General Info

Liverpool England is in the region of The Heartland, and has always been bar a few times when regional arguments got in the way. The nation is most reputed for its' sporting achievements, having won two major sporting titles, and hosting four others, excluding minor competitions inside The Heartland.

It is difficult to tell where the omnipresent, liberal, pro-business government stops and the rest of society begins, but it is effectively ruled by the Department of Defence, with areas such as Healthcare and Public Transport receiving almost no funds by comparison. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Information Technology industry, ranking 4th in The Heartland and 600th in the world at last count.

The nation is also a signatory of the Trade Network Association founded by The Dominion of Dread Lady Nathicana which includes signatories, to name a few, Scolopendra, Iuthia and Iraqstan, and its major trading partners within The Heartland are Aerigia, Grays Harbor, Ineptia and the members of the inactive alliance of the Partnership for Peace and Prosperity.

Liverpool England as a former Empire

Liverpool England used to be an empire, with territories including Oddslavo (formerly in The Heartland, now in Texas), and a couple more in FIFA and The North Pacific. Chacor in Atlantian Oceania was also under Liverpool England control, being jointly-led by the now-seperate Oddslavo. Lox Land Island was also part of the empire, but as it was just east of the nation, it never was recognised as an Imperial Territory by the public. The nation is now no longer an Empire, however, Lox Land Island still has not gained full independence from the government in the City Centre, it is, however, a self-governing territory with capital at Schimpol. It is ruled by the Prime Minister of Liverpool England, currently Thomas Douglas, who appoints a governor to the territory. The current governor is Mike Yinan, who has been in this position for 8 years. It achieved self-governance when the empire broke up, but its proximity to the mainland made sure it could never officially break away, for fear of military intervention.

National Anthem

Liverpool England used to have no official anthem. In 2006, Parliament voted on two National Anthem proposals, one of which passed with an 86% majority (the other, 77%). Previously, at sporting events, You'll Never Walk Alone was played. Now, Liverpool England Glorious and Wonderful is the official anthem.

Lox Land Island recognises You'll Never Walk Alone as its territorial anthem, and as such it is played prior to all sporting events involving the Island, even down to club level.

During World Cup 22, a second unofficial anthem, which has no lyrics but only a tune, was played before the anthems of the nations involved in that particular match, unless it involved Liverpool England. In that case, and for all matches played in Schimpol and Watakisikis, You'll Never Walk Alone was played.

Government

Liverpool England used to be run by a President, with no major elections held, except constituency elections.

Present Day

Presently, the running of the country is done by Premier Thomas Douglas, who replaced Marc Newells in a recent election.

Parties in Liverpool England include the Greener Society Coalition, made up of four small parties, which holds 113 of Parliament's 450 seats, the National Leftist Federation, which has 130, the ruling Party; the National Centrist Board, with 130 seats, and the small Right-leaning party the Rightist Forward Movement has the remaining 77.

In the past, elections did not take place for the Premier, so Confidence Voting decided the Prime Minister. Every four years, effectively a term, the incumbent needed a 67% vote of approval from the Parliament, or a two-thirds supermajority approval to stay on. If he received a no, he would have had to either disband his Cabinet, offer his resignation and hope at being re-appointed with a new Cabinet, or he could decide to step down totally, in which case his appointed successor took over as soon as he received a supermajority approval from Parliament. If his successor received a NO vote, which never happened, a national referendum would have called to see if elections should be held, or whether the Parliament should appoint a new Prime Minister.

More recently, Parliament overwhlemingly passed the Constitution Act of 2140, which called for a national referendum on changing the Constitution to allow an elected Prime Minister and Parliament. The Liverpool England Constitutional Referendum of 2140 was held on January 23, and passed, with elections set for June 3, subsequently resulting in a tie for the position of Premier, but outgoing Parliament appointed Marc Newells' successor as Tommy Douglas..

Hints of the nation's old imperialist past still exist, mostly in Chacor, where the Constitution was never amended after Chacor gained independence from the Empire. The Chacoran equivalent of a footballing authority is a direct subsidiary of the FALE, while Chacor's Head of State is officially the Liverpool England Head of Government, or its Prime Minister. Likewise, Liverpool England still has a say in Chacor's foreign relations. The Liverpool England Foreign Minister's official title, in regards to Chacor, is "Liverpool England Advisor for Chacoran External Affairs".

Education

The Liverpool England Government stipulated in the Compulsory Education Act of 1923 that education was compulsory and that all children must have had at least 5 years of study at a public school (private schools and home-schooling do not count to this number) by the time they turn 13, and at least 12 years of schooling, regardless of where education happens, including the home, by the time everyone reaches 19.

The students in public schools use textbooks approved by the Ministry of Internal Matters (Education), which aim to instill a sense of willingness to learn and more importantly, self-discipline. Foreign textbooks are also available for import, but they must meet MIM(Ed.) guidelines.

Primary Schooling

There are 60 recognised primary schools in Liverpool England and Lox Land Island, which will provide the mandatory 5 years of pre-13 schooling (Liverpool England slang for the compulsory term of schooling before a child reaches 13). All 60 are run by local governments (in CCL, Stadt Nicht, Schimpol, Orean and the Rest of the Folenisan Desert), with twelve schools under each local government. At the end of the fifth year, if a child is under 10, he or she will take an examination of five subjects (English, German or French, Mathematics, Science and one minority language of choice), scored out of 500. A score of 250 or less means the child would have to retake the fifth year the following academic semester, and retake the exam if he is still in the age group. A score of above 250 and the students are offered a choice of home schooling or a sixth and seventh years in primary school.

If the child is from 10 to 12 at the end of his or her fifth year, they will be asked to take an examination of English, German and Maths, graded out of 150. Those scoring less than 100 are put into the lower secondary schools; those scoring above the 100 mark are offered the choice of home schooling or secondary schools.

Higher Primary/Lower Secondary Schooling

The students in the sixth or seventh years in primary school learn the same things as those in lower secondary, with the only difference being the ages of the students. Both are two years long; at the end of which students are asked to take the following:

  • English Written Composition
  • English Written Comprehension Passage
  • Elementary Mathematics
  • An elective of
    • Additional Mathematics
    • German or French (including composition, comprehension and oral)
    • one minority language (comprehension test only). Minority languages include Spanish, Serbian, Italian, Chinese or Rejistanian.

It is graded out of 490, or 390 if the elective is a minority language. Students who fail to meet the 50% pass mark are put into technical streams in secondary school; the rest havea choice of home schooling or secondary school.

Secondary Education

All students have to take 7 subjects; six of which are examinable in compulsory exams set by the Liverpool England Examinations Centre in conjunction with the MIM(Ed.). The non-examinable compulsory subject is Physical Education; while the students get a choice from the following 12 for the remaining six:

The examinations are set at the end of secondary school (or for home schooled children, at any time as private candidates), with only usually the top 15% of the cohort going on to further studies.

There had been calls from the minority speakers to make Spanish and French official languages of the nation. The Minority Languages Bill of 2010 passed in the Liverpool England Parliament. However, with the Constitutional Act of 2144, Liverpool England was renamed the Grand Federation of Liverpool England from the Free Civil State of Liverpool England. At this point, Spanish was dropped as a national language.

Liverpool England standards

Liverpool England follows the Metric system, adopted in 1764 with the Act of Systems and ratified as a law in 1884 with the Alienisation of Imperial System Act. The Imperial system is still used on occasion, for example in sport (18-yard area; 20 yards from goal; et cetera), but other than that, it is not widely known.

Geography

Liverpool England is situtated at the northern-most tip of the Prudentia continent in The Heartland. The temperatures are extreme; the lowest temperature recorded in the country was in 1941, when CCL recorded an average temperature of -14°C (6.8°F), with the lowest reading on the day an astounding -40°C (-40°F). At the other extreme, the hottest average temperature for a day was recorded in the Folenisan Desert in 1899, when temperatures in Folenisa soared to 44°C (111.2°F) on average with the highest reading that day 52.1°C (125.8°F).

The administrative, de facto capital of the country is City Centre, however Orean acts as commercial and financial capital of the country, and de jure, there is no official capital. There is a high concentration of flights entering both airports, however one unusual fact to note is that no flight into Orean's airport comes from outside the nation - it is a domestic airport. All flights into Orean from outside Liverpool England (excluding Lox Land Island) would have passed through the City Centre International Airport, either on stopover or transit.

There is also the Borleais Defence Post south of the Gulps Mountains in north-eastern Liverpool England; this was set up after a mutual defence treaty was signed between Liverpool England and New Yavin. The average temperature in the Gulps Mountains is -4°C (24.8°F), with the lowest ever recorded temperature -25°C (-13°F).

Tropical Cyclones

Liverpool England, being the northern-most country on the Prudentia continent, is not usually affected by tropical systems. However, with Lox Land Island being a seperate entity close to the tropics, systems have been known to hit.

Liverpool England uses the Saffir-Simpson scale in measuring tropical cyclone strength.

Sports in Liverpool England

The nation is internationally reknowned for producing good sporting products. The national football team has won two World Cups (and played in four World Cup Finals), while the baseball team recently won gold at the Tyrellian Ylompics.
