Overview

The World Cup Committee (WCC) elect the hosts of each World Cup, as well as nominate potential WCC Presidents.

Following reforms proposed by Spaam and passed by the old World Cup Committee (now the Emergency World Cup Committee), all nations who have posted a roster/team sheet (thereby demonstrating active interest in the Cup) in the two previous Cups earn a place on the WCC. Thus membership of the WCC needs to be 'earned' by a roster/team sheet and must be 'renewed' each cup by signing-up to the Cup and posting a roster for their nation.

Members may only be excluded from the WCC by general consensus.

Contrary to popular belief, the World Cup is actually run to a set of rules, which are subject to amendments and major changes from time to time. Spaam's proposals were grouped together, given the titles 'Proposal 998' and 'Proposal 999'

The Rules

Proposal 998

This proposal supercedes any previous proposal or rule concerning the WCC.

1) The WCC for a particular World Cup shall be formed only of nations which have posted rosters during both that World Cup and the previous, and the previous World Cup hosts.

1a) Any nation eligible for the WCC must signify their acceptance to the President (2). The list of nations will be announced in public.

1b) Should more than one eligible nation belong to the same entity, the only one of said nations can become a member of the WCC.

1c) Should an entity not declare all member nations (including puppet nations) belonging to itself, then that entity, and all its nations (including puppet nations) shall be permanently banned from that and all future World Cups. Said entity can appeal the decision, but result of such appeal is entirely subject to the discretion of the WCC.

1d) Any member nation can be removed from the WCC and/or the Emergency WCC (3), by the Emergency WCC (3). This can only be done by a majority vote.

1e) The role of the WCC is to vote for the next World Cup hosts, the President (2), any decision that the President (2) chooses to put to vote (2d), and any other roles that this proposal sets out.

2) The President of the WCC shall be elected from among the WCC by public vote after every third World Cup.

2a) The candidates shall each be nominated by two WCC members. No WCC member can nominate more than one candidate or themselves. If there is only one candidate there shall be no election.

2b) In the event that the election does not result in a majority, the two nations with the most number of votes shall participate in an auxiliary election. Should this not result in a majority, or it is not possible to get two such nations, then the President shall be elected by the Emergency WCC (3).

2c) The Emergency WCC (3) can initiate an election at any time. This can only be done by majority vote.

2d) The role of the President is to maintain the list of nations in the WCC, make decisions, and any other roles that this proposal sets out. Such decisions can include putting a decision to the WCC (1d).

3) The Emergency WCC shall be formed by that subset of the WCC that are previous hosts of the World Cup.

3a) The Emergency WCC can be invoked by the President in the event of a decision that needs to be made within 3 RL days.

3b) The Emergency WCC can overrule any decision by the President, and vote on such a decision. All details pertaining such overrule must be announced in public to the WCC. The President can require that the WCC vote on such a decison in such event.

3c) The Emergency WCC can in extreme cases remove the current hosts of the World Cup. This can only be done by a majority vote. It is the role of the President to choose the replacement hosts, but this decision can be overruled by the Emergency WCC (3b).

3d) The role of the Emergency WCC are only those set out in this proposal.

4) The Vice President of the World Cup shall be the runnerup in the election for the President.

4a) If there is more than one runnerup, the Emergency WCC can either decide which runnerup shall be Vice President, or initiate an election for Vice President.

4b) The role of the Vice President is only to act as President should the President be unable to function in their normal capacity.

Proposal 999

This proposal supercedes every single other proposal and rule, except Proposal #998. Point E) Was modifed by Proposal KR2 during WC25

The hosts shall have complete control over the World Cup EXCEPT for

A) The WCC.

B) Various hosting rules: e.g. 4 cup rule, 2 host rule, etc...

C) Various signup rules: e.g. one puppet rule, non-puppet over puppet rule, etc...

D) General organisation of the World Cup proper: 8 groups of 4, 3 matchdays (every team play every other in the group once), top two teams in each group proceed to knockout stages, though the manner in which they do that is up to the hosts. 3 points for win, 1 point for tie.

E) Tiebreaks: Prospective hosts will decide the tie-break format for their bid during the bid phase (i.e. before voting opens). This must be submitted in the bid thread. If no format is submitted, then the order will be: Goal Difference, Goals Scored, Head-To-Head, Lots.

There shall be no other rules. The hosts shall be responsible for any screwups.

The President

The WCC President acts as something of a figurehead for the World Cup Committee, and is elected from a list of nominees nominated by the WCC. In the event that the election does not result in a majority, the two nations with the most number of votes shall participate in an auxiliary election. Should this not result in a majority, or it is not possible to get two such nations, then the President shall be elected by the EWCC. The President calls for and collects the votes (via telegram, instant message, smoke signal, carrier pigeon, etc) for World Cup Host, Cup of Harmony Host and WCC President votes. The President is usually a pillar of the World Cup community and is currently Starblaydia.

The runner-up in the Presidential elections becomes the Vice-President, ready to take over in case the President is inexplicably unable to perform thier job (e.g. long-term internet problems, house moving, natural disasters, college matriculation, weekend getaways, etc).

Rules for WCC President Nominations

• You may nominate one, and only one, candidate.
• You may not nominate yourself.
• A candidate must receive at least two nominations to become a candidate.
• A candidate may refuse nominations.

WCC Presidents are elected every three cups. Next election due after World Cup 30. Starblaydia has attempted to bring more of an IC role to that of President by having Simeone Di Bradini serve ICly as President, followed by Giovanni Lopez upon re-election after World Cup 27. The Emergency World Cup Committee

The Emergency World Cup Committee (EWCC) is made up of representatives from all still-existing nations that have hosted a World Cup at some point in the past. As a lot of these experienced nations hang around in #sport, they provide most of the discussion and ideas for World Cup reform. As such they are consulted in 'Emergency' situations when fast decisions are needed. They also constitute the old 'Host Selection Committee' to decide the host of the Cup of Harmony. The nations are:

Formerly, these were the only nations allowed into the WCC before Spaam's proposals, making the WCC appear to be somewhat of an "old boys' club", particularly centered around #sport.

Notes

* Alasdair I Frosticus now roleplays as The Archregimancy and usually uses Alasdair I Frosticus for EWCC purposes only - though occasional appearances of AIF as an Archregimancy puppet are not unknown. AIF and The Archregimancy therefore share one EWCC vote.

^ World Cup 6 was slated to be hosted by Kingsford and Spaam, but RL issues prevented this from happening and Lemmitania took over hosting of the Cup. Both Kingsford and Spaam are still EWCC members. World Cup 16 was slated to be hosted by Rejistania and Brazillico, but Brazillico began to become inactive after doing the group draw of the qualifiers and ceased to exist at the end of the world cup. In this case, the Brazillican team was still allowed to participate, but all matches were played in Rejistania. World Cups 1 through 6 were hosted by single nations. All World Cups since 17 have had two co-hosts.

+ World Cup 22 was supposed to be cohosted by South Osettia and Liverpool England, but RL issues got in the way of South Osettia right after the scorination of Matchday 3. South Osettia kept his EWCC position but was replaced in co-hosting by Vilita and Legalese, who formed the Runner-Up bid for WC22. Liverpool England, Vilita and Legalese continued World Cup 22.

^^^ World Cup 5 was slated to be hosted by Tanah Burung and Al Quds; however, Al Quds ceased to exist before the Cup could start. A single-elimination playoff was held among the eight fourth-place qualifying finishers to determine who would take the co-hosts' place in the Cup, and Bedistan won the spot.
