A single elimination 34 team tourney was agreed upon. Also discussed was a possible merger of the two Leagues and on February 3rd, 1909, The PFL and QFL agreed to merge. The league would be split into four divsions, with the division to be determined by record. Division Une and Deux will have 8 teams each and Divisions Trae and Fique may have 8 or 9 each. Due to the match-fixing scandal involving those teams, both clubs will be suspended from the 1913 season, Gothika will forfeit its 1912 Division Fique Title, and both clubs will recieve a 20 point deduction in the 1914 season and a 10 point deduction in the 1915 season. Both teams, however, will still remain eligible for both the Qazox Cup and the Holy Oxen Cup during those three seasons.

1915/16 Re-alignment

On September 15th, 1914; the QFL owners voted 25-7 in favor of scrapping the current League system of promotion and Relegation in favor of an 2-conference system. Each Conference will have 3 divisions and 16 teams. The Conferences will be separated North and South, with the divisions roughly separated into East, Central and West. Reports are that each Central division will have 6 teams. The 6 division winners will advance to the Holy Oxen Cup, which now will determine the League Champion. The Sir Reginald Yark Memorial Trophy, which previously went to the Division Une Champion, will instead go the to team with the best overall record. The Divisions de Deux, Trae and Fique trophies will be offically retired. The Qazox Cup will still take place, but now at the end of the season. The 1915 season has been cancelled in order to prepare for the new League Format. The season will now begin in November and run through April and will be the 1915-16 season. The Holy Oxen Cup will begin the 1st week in May and end the 1st week in June. The Qazox Cup will be held in June. Each team will play a home-and home vs. their Divisional opponents, and play one game versus every other team in their conference. These plans where waylayed by the player's strike.

Player's Strike

On May 11th, 1915 the QFL Players Union went on strike for increased health benefits and higher wages. The strike lasted until the 2nd Qazoxian Civil war broke out.

QFL-Relaunch

After the civil war, the QFL decided on June 4, 1919 to re-launch, with all the provisions put forth by the players union in the 1915-16 strike. The QFL will relaunch in 1920, with 24 teams, as 8 franchises due to the layoff folded, suspended operations or merged operations with another club. The QFL will allow, when possible the re-entry of the teams, but the earliest possible date for such expansion would be 1923. The Qazox Cup will still exist, but as a season ending championship, pitting the top two teams from all four confernces in a home/away tourney. The Holy Oxen Cup, the Division Trae and Division Fique trophies will be retired, while the Sir Reginald Yark Memorial Trophy will be given to the best record from Division Une, and the Division de Deux Championship trophy will still be given to the best team in Divison Deux. There will be no relegation/promotion. The Women's League will also return in 1921 with the same 12 teams as in 1914, but they will play in one group. The Rene Salien Cup will be awarded to the best record. The W-League and the QFL haave solidified their relationship by having a QFL club "sponsor" a W-League team. The sponsorship extends to use of the sponsoring teams' stadium, similar uniforms and offical use of the QFL teams' logos.
