was discovered to be a psychoactive drug much like Brave New World's soma or Equilibrium's Prozium. The domination of the entire population is still inhibited by the mandation of Dystorium injections amongst the Outer Party and Plebeians - even though there is no specific law mandating it.
Laurasian policies are also controversial. While being completely totalitarian domestically, Laurasia tends to have a bit more open diplomatic policy. The government tends to align themselves with many nations with diverse political, social, and economic doctrines. It is suspected that this is occurs due to ulterior motives within the Party and their thirst for power. It is summed up best in George Orwell's quote from Nineteen Eighty-Four: "The Party seeks power entirely for its own sake. We are not interested in the good of others; we are interested solely in power."
Overall, Laurasia is a new form of dictatorship found only in the 21st Century. A dictatorship that does not hide or refuse to accept their ultimate goals: power. The German Nazis and the Soviets came very close to them in their methods, but they never had the courage to recognize their own motives. The Party has accepted their ultimate goal and have accepted the fact that they are willing to do almost anything in order to achieve it.

History
The history surrounding Laurasia is skewed into two polar opposites: external and internal. Considering the amount of dictatorial control the Party has over society, they are able to re-write history within Laurasia as they see fit; yet, due to international eyes, an external history has been able to be compiled for comparison. Each history has their own interpretation of events that are generally considered exact opposites, but the external history is the history generally accepted as truth.
External history
The external history (true history) of Laurasia is much less utopian than that of the history fabricated and enforced by the Party. It is generally considered the more factual historical account of the collapse of the Soviet Union and the Soviet Reformation which created the country now called Laurasia. While not totally proven, evidence show that there is a direct connection between the form Soviet Union, the WISEMEN, and Delta Green.
The history of Laurasia begins before the Soviet Reformation during a time of rapid political, social, and economic change. It first began with the ratification of the Theological Ruination Act which allowed the government to forcibly shutdown religious organizations and appropriate their property and funds. This caused a massive spike in mental disorders and the creation of dysfunctional households within the country due to the lack of something to believe in. With depression came cynicism and disillusionment. The Communist Party could not allow this to occur, and thus began the steps to other reforms and legislature.
First came the Monetary Control Act. The true purpose behind the MCA was to hopefully get people to feel as if the Presidium was on top of things and capable of handling the massive amount of responsibility placed upon them. While successful at first, relations with other countries began to hinder the actual functioning of the legislature and its executive powers. Eventually, it was forced out of function by the Supreme Soviet and Politburo.
Next came a policy of self-sufficiency. The Soviet Union while vast, did not occupy enough land and resources in order to be considered self-sufficient. Thus, it began a series of pre-emptive strikes and invasions in order to undermine non-Soviet nations in Europe and the Americas. First to fall was the Napoleonic Empire and thus its American colonies. After its annexation, the Soviet Union had several former Mississippian lands fall under it control. During this period of time, virtually all remnants of Mississippian society and culture were purged from existence. The remains of the Fabus, Hayden, and MacDonald families were either executed or placed into labor colonies across the country. Once this was completed and the totalitarian control of the Napoleonic lands was insured, the Soviets moved on.
After the annexation of the Napoleonic Empire, fabricated stories of Polish-Soviet tensions began to spread across the internet and Soviet publications. Statements and articles were created in order to make it appear that Poland's Prime Minister was attempting to undermine and eventually invade the Soviet state. In all actuality, the Soviet Union and Poland had virtually no relations. Yet, due to the fabrication of documents, an invasion force was allowed to enter Poland and allow its annexation. This would open the door for the rest of Westernized Europe.
From Poland, the Soviets moved to Austria, Hungary, and virtually all of the Baltic nations. The Iron Curtain began to stretch through a combination of actual threats and fabricated enemies - for the most part, the latter. Eventually, the USSR was forced into a deadlock with the remains of the European Union. The Soviets decided to take the remains of Europe in two blows: The Holiday Revolution and The Spectre War. First would come The Holiday Revolution - the invasion of Ireland. Ireland was annexed within one month and created a launching platform for the rest of Europe.
On December 20, 2005 - one year after The Holiday Revolution - the Red Army and Revolutionary Armed Forces Abroad struck the United Kingdom. Within several hours, the British House of Commons and Queen were killed, decapitating the United Kingdom's government and forcing it into martial law. Over the next month, the British Isles were struck with a combination of conventional and guerrilla warfare that threatened the stability of the whole of Europe, forcing the remnants of the EU to surrender to the Soviet Union.Within a month after the collapse of the EU, the United Kingdom fell to the Soviets and was annexed.
The war had initially great affect on the nation; however, due to extended tours, depression began to grip the Republics. This forced the Federative Central Government to take drastic measures to curb the onslaught of disillusionment. The answer came in the form of a pharmaceutical product: Dystorium. Dystorium became mandated in the entirety of the Soviet Union and was enforced. Nations around the world (mostly Delta Green and Roach-Busters) cried out that this was a form of control that inhibited enemies of the state to think and caused those with mental or physical deficience not to breed. Later, these things would all prove to be true.
The mandation of the taking of Dystorium was the final straw. It kick-started the Soviet Reformation. The bureaucracy began to deteriorate as certain institutions within the government were merged into several sectors. The Commissariats began to dissolve into basic syndicates. The Soviet government was rapidly changing into what would become the Totalitarian Oligarchy of Laurasia .
Internal history
As stated before, the internal history is drastically different than that of the external history. Due mostly to the Party's rewriting of history, not much of the truth is actually known (if any) by the actual Laurasians (excluding the Inner Party). The following is the current history portrayed by the Party and the Laurasian government (exerted from a Laurasian student history textbook - with minor adjustments from the purported original):
"At the end of the First World War, the world was divided into three great superpowers: Laurasia, Roach-Busters, and the Mississippian Federation. Each great power held certain domain over the world: Laurasia had Europe and parts of Asia, Roach-Busters had South and Central America, and the Mississippian Federation had North American and parts of Africa. Each one was head-to-head against the others. Eventually, however, a fourth would emerge: Delta Green.
Laurasia was forced to defender herself when the Mississippian Federation attacked, but they were unable to defeat the Laurusians. This defeat for the Mississippians allowed the Laurasians to annex their massive stretches of land around the world. During this time, Roach-Busters remained neutral; however, upon hearing of great Laurasian victories against the Mississippians, Delta Green was forced to attack. The Hyperboreans invaded the southern lands of Laurasia and began to advance to Eutopia. Yet, due to the use of nuclear technologies (but at the loss of Australia), the Hyperboreans were pushed back to Antarctica and Australia (a nuclear wasteland) was abandoned.
From that point forward, the Laurasians and Hyperboreans have been enemies. Each has attempted to destroy the other, but have failed and only seem to fight in the far off lands of the Hyperborean Front (Australia). Yet, technologies are advancing everyday and soon - through the guidance and leadership of the Party and Father - we will be able to defeat the Hyperborean hordes."
Politics and government
Laurasia is, for all practical purposes, a totalitarian dictatorship ruled by a single party. This single party (known simply as The Party) rules under the doctrine of oligarchical collectivism (OLICOL), which demands total submission of all sections of a person's life to be handed over to the heavily centralized government. However, even with this heavy centralization, a form of bureaucracy still exists. The government is seperated into Cooperatives for a specific task. Each cooperative is ran by the Inner Party and its labor force is composed of the Outer Party.

Unlike ministries, departments, and commissariats, the Cooperatives are not directed by any one individual - but headed by an oligarchy or committee which is directly subordinate to the Party. This system - while containing the possibility of failure - is perpetrated by constant changing and revolutionizing of each relation between Party, Cooperative, and person.

The Council is - for all practical pursposes - the executive branch of the government of Laurasia. Currently, almost no knowledge is known about the Council other than the fact that it is composed entirely of Inner Party members. Yet, no actual roster or member list is available. Most speculate that the Council is merely a group of advisors to Father in order to help effectively keep Laurasia orthodox. Others add that the Council has no defined membership or roster. This seems to have some truth due to no particular individual serving as adivisor or administrator of the Cooperatives. This also seems logical as to allow for constant flow of knowledge, new policies, and more knowledge into the Council.
Yet, even with this short amount of information, many suspect that (including Father) Robert Pacitania, Selene Seagrove, Hashim Al-Farik, and Yuri Minovsky are amongst the consuls due to their ties to the beginning of the Soviet Reformation.
Justice
The Lawful Cooperative has jurisdictions over crimes against Olicol and orthodoxy. They handle the arrest, monitoring, identification, torture, and execution of enemies of Laurasia. Yet, no record or laws have ever been written down or recorded. The slogan, "The Party is law," runs true. Whatever is dictated by the government is law and thus not necessary to be recorded due to totalitarian omnipresence. The following is several unlaws and punishments for them:
- Treason (enemy of Laurasia): Intense interrogation then execution.
- First-degree murder of an Inner Party official: Intense interrogation then execution.
- Second-degree murder of an Inner Party official: Intense interrogation then execution.
- First-degree murder of an Outer Party official: Imprisonment for a minimum of ten years; execution.
- Second-degree murder of an Outer Party official: Imprisonment for a minimum of ten years.
- First-degree murder of a Pleb: Imprisonment for a maximum of five years.
- Second-degree murder of a Pleb: Imprisonment for a maximum of two years.
- Tax evasion: Intense interrogation then execution.
- Trafficking of prohibited substance: Pornography: min. one year; Smoking products: min. one year; Non-approved media: min. three years

Economy
The Laurasian economy is completely centralized. Private enterprise is strictly prohibited and anyone caught operating a free enterprise is subject to summary execution. Even though the economy is completely centralized and private enterprise is prohibited, plebeian shops are still located in some slums of Laurasian cities and allowed to operate if submissive to heavy taxation. If not, the usual treatment is entire appropriation of funds, property, etc.; intense interrogation; then summary execution.
One should note the actual currency of Laurasia is a Ration Credit. These credits are much like ration coupons given out in the U.S. during the World Wars. These credits are used to purchase things necessary to survival. Each person also recieves a certain amount of credits for a certain amount of a commodity (200 for clothing; 1,000 for food; etc.).

People and culture
Population
The population of Laurasia (passing three billion in total recently) is a diverse melting pot of ethnicities and former nationalities. Due to the hawkish policies of the Soviet Union and their continued conquering, races and nationalities have merged into a single entity: Laurasian. This has caused most - if not all - racial discrimination and nationalism (except for the great nationalism felt for Laurasia) to utterly fade from the fabric of society. Yet, other citizens from other nations still remain in Laurasia. Due to some relations and migration of ethnic groups, Laurasia has a large amount of Ottoman, Parthian, and Hyperborean populations. This diversity and co-mingling of cultures and racial groups has allowed the creation of the Laurasian people - a group of raceless citizens.
Besides this, the life expectancy within Laurasia is amazingly high even with the perpetual wars between her enemies and the shortages of food. Mostly contribute this high life expectancy to the daily injections of Dystorium and the taking of diluted Sapho and Melange.
Culture
The Laurasian culture is unique to the country. People (Plebs and Outer Party members mostly) still shop in government administered street markets, they still enjoy rallies for Father daily, and - most of all - enjoy the almost daily executions of Hyperborean spies captured from the Hyperborean Front. All children are mandated to be a part of the Scout Club like Soldiers, teenagers (especially women) are urged to join Jr. Anti-Sex Leagues, and adults are encouraged to volunteer at their local community center to help create ammunition and other commodities for the Front.
When Laurasians aren't spending their time helping the Laurasian Armed Forces (Air Brigade, Navy, and Army), they spend their time at their place of occupation. Each morning begins with awakening by an Instrument (government owned and operated television) and spending ten, twenty, or thirty minutes exercising - depending on the degree of healthiness and general shape of the individual. After this short period, as Laurasians are getting ready to either walk or hitch a ride with a government operated bus (only Inner Party are granted permission to own vehicles), they are treated with News from the Front (a short bit of news from the Hyperborean Front) and Five Minute Update (detailing the arrests of dissedents, enemy plans, and executions). After arriving at their point of occupation, they spend the day working until lunch. During their fifteen minute lunch, government announcements are made and another Five Minute Update is played. Usually each denizen then returns to work until they are released to attend community functions and then leave for home.

Suffrage
Suffrage in Laurasia is drastically restricting. Smoking is entirely banned except for Plebs. The drinking of alcohol isn't banned, and it can be consumed by anyone over the age of ten. There is no voting within Laurasia, and thus no suffrage. The purchase and ownership of pornographic publications and media is strictly prohibited and only allowed within the Pleb class. Driving is outlawed except by Inner Party officials. This restriction of many freedoms given by other countries has caused international tensions to rise of Laurasia and its policies, yet, the Party continues to refuse to change.

Language within Laurasia is diverse. Russian, French, Arabic, and English are commonly spoken. However, a language strictly for Laurasians (known as Lausem) exists. Lausem was created by the Party as seemingly a way of controlling speaking and thought. Words such as free have lost all of their meaning except for perhaps in the phrase, "The cat is free from infection." This amount of linguistic control has caused much controversy outside of Laurasia.
Education
First Stage Education
Ages 3-5
During the first stage of education, young Laurasians are introduced to the basic skills of reading, writing, and mathematics. In this stage, they also learn of Father, the Laurasian history, and the basics of OLICOL. This is also the first introduction Laurasians will have with government controlled public edcuation under the guidance of the Commodities Cooperative. Most individuals in stage one education attend until either the age of four or five.
Second Stage Education
Ages 5-13
Upon the completion of stage one, Laurasians are introduced into the Laurasian equivalent of elementary school. During stage two, Laurasians learn intermediate reading, writing, and mathematics. They learn the entirety of Laurasian history and the structure of The Party. During the Second Stage, class lines are highly enforced. However, upon the completion of the Second Stage, the class of the individual student is determined by their ability and need within the government.
Third Stage Education
Ages 13-18
After the Second Stage, students enter the Third Stage and are placed in their finite class. Plebs do not attend Third Stage Education due to their necessity as home workers in Laurasia. This is also the final stage for Outer Party members. During the Third Stage, students learn finalized reading, writing, and mathematics. They learn the basics of Laurasian economics, government, and politics. After the completion of stage three, Outer Party members are introduced into society and Inner Party members go on to Governmental Education.
Governmental Education
Ages 18+
Only Inner Party members attend governmental education. During GE, students learn finalized Laurasian economic and government. They also are taught oligarchical collectivism and the finite workings of the Party. Each member of the Inner Party upon completion of GE are introduced into the governmental apparatus of the Laurasian state and expected to work as an educated Inner Party member.
Transportation
Roads
Roads in Laurasia deteriorate somewhat after leaving major urban complexes. Each road is given a specific assignment due to the amount of traffic on each.
- 1st Class: Only urban roads and streets.
- 2nd Class: Highways near urban areas or connecting urban areas.
- 3rd Class: Roadways in the open environment
- 4th Class: Low traveled roads. Usually in rural areas.
Aviation
Laurasia has several thousand airports spread across the fast country. Each are available to travel anywhere in the world. However, only Inner Party members are permitted to travel outside of Laurasia for any purpose. The only way an Outer Party member may travel outside of the country is when on official business of some sort with an Inner Party member. Plebs are never permitted to exit the country for any purpose what-so-ever. If a Pleb is caught attempting to exit Laurasia, they are immediately arrested, intensely interrogated, then summary executed.
Maritime
Maritime travel in Laurasia is limited somewhat. Just like cars, trucks, etc., only Inner Party members are permitted to own a boat of any sort. All vehicles, however, can be operated by an Outer Party member. Yet, if an Outer Party member is caught attempting to commandeer or own a sea vessel, they are immediately arrested, intensely interrogated, and placed in line for summary execution.
Railways
The railways of Laurasia are almost exclusively used by the Outer Party and Plebs. It is a means of mass-transit that allows Outer Party members and Plebs to get around the country due to their inability to own vehicles. Most railways in urban areas are in perfect condition; however, the farther away from urban sectors the higher possibility of finding faulty railway systems.
Communication
All communications are owned and operated by the Truthful Cooperative. The communication sector is run and split into three groups: digital, publication, and audio-visual. Each group is controlled in different ways according to their purpose and necessity. Digital communications are as follows: electronic mail, internet communications, etc. Publication communications are as follows: books, newspapers, etc. Audio-visual communications are as follows: television, radio. etc.

Military
The military is controlled by the Peaceful Cooperative and separate into three branches: Army, Navy, and Air Brigade. Each branch has its own amount of reserves and logistics. The current standing for the entire armed forces is 175,500,000 with reserves of equal or greater proportions. Due to the constant threat of war on Laurasia, it is necessary to keep a strong military force present within the country.
One should note that the Laurasian military is completely composed of Outer Party members of society. Some speculate that through the use of dualthink that the military are able to committ atrocities, then completely erase them from memory.

The location of Laurasia is hard to describe. However, the approximate percent of each continent in comparison to the amount of Laurasian land is as follows:

Climate and weather
Due to the massive area that is Laurasia, the climate varies from Arctic to sub-tropical. Weather also varies as greatly. Parts of Laurasia are subject to floods, hurricanes, and thunderstorms (Americas); some are subject to drought and sand storm (African and Asia); while others are subject to Arctic freezing, blizzard, and glacial formation (Europe, North America, and Asia). Thus, not entire publication of the exact weather and climate of Laurasia has ever been published in its entirety.
Notes
- In relation to the total occupation and ownership of Europe, Europe is defined as: any country in the geographic and continental region of Europe, excluding Istanbul and Istanbul's metropolitan area which is formally a portion of the Ottoman Middle East.
- In relation to the claim of Italy and thus the Holy See, the Holy See (Vatican City) was destroyed after the passing of the Theological Ruination Act of 2005.
- In relation to statistics (GDP, GDP per capita, etc.), each are susceptible to the Truthful Cooperative.
- In relation to the mandation of Dystorium injections, it is only mandated within the Outer Party and Plebeian populations.
- In relation to claims of state, provinces, etc., each state, province, etc. is refered to by itself (i.e. Mississippi, Nova Scotia, Rhode Island, etc.). This is mostly for ease of reference, and due to historical incidents during and after the the fall of the U.S., the Mississippian Federation, Kahta, etc.
- In relation to laws restricting who may or may not own/operate vehicles, the banning of Outer Party members from operating vehicles is excluded when either:
